To inform funding decisions, all projects supported by Transport Scotland are required to follow our standard Business Case process, including the Scottish Transport Appraisal Guidance (STAG). Identified options for Transport Scotland investment are assessed against national and relevant regional economic development strategies to ensure alignment. Options are also assessed against Transport Planning Objectives (TPOs) and the standard STAG criteria. The standard STAG criteria include Economy as well as Climate Change, Environment, Health, Safety and Wellbeing and Equality and Accessibility.

Our contractors have upgraded or replaced 227 street lights on the A90 trunk road over the last five years.

Spectrum allocation and management, as with all aspects of telecommunications policy, is a reserved matter and one in which the Scottish Government has no formal role.

The Scottish Government, however, maintains an active interest in the spectrum policy agenda, in particular, as it relates to digital connectivity and digital infrastructure rollout in rural areas.

Responsibility for spectrum allocation and management falls under the remit of Ofcom, the UK telecoms regulator. The Scottish Government has regular engagement with Ofcom at official and Ministerial levels. We also respond to any major consultations on spectrum strategy.

This response outlines the Scottish Government’s priorities in relation to spectrum. We continue to encourage Ofcom to consider the specific needs and characteristics of Scotland, Scottish geographies and Scottish markets when making decisions on spectrum and how these decisions subsequently impact 4G and 5G coverage in rural and underserved areas; commercial investment in digital infrastructure in rural and underserved areas; and, the development of 5G and other advanced wireless technologies in Scotland.

It is for the Chief Constable, working with the working with the Scottish Police Authority, to determine how to allocate its budget to meet policing priorities including incidences involving unexploded ordnance. The Scottish Government is providing record police funding of £1.55 billion this year – an increase of £92.7 million.

The role that Local Authorities play in responding to unexploded ordnance incidents is a matter for Local Authorities. The information requested is not held centrally.

Unexploded ordnance incidents are an operational matter for Police Scotland.

The Marine Directorate (formally Marine Scotland) was involved in the development of the UK government’s 2022 policy paper “Marine environment: unexploded ordnance clearance joint interim position statement”. This sets out a coordinated position between marine regulators and key stakeholders across the UK regarding the use of lower noise alternatives to high order detonation of unexploded ordnance within the marine environment.

Marine Directorate – Licensing Operations Team (MD-LOT) involvement in the clearance of unexploded ordnance is limited to the assessment of licence applications as set out above. There is no involvement from MD-LOT on the clearance of unexploded wartime military ordnance in Scotland's waters, which is an operational matter for Police Scotland.
