As an amendment to motion S7M-00228 in the name of Angela Constance (Investing, Protecting and Renewing Scotland’s NHS), insert at end "; notes the national debate around assisted dying and access to palliative care services, which took place prior to the 2026 elections and resulted in cross-party support in all party manifestos for the development of a new funding model for hospices and the delivery of palliative care services in communities to support people across Scotland; further welcomes the publication of Palliative Care Matters for All Palliative care strategy (2025–30) and the principle that anyone who needs palliative care should have access to the best quality support; calls on ministers to establish a cross-party working group to help co-develop a new funding model for hospices with the sector to ensure that annual public funding keeps pace with need and to guarantee that pay parity is maintained throughout this parliamentary session; notes the growing gap in health funding based on population across NHS boards, including NHS Lothian, and calls on ministers to review this as well as work to explore whether direct funding is the most appropriate model for hospices and third sector providers, in recognition of the key role they play in the provision of palliative care and community-based health services.”
