To ask the Scottish Government what its responsibilities are as a partner of the Emergency Services Mobile Communications Programme.
Answer
The Home Office is leading the cross-government Emergency Services Mobile Communications Programme (ESMCP) to deliver the new Emergency Services Network (ESN) critical communications system, in which the Scottish Government is a Funding Sponsor Body.
In addition to funding the Scottish share of the programme, the Scottish Government is responsible for working in partnership with the Home Office and the Scottish emergency services to ensure that ESN meets their operational needs, and that the network coverage is at least as good as Airwave, the existing communications system. In addition, the Scottish Government provides funding directly to the Scottish emergency services to support and de-risk their transition to ESN.

To ask the Scottish Government what steps it is taking to investigate and respond to reports that Rockstar Games has dismissed staff for joining a workplace union, and how it can ensure that workers' rights to unionise are protected under Scottish employment law.
Answer
The Scottish Government has been in touch with Rockstar Games after concerns were raised about the unfair dismissal of staff. We have re-iterated our strong position that we expect all employers to treat their workforce with respect and to engage with workers and their representatives including relevant trade unions in an open and transparent way. A progressive approach to industrial relations and an effective voice for workers is at the heart of a fairer, more successful society.

To ask the Scottish Government, in light of Oceana UK's recently published research into the impact of offshore oil and gas projects on marine life, whether it plans to oppose any proposed new oil and gas developments in Scotland's seas.
Answer
The regulatory regimes for offshore oil and gas licensing and consenting are matters currently reserved to the UK Government. The Scottish Government continues to call on the UK Government to approach decisions for North Sea oil and gas projects on a rigorously evidence-led, case by case, basis – with climate compatibility and energy security as key considerations.

To ask the Scottish Government what analysis it has done of historic population movement and projected labour market shortages in the South of Scotland region, broken down by sector.
Answer
National Records of Scotland publish a wide range of statistical data with regards to population and migration in Scotland.
Skills Development Scotland publish annual Regional Skills Assessments (RSAs), which provide detailed information on regional labour markets. The latest RSA for the South of Scotland region was published in October 2025. The data included in these publications, including Oxford Economics forecast data, is the most up-to-date available at the time of writing. Forecasts are provided by sector, occupation and for the medium and longer term up to 2035.

To ask the Scottish Government how many (a) schools and (b) (i) hospital and (ii) other buildings were damaged during Storm Eowyn in January 2025, also broken down by what assessment it has made of how much it will cost to repair these, and what additional resources it has provided to assist with this.

The Scottish Government do not hold the information being requested. Building owners or those responsible for its management have the responsibility for maintenance and repair, including as a consequence of storm damage.

To ask the Scottish Government whether it has spoken with businesses about labour shortages in the South of Scotland region.
Answer
The Convention of the South of Scotland (CoSS) aims to strengthen alignment between the Scottish Government, Dumfries and Galloway Council, the Scottish Borders Council and public agencies delivering in the South of Scotland to drive inclusive growth. Labour market shortages are regularly discussed, most recently at its last meeting in Spring 2025, when the focus was on Transport. Local businesses joined the previous meeting in Autumn 2024, which was chaired by the Deputy First Minister, where the agenda focussed on skills and employment issues in the region. Labour market and skills shortages, and the impact that this has on businesses is something that Ministers discuss frequently, including with business directly, and has also been the focus of discussion at the NSET Delivery Board.

To ask the Scottish Government what it is doing to help businesses unable to fill vacancies in the South of Scotland region.
Answer
As part of our £85 million commitment to the Borderlands Inclusive Growth Deal, Scottish Government will invest up to £7 million in developing skills in the South of Scotland. The project will work with regional partners to respond to the identified future skills and knowledge exchange needs.
Our enterprise agencies play a key role in promoting economic and business growth and supporting capital investment in Scotland’s places and industries of the future. They also work closely with partners to resolve issues which can present a barrier to business growth, such as skills and training, transport and local housing provision, helping businesses expand, remain in their local area and employ more people. Last year (2024-25) South of Scotland Enterprise invested £12.5 million in business and community enterprises, supporting 377 full-time equivalent jobs and leveraging £23.5m of funding for the region.

To ask the Scottish Government how the number of prisoners developing drug problems has compared between private and publicly-run prisons in each of the last five years.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:
The healthcare provisions within Scottish Prisons have been the responsibility of NHS since 2011, this includes but is not limited to, the delivery of Alcohol and Drug services and all clinical assessments used to develop individual care plans or referrals. SPS are therefore unable to provide the information required.
