The Scottish Government is working towards our commitment to phase out petrol and diesel cars from our fleet and phase out the need for any new petrol and diesel light commercial vehicles.

The adoption of electric and plug-in hybrid electric vehicles to replace internal combustion engine vehicles aligns with, and supports our decarbonisation policies and targets. Presently, 82% of our overall fleet are zero or ultra-low emission vehicles.

The Scottish Government has committed to conduct any future new build or major refurbishment projects following the Net Zero Public Buildings Standard and will ensure its buildings comply with changes to energy efficiency standards where applicable.

The Scottish Government has no direct control over pricing at public electric vehicle (EV) charge points and regulation of EV chargers is reserved to the UK Government. The tariffs on the Scottish Government funded ChargePlace Scotland (CPS) EV charging network, which now represents less than half of Scotland’s public charging network, are set by the 400 individual charge point owners, including all of Scotland’s local authorities.

There are several different factors that shape the cost of public EV charging including wholesale electricity prices, a higher rate of VAT (20%) on public EV charging than domestic electricity (5%), the cost of purchasing or leasing the land on which public charge points are located, the cost of network connections and supply upgrades, and the cost of installing, operating and maintaining the charge points. Higher powered rapid chargers tend to cost around 50% more to install and operate than slower chargers and this is reflected in the higher tariffs for energy from these charge points.

The Scottish Government’s vision for the future of public EV charging was published in June 2023 and it sets out the expectation that pricing across the entire public charging network is fair, sustainable and allows for the ongoing growth and maintenance of the public charging network. However, both VAT and energy market policy remain reserved to the UK Government, therefore the Scottish Government cannot take all of the action it would like to in order to support Scottish consumers.

The Scottish Government is currently awaiting the UK Government’s proposals on introducing new child criminal exploitation (CCE) offence as part of the upcoming Crime and Policing Bill in England and Wales.

My officials are in regular contact with Home Office officials on the progress of these plans, and when the finalised proposals are made available, we will be in the position to assess the potential to extend this measure to Scotland through the Legislative Consent process.

Marine Directorate Marine Protection and Research vessels range in age from between seventeen and twenty-seven years old. A zero and 'low carbon' fuel is generally associated with zero or low emissions at point of combustion onboard a vessel. Low emission fuels being explored by the shipping industry and its regulators include Ammonia, Methanol, Biofuel and Hydrogen. Each of the Scottish Governments (a) marine protection vessels, and (b) marine research vessels are fuelled with Marine Gas Oil (MGO), but low carbon fuelling options will be a key factor in any vessel replacement moving forward to meet emissions regulations and targets.

Geographical indications are a reserved matter. The Department for Environment, Food and Rural Affairs (Defra) is the competent authority for the geographical indication schemes in the UK.

To ensure compliance with product specifications for protected geographical indications, regular inspections are carried out by control bodies, such as local authorities or UKAS-accredited organisations.

The last Scottish Fishing Safety Group (SFSG) meeting was held on 17 December 2024. There is no date for the next meeting at this time.

Nordic Horizons has not received any funding from the Scottish Government since 2018.
