The Scottish Government works closely with the legally categorised emergency responder organisations who are responsible for assessing, planning, responding to and recovering from the consequences of emergency risks as identified in the National Risk Assessments and Community Risk Registers, including for severe storms and wildfires.

Representatives of all responder agencies are also required, by the Civil Contingencies Act 2004, to meet regionally in Scotland’s 3 Regional Resilience Partnership (RRP) areas, in the North, West and East . Below that structure, 12 Local Resilience Partnerships (LRPs) are in place which apply the co-ordinated response at a local level.

The Resilience Partnerships meet to ensure there is a shared awareness of responder agency capabilities and capacities to co-ordinate a multi-agency response to any kind of emergency event. Existing plans are regularly tested in joint exercises and during real emergencies.

After any event, responder agencies, LRPs and RRPs routinely hold structured debriefs which identify lessons to be fed back into the system and improve future response. These debriefs are the responsibility of the agencies and partnerships and therefore not overseen by Scottish Government.

Wildfires are specifically an operational responsibility of the Scottish Fire and Rescue Service. As such, they are responsible for the initial response and for developing and deploying plans which enable them to respond as a national service with the ability to move and deploy staff and equipment as necessary. Their arrangements will link into generic police, NHS and local authority major incident plans as necessary, within the resilience partnership structures.

The Scottish Government supports this partnership activity in many ways including supporting multi-agency partnership meetings, and organising on line multi-agency learning facilities on the Resilience Learning Hub.

Current Public Health Campaigns targeting rural communities:

1. Right Care Right Place (increasing awareness of, and encouraging the public to use, appropriate health services).

• Purchased media space for this campaign includes community radio running in a number of rural locations that network radio does not reach, including Argyll FM, Caithness FM, Radio Skye, Radio Wester Ross, Radio Nevis (Fort William) and Shetlands (SIBC). Network radio advertising space has also been purchased for this campaign to ensure reach of the public Scotland wide.
• Campaign paid-for media also includes a print content partnership in a press pack which includes local publications such as Ellon Times, Buchan Observer, East Fife Mail, Berwickshire Advertiser and Ayrshire Post.

The Strategy for Seafood was developed in discussion with key stakeholders across the seafood sector. This was primarily via meetings with producer organisations, regional fisheries groups, representatives of the processing industry and a number of further organisations with an interest. This engagement highlighted a number of ongoing issues which the sector was experiencing. This included access to sustainable funding support; approaches to marine spatial planning; support with technical trade issues; simplified access to support; labour shortages; coordinated marketing support; and coherent and collaborative marine management.

The Strategy was also informed via wider industry engagement relating to seafood trade that was ongoing during its development. This included a questionnaire issued to key industry stakeholders in 2021 which sought to understand barriers to seafood trade and any support required.

Marine and aerial taskings are determined by a rigorous risk assessment process, using live data and intelligence to prioritise the areas where assets are directed.

In 2024 our three patrol ships carried out 866 patrol days, and our two-surveillance aircraft undertook 165 flights, it is therefore not possible to describe the routes taken other than to state they include Rockall, Shetland, the West Coast and North Sea.

The Scottish Government is aware of the importance of engaging with under represented groups across the fishing industry. Where research is conducted, this is designed with the aim of trying to include those who are less well engaged.

There is an overall lack of data and evidence on women in fisheries for a number of reasons, and we agree that steps are needed to improve this. However, many of these gaps will need to be filled in collaboration with the industry and the wider research communities. Given other pressing priorities, further research into how women in fisheries were affected specifically by the COVID-19 pandemic has not been taken forward.

GPs should visit their registered patients as clinically required.

The Schools (Health Promotion and Nutrition( (Scotland) Act 2007 makes health promotion a central purpose of schooling and places duties on all education authority and grant aided schools including those in rural communities. A school is health promoting if it provides activities and an environment which promote the physical, social, mental and emotional health and wellbeing of pupils in attendance at the school.

It is up to local authorities and schools to choose which policies, initiatives and programmes they put in place to meet these duties recognising they are best placed to decide what will best serve local needs, priorities and circumstances.

Guidance was developed to support schools as they take action to meet their duties under the 2007 Act.

Health and wellbeing is an integral part of Curriculum for Excellence, helping to ensure that children and young people are provide with the skills, knowledge and experience they need to take responsibility for their health and wellbeing as they grow into adulthood. Children and young people should know where to go to get relevant support and help them make informed decisions about their health.

The Scottish Government has invested over £29m of Community Led Local Development (CLLD) funding in our rural communities since the closure of the LEADER programme in December 2021, delivering over 1000 grassroots community-led projects across rural and island Scotland in partnership with rural organisations. A place-based approach is the foundation of CLLD. Communities are empowered and supported to design and implement the solutions to the challenges and opportunities they identify in their local area, which may include community led health and social care provision. We have invested £11.4m so far in our rural and island communities to support CLLD and similar initiatives in 2024-25. A further £9m for CLLD was announced in the indicative 2025-26 budget, subject to the passing of the Budget Bill.

The sector provides employment opportunities in some of the most rural communities and can bring visitors from Scotland and around the world, to these areas. The Deputy First Minister recently opened the Cabrach distillery which is focused on community development and regeneration which the government was proud to support through Just Transition funding. We will continue to work with the sector on projects that deliver community benefits, and support our climate ambitions and the economic prosperity of Scotland.

The Scottish Government, as well as the whisky industry itself, takes the protection of Scotch Whisky seriously. Scotch Whisky is defined in UK law through the Scotch Whisky Regulations 2009 which provide comprehensive protection covering the making, bottling, labelling and promotion of Scotch Whisky. Scotch Whisky also benefits from Geographical Indication and is protected by such under UK and EU law, and in other markets across the world. The Geographical Indication scheme is verified by His Majesty’s Revenue and Customs (HMRC) and any breaches are enforced by the relevant food authorities across the UK.
