From 1 August to 31 December 2024, 33 charges under the Dangerous Dogs Act 1991 have been reported to the Crown Office and Procurator Fiscal Service (COPFS) which make reference to ownership of XL Bully Dogs.

It should be noted that COPFS use a live, operational database to manage the process of reports submitted to Procurators Fiscal by the police and other reporting agencies throughout Scotland. Information provided is at date of extract and may therefore be subject to change as data and systems are updated for operational reasons.

The Scottish Government funds NHS Boards to provide healthcare to individuals in the criminal justice system. It is the responsibility of these Health Boards to provide safe, effective, person-centred care, equitable to that available to those in the community. This funding is being supplemented in the current Parliamentary term from our National Mission that includes a Prison to Rehab pathway which enables individuals with problem substance use, which includes alcohol, to access residential rehabilitation immediately on release from prison. Public Health Scotland is independently evaluating the impact of the National Mission. In December 2024 we supported the launch of Scotland's Charter of Rights for people affected by substance use to ensure people will have access to all appropriate services - including in the criminal justice system.

Table 1 shows the estimated net income from properties liable for the Basic Property Rate in 2025-2026, broken down by property class. The net estimates include adjustments for reliefs, as well as in-year adjustments such as reductions due to proposals or appeals and write-offs.

The Scottish Government does not hold property-level data on industry sectors. “Property class” is a classification used by Scottish Assessors to describe the type of property, but may not necessarily accurately reflect the actual use of a property.

The distribution for relief awards is estimated based on a snapshot of councils’ billing systems as at 1 June 2024. In the case of the proposed relief for hospitality properties, the forecast value of the relief has been distributed based on property level eligibility without trying to account for take-up or for the effect of the £110,000 cash cap for this relief at a business level.

Since the research undertaken by Chest Heart and Stroke Scotland and the Health and Social Care Alliance Scotland (the ALLIANCE), the National Strategic Network for long COVID managed by NHS National Services Scotland has produced information for NHS boards on the assessment of adults with suspected long COVID in general practice. It has also supported the delivery of online education sessions including on the assessment of patients with long COVID and the management of Postural Tachycardia Syndrome (PoTs).

The Scottish Government has made available approximately £3 million to national and territorial NHS boards in 2024-25 to support the operation of the network, boards’ access to the C19-YRS digital platform and the provision of care and support locally by NHS boards.

The 2025-26 budget includes new investment of £4.5 million to deliver new specialist support across the country for long COVID, ME, Chronic Fatigue, and other similar conditions. This represents a 152.9% uplift to the 2024-25 long COVID budget line.

Responsibility for service delivery rests locally with NHS boards which configure services taking into account local circumstances and the reasonable needs of their patient populations.

Scotland’s national health information service NHS inform aims to provide the people of Scotland with information to help them make informed decisions about their own health and the health of the people they care for.

ILF Scotland operate two funds that support disabled people: the Independent Living Fund which pays on-going weekly awards to disabled people to help them live more independently; and the Transition Fund which pays grants to disabled young people to support them with the transition to adulthood.

Previously, young people who were eligible could make second and subsequent applications to the Transition Fund. Since 1 January 2024, once an applicant has been successful in gaining a Transition Fund grant they are not able to apply again. This does not include receiving a Technology Grant for an IT device, which applicants can receive in addition to a full grant.

Young people who meet the criteria are also able to apply for support from the Independent Living Fund. If an application to the Independent Living Fund is not successful the applicant may reapply if they meet the criteria.

The proposed allocation of £15.9 million capital to the Just Transition Fund for 2025-26 announced in the draft Budget demonstrates our ongoing commitment to supporting a just transition in the North East and Moray and will enable us to build upon what’s already been delivered through the Fund.

To date, the Fund has allocated £75 million, supporting projects and communities across the region to create jobs, support innovation, and secure the highly skilled workforce of the future.

The Fund sends a clear signal of our support, but we recognise that it needs to be part of a wider stream of investment from the UK Government and others, including the private sector, to deliver a just transition to net zero.

The Scottish Government published a detailed update to Finance and Public Administration Committee on 19 December 2023 setting out our reform plan.

With actions across 4 workstreams we are clear on the work that Scottish Government is doing. We are working to build a shared vision, support efficient delivery of services, empower service providers, unblock stubborn barriers and work together with partners on models of funding and accountability which underpin the reform we need to see. Our approach balances responding to short-term budget pressures and making savings, while building the platform for wider change.

I provided an update to FPAC on delivery against the programme and the portfolio plans on 23 September 2024 and 21 December 2024, and we will continue to report on progress with the Parliament at 6-monthly intervals.

I will also be leading the process of articulating a PSR strategy within government and with partners. We will engage with public sector leaders at a PSR summit by the end of February 2025. Together this will set out the Scottish Government’s vision and expectations and invite public sector leaders to come together to inform that strategic approach and to galvanise action.

The Scottish Government and COSLA are co-producing the Population Health Framework which will be published in Spring 2025. Extensive engagement has been undertaken throughout 2024 with public, third and private sector partners to support development of priorities and areas of action.

The public consultation on detail of proposed regulations to restrict promotions of food and drink high in fat, sugar or salt (HFSS) closed on 21 May 2024. The Scottish Government will publish an independent analysis report of these consultation responses in early 2025, alongside next steps and timelines for future regulation.

The Marine Fund Scotland (MFS) applies the Scottish Government Fair Work First criteria to grant awards. The conditions of award ensure organisations commit to the Fair Work First Criteria in a way that is relevant and appropriate for the organisation. This does not apply where the jobs relate to workers who are a 'share fisherman', who are classed as self-employed by HMRC.
