In my capacity as Cabinet Secretary for Net Zero and Energy, I can confirm that I have not met Angus Pylon Action Group.

Marketing campaigns are one intervention used by the Scottish Government to support the population of Scotland to live healthy and active lives. They typically support wider programmes of activity or run alongside other interventions.

Overall progress against this national outcome is tracked through the National Performance Framework, with the latest available progress on each of the health indicators found on the gov.scot website.

Individual programmes of work will be developed and evaluated to reflect policy aims and objectives in a particular area. These may at times (depending on outcomes being sought) include marketing campaigns.

The Cancer strategy and Cancer action plan (which can be found on gov.scot) provide an example of a wider programme of work which includes marketing campaigns. The Cancer action plan includes a section on Monitoring and Evaluation.

Different programmes of work will be evaluated in different ways and at times this might include the use of QALYs.

Large-scale, long-duration electricity storage, such as pumped hydro storage, will play a critical role in lessening our dependence on fossil fuels for electricity generation, supporting our net zero ambitions.

It will help to maximise our significant renewable energy generating capacity by providing flexibility to the grid, ensuring that there is a continuous resilient and secure supply of electricity to households and businesses.

Our Fourth National Planning Framework (NPF4) places climate and nature at the centre of our planning system and makes clear our support for all forms of renewable, low-carbon and zero emission technologies, including energy storage. Potential impacts on communities, nature and other receptors are important considerations in the planning process. All applications are subject to site-specific assessments.

In my capacity as Cabinet Secretary for Net Zero and Energy, I can confirm that I have not met Deeside Against Pylons.

The proposed reforms are about making the determination process more efficient, not less robust. Environmental assessment standards will remain unchanged. Scottish Ministers will continue to determine each proposal on a case-by-case basis, following review of the application information, consultation responses and representations made by members of the public.

In my capacity as Cabinet Secretary for Net Zero and Energy, I can confirm that I have not met Leylodge Against Industrialisation.

Information on the number of Scottish Income Tax payers by age and band are only available from the Survey of Personal Incomes and the latest data is for 2021-22. Table 1 provides the number of taxpayers of State Pension age by band in Scotland.

Given this data is for 2021-22 it does not include estimates of those who are of State Pension age paying the Advanced Rate. Forecasts of the number of taxpayers over State Pension age by band are not available.

The Scottish Government has spent around £1.2 billion in the past 14 years mitigating the impacts of UK Government welfare reforms such as the bedroom tax and benefit cap, introduced since 2010. Of that, £133 million is being invested in the current financial year (2024-25), and over £631 million has been spent in the last five financial years (2019-20 - 2023-24), funding Discretionary Housing Payments, the Scottish Welfare Fund, money advice services, and Universal Credit Scottish choices.

In addition to the above support, between February 2021 and September 2024, we have invested £905.6 million in the Scottish Child Payment, giving support to the families of over 325,000 under 16s who currently receive it. While we are doing what we can within our limited powers and fixed budget, the UK Government must do more to ensure the UK social security system at least covers essential living costs.

Table 1 provides a breakdown of spending on UK Government welfare mitigation in the last five years, plus the current financial year (six years in total).

As outlined in a previous answer by Christina McKelvie on 31 July (S6W-28596), the Scottish Government commissioned Public Health Scotland (PHS)to carry out monitoring and evaluation of the residential rehabilitation programme throughout the course of the National Mission.

To ensure the delivery of the intended environmental outcomes and value for public money, applicants are required to provide a level of evidence when applying to the Agri-Environment Climate Scheme (AECS).
