This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who will reply in writing within 20 days.

The Scottish Government has no current plans to update the 2005 Guidance for Local Authorities and National Park Authorities on Part 1 of the Land Reform (Scotland) Act 2003.

The data available through NHS dental payment reform reflects the revision to fee codes that was delivered in November 2023. Activity and treatment trends are available in the Public Health Scotland statistics that have been published post reform.

Public Health Scotland have produced regular Official Statistics post introduction of NHS dental payment reform. The most recent version was published on 27 August 2024 and provides the activity levels for all treatment items, each month since introduction. Statistical information will form the basis of ongoing monitoring of dental sector activity.

In the last seven years we have invested over £2 million in the Healthy Living Programme, to help convenience stores offer healthier choices. More than two-thirds of the 2,300 strong Healthy Living Programme membership serves the most deprived areas of the country and ensures access to affordable, healthier food and drink in those communities.

Public Health Scotland published an evaluation on the Programme last year: Evaluation of the Scottish Grocers’ Federation Healthy Living Programme - Evaluation of the Scottish Grocers’ Federation Healthy Living Programme - Publications - Public Health Scotland. The evaluation shows that the Programme has increased the availability of healthier options in the sector and provides recommendations to further expand its reach and scope, for instance, through sector-wide healthier promotions.

We have also invested over £600,000 in the last seven years to help smaller businesses reformulate common products to make them healthier. This is playing an important role in improving dietary health by removing hundreds of millions of calories from Scottish food and drink products sold across the country, including deprived areas.

The Reformulation for Health Programme is administered by the Food and Drink Federation Scotland with additional support from Food Standards Scotland, Scotland Food & Drink and trade associations for relevant manufacturing sectors such as Scottish Bakers.

This was also discussed as part of the Population Health Framework development roundtable with Public Health and business stakeholders in September.

While local authorities are responsible for the recruitment and deployment of teachers, the Scottish Government is committed to maximising the number of jobs available in a range of subjects, including computing science.

The Teaching Bursary Scheme offers a £20,000 payment to career changers who are looking to undertake graduate teacher training in hard-to-fill STEM subjects, including computing science.

We are currently exploring a pilot programme that would create more computing science teachers through the University of Aberdeen. Once finalised, further detail will be announced.

In addition, we are working with Scottish Teachers Advancing Computing Science (STACS) to consider wider initiatives to promote teaching as a valued career choice for computing students.

We have also asked our Strategic Board for Teacher Education to develop advice on how we can encourage more people into teaching, particularly in subjects we know are challenging to fill.

Our 2018 Diet and Healthy Weight Delivery Plan, A healthier future: Scotland's diet and healthy weight delivery plan - gov.scot (www.gov.scot) set out ambitious and wide-ranging action to deliver our vision for a Scotland where everyone eats well and has a healthy weight. We are taking forward a range of action across five key outcomes: giving children the best start in life; creating a healthier food environment; better access to weight management services; leadership and reducing health inequalities.

This includes our continued support for convenience stores to increase the accessibility of fruit and vegetables in more deprived areas, supporting businesses to reformulate their products to make them healthier, and maintaining funding to community food networks, to enable them to increase access to affordable, healthier food to their communities and to promote the health benefits of nutrition and physical activity.

We have updated the Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations strengthening the provision of balanced and nutritious food to children. Our Scottish Milk and Healthy Snack Scheme promotes good nutrition to support healthy physical and brain development through the provision of healthy drinks and snacks in the earliest years.

The annual Scottish Health Survey (SHeS) Scottish Health Survey - gov.scot (www.gov.scot) provides key indicators relating to diet, including fruit and vegetable consumption, weight and physical activity, which we use to monitor progress towards our ambitious aim of halving childhood obesity by 2030.

The Scottish Government is complying with its duty to maintain a register of captive bred schedule 4 birds held by keepers in Scotland, as required under the Wildlife and Countryside (Registration and Ringing of Certain Captive Birds) (Scotland) Regulations 2009. The Animal and Plant Health Agency (APHA) carry out this function for Scotland with the agreement of the Scottish Ministers.

The Scottish Government notes the University of Glasgow-led project and report ‘Welcoming Languages’, and officials are in contact with researchers from the University to consider the report’s findings and to ensure that learning from the project is shared with the education system.

The 1+2 Languages policy provides all pupils with an entitlement to learn additional languages from primary 1 (P1). Schools and local authorities make decisions on the specific languages taught based on the needs of their learners and local circumstances.

Currently, the first additional language, taught from P1, must be a language that can be taught to national qualification level (i.e. Cantonese, French, Gaelic (Learners), German, Italian, Mandarin, Spanish and Urdu) which includes some of the most spoken community languages in Scotland. The SQA is responsible for establishing and maintaining all national qualifications, and a range of criteria would need to be met before establishing any new language qualifications.

The second additional language, taught from Primary 5 (P5), can be any language. The latest survey of local authorities, taken in 2023, showed that some primary schools, supported by Education Scotland and Scotland’s National Centre for Languages (SCILT), are already offering a wider range of second additional languages including Polish, Arabic and Ukrainian.

To improve our food environment and support heathier choices, we are committed to legislate to restrict the promotion of food and drink high in fat, salt or sugar (HFSS) at the point of purchase. The consultation on the detail of proposed regulations closed on 21 May 2024 and independent analysis of the responses is underway. The feedback received will be used as part of the policy decision-making process, alongside a range of other available information and evidence.
