The Scottish Government is committed to making Scotland the best place in the world for BSL users to live, work, visit and learn. The BSL National Plan 2023-29 is a cross government plan containing 45 actions under the 10 priority themes. The actions will address barriers faced by BSL users in their daily lives. Ensuring equal access, opportunity, representation and inclusion are key components of our plan stemming across areas such as education, health, justice and culture.

The Scottish Government does not have a regulatory role in ensuring compliance with the British Sign Language (Scotland) Act 2015. It is for Listed Authorities to satisfy themselves they are complying with the law, meet statutory deadlines and assess the legal risks should they fail to do so.

The Scottish Government has a strong interest in the actions contained in BSL local plans. As a result, we are engaging with key partners to identify initiatives that can be shared as best practice across the wider system.

The Programme for Government 2024-25 reaffirms the Scottish Government’s commitment to advance human rights protections in Scotland. We will continue work to further develop and strengthen proposals for legislation to incorporate international treaties into Scots law, with the intention of taking forward legislation in the next Parliamentary session.

To inform the delivery of the National Plan, an Implementation Advisory Group (IAG) consisting of representative organisations of the deaf and deafblind communities was established to help advise on the delivery of actions and provide accountability on the overall plan.

The group has met twice since the publication of the National Plan. The next meeting is due to take place at the end of October.

Up to 2022, around 280,000 digital devices had already been provided to learners by local authorities and the Scottish Government, along with 14,000 connectivity packages.

As set out by the Finance Secretary, the £10m budget for purchasing additional digital devices for hard pressed families will be available from the financial year 2025-26.

We committed to publishing the Green Industrial Strategy in summer 2024. The strategy was published on 11 September, following summer recess and the launch of the 2023-24 Programme for Government.

The strategy aims to ensure Scotland gets the maximum possible economic benefit from the opportunities created by the global transition to net zero and we are already getting on with delivering across the five opportunity areas, and wider system enablers identified in the strategy. For example, the Scottish Government is driving forward the recommendations of the First Minister’s Investor Panel to attract global capital investment around the physical infrastructure needed to achieve our energy transition. On skills, funding has been allocated to support industry-led development of the energy skills passport; to create an energy transition skills hub in Aberdeen; and launch a pilot scheme with the National Energy Skills Accelerator to determine the skills required for an energy transition. The new Planning Hub will strengthen capacity and accelerate decision making, with an initial focus on hydrogen applications.

A decision on Berwick Bank will be taken by Ministers in due course. We cannot comment on a live application but we are committed to a robust decision making process for offshore wind farms which considers the need for development alongside potential impacts to the marine environment and marine users.

The Green Industrial Strategy recognises ports are key enablers for the energy transition. Ports have a critical role to play in supporting the growth of Scotland’s offshore wind sector and growing our hydrogen production and export capabilities, which are two of the five priority opportunity areas identified in the strategy.

The Scottish Government is engaging and collaborating with ports on the opportunities from offshore wind and engaging with key industry bodies including the recently formed Scottish Offshore Wind Ports Alliance (SOWPA) and the British Ports Association’s Scottish Ports Group.

The Scottish Government is working closely with both Inverness and Cromarty Firth Green Freeport and Forth Green Freeport which will play a crucial role in our commitment to a just transition to net zero, by creating clusters of high-tech manufacturing excellence in low carbon sectors, including offshore wind and renewable hydrogen.

The Green Industrial Strategy recognises ports are key enablers for the energy transition. Ports have a critical role to play in supporting the growth of Scotland’s offshore wind sector and accelerating investment in related infrastructure, manufacturing and fabrication. Ports will also play a key role in growing the hydrogen sector to facilitate the export of hydrogen and hydrogen products to external markets in the UK and in Northern Europe. Both Wind and Hydrogen are priority opportunity areas identified in the GIS.

Where a publicly funded resident under the National Care Home Contract qualifies for transport from the NHS to attend for a clinical appointment/ treatment the provider will, where practicable, ensure this is arranged. For the avoidance of doubt, the cost of providing transport for the resident to and from scheduled medical appointments, as well as emergency admissions to hospital are not covered in the Council’s Approved Rate and are not therefore the responsibility of the provider where they are being paid that rate.

In the absence of free provision by the NHS, transport to the following may also be provided, but shall be charged in addition to the price charged for care and accommodation:

• Chiropody
• Opticians
• Dentistry
• Physiotherapy
• Transportation
  and Staff escorts to and from medical appointments

Any private contract between a self-funded resident and a care home may include provision for such transport.

Should the Scottish Ambulance Service be contacted, to provide consistency, all patients are taken through the Patient Needs Assessment (PNA) to assess their eligibility for ambulance transport. SAS ask the PNA questions to allow them to fully understand the patient’s needs and to confirm if they require ambulance transport. From this, SAS can then identify the correct resource required. If the caller indicates the patient can get out and about independently or can travel with the assistance of an escort, SAS will seek to understand what is preventing them from getting to their appointment. If there is a clear clinical or medical need, SAS will look to support this request; otherwise, patients will be signposted to alternative transport options specific to where a patient resides. SAS will always ask that if a patient is able to use other means of transport, this is considered the first choice rather than the Scottish Ambulance Service. A patient or representative is advised at the beginning of the call that if they disagree with their decision then they can ask for their request for transport to be put to appeal and this will be answered by a SAS supervisor.

The Scottish Government has not had discussions with the forestry sector regarding any potential future reduction in the maximum threshold for planting of a single species below 65%. The fifth edition of the UK Forestry Standard sets the maximum threshold of 65% across the UK and will be implemented in Scotland from 1st October 2024.
