Following a competitive invitation to tender process, a contract for the Education Workforce Modelling and Research work was awarded to WPI Economics on 13 October 2023.

World Expos are overseen and regulated by the Intergovernmental Organisation - Bureau International des Expositions (BIE). BIE membership is reserved so any bid to host a World Expo would need to be progressed by the UK Government and any participation by Scotland in that process would have to be at their invitation.

We are not aware of any bid being considered by the UK for the World Expo in 2035 and would refer the member to the UK Government for any further information on this.

The following NHS Scotland Health Boards are preparing adaptation plans:

• Forth Valley
• Greater Glasgow & Clyde
• Lothian
• Orkney
• Golden Jubilee University National Hospital
• The State Hospital Board for Scotland

All other Health Boards have prepared an adaptation plan.

In line with its commitment to meet three times a year, the Housing to 2040 Strategic Board has met two further times (29 June and 25 October) since it first met on 22 March 2023.

We have surveyed NHS Boards on their local policies regarding reimbursement of electricity costs for home dialysis. We are working with health boards to understand how best to achieve national consistency so that patients undergoing home dialysis are protected from the impact of high electricity prices, wherever they live.

The latest 2022-23 Achievement of Curriculum for Excellence Levels (ACEL) data, published last week, show that the proportions of pupils in primary achieving expected levels of literacy and numeracy have reached record highs for children from both the most and least deprived areas, with the poverty-related attainment gap in primary literacy decreasing to its lowest on record, and the gap in primary numeracy also narrowing from 2021-22 levels. These latest figures also show improvements at secondary level compared to 2021-22, with increases in attainment across the board and the gap between those from the most and least deprived areas narrowing.

Last week’s ACEL results build on the good progress already made this year, shown in both the 2023 Scottish Qualifications Authority (SQA) results and the 2023 Summary Statistics for Attainment and Initial Leaver Destinations (SSAILD). The latest SQA results show the poverty-related attainment gap remains narrower than it was pre-pandemic (2019) for National 5s, Highers and Advanced Highers, at grades A-C and SSAILD data shows a record low poverty-related attainment gap in positive destinations for 2021-22 school leavers 9 months after leaving school. We have also seen a record high number of students from deprived areas entering university, with 5,595 Scots getting places, up 41% since 2014-15.

All of this, as well as the ambitious stretch aims local authorities had set for 2022-23 and have now set for 2023-24 to 2025-26, gives me confidence that we are making progress; and the Scottish Attainment Challenge programme, in which we are investing £1bn this parliamentary term, is having an impact.

But while there is clear evidence of progress, there is much more to do. I recognise the need to continuously improve our Curriculum in a planned and systematic way, as recommended by the OECD. We need to do so, to ensure it remains relevant, forward looking and ultimately supports high quality teaching and learning. That is why in 2024 we will begin a regular Curriculum improvement cycle. Our programme of reform across the education and skills system will help identify where further improvements can be made and I will look to drive enhanced attainment and make further progress in closing the poverty-related attainment gap, to ensure all young people meet their full potential.

The Scottish Government recognises the impact which the Covid-19 pandemic has had on children and young people in Scotland, particularly the closing of schools and learning lost as a result. This is in common with children and young people across the world and the pandemic continues to impact on educational outcomes for children and young people, here and elsewhere.

The Scottish Government and Education Scotland published the Equity Audit in January 2021 which involved an evidence review of local, national and international literature, along with a representative sample of 54 schools in Scotland. This helped our understanding of the impact that COVID-19 and school building closures had on children from disadvantaged backgrounds, and set clear areas of focus for accelerating recovery, including the refresh of the Scottish Attainment Challenge programme.

Plans to help Scotland’s education system recover from the COVID-19 pandemic were published by the Scottish Government in October 2021. The Education Recovery Strategy set out the significant additional investment of almost £500 million being provided, as part of education recovery . This additional investment supported the recruitment of additional teachers and support staff across Local Authorities to provide enhanced support for children and young people and £25m was provided to local authorities for the purchase of 72,000 digital devices and 14,000 internet connections - helping support children, young people and staff across the country.

The pandemic and current cost of living crisis has undoubtedly deepened inequity; but this further necessitates our relentless focus on closing the poverty related attainment gap. That’s why we continue to empower schools and local authorities to improve the attainment and wellbeing of children and young people through our £1billion investment in the Scottish Attainment Challenge. This is alongside a range of other investments to mitigate the impact of poverty on our young people’s education, such as the school clothing grant, and the most comprehensive free school meal offer in the UK, saving families taking those meals around £400 per child, each year. We are also working with Local Authorities to extend our current offer of free school meals to those in P6 and P7 who are in receipt of Scottish Child Payment, which will benefit around 26,000 children.

The data provided only covers operational prison officer grades, who have responsibility for delivering essential frontline services within Scotland’s prisons.

Data has been provided for the year 1 November 2022 to 31 October 2023 as data covering the period to 30 November 2023 has not yet been finalised and is therefore not available.

The Scottish Government recognises that we must do more to attract the investment required if we are to fulfil the potential that the heat network sector has in Scotland and create a sustainable market. Reducing demand risk is one of the ways of achieving this.

We are working to develop potential new legislation on public sector organisations regarding connection to heat networks. We aim to consult on this during 2024-25, having first engaged with public sector partners.

Additionally, on 28 November we published a consultation on a Heat in Buildings Bill in which we seek views on the proposal to: Provide local authorities and the Scottish Ministers with powers to require other buildings within a Heat Network Zone to end their use of polluting heating systems (by a certain date and with a minimum notice period).
