No-one should be the victim of abuse or violence while at work. Assaults on emergency service workers and police officers are despicable and the Scottish Government fully supports courts having their current extensive powers to deal robustly with perpetrators.

The maximum sentence for an assault on emergency workers including the police is life imprisonment. This is the most severe form of penalty available under the criminal law and is available under the common law of assault.

In addition, there are specific offences in the Emergency Workers (Scotland) Act 2005 and the Police and Fire Reform (Scotland) Act 2012 which also provide protection for emergency service workers and police officers.

The combination of these laws provide full protection under the law with the independent court deciding what an appropriate sentence is in a given case.

We continue to encourage all organisations to support staff who experience violence in the workplace including reporting such incidents for appropriate action to be taken by Police Scotland.

The criminal law is always kept under review to assess whether changes can be made to improve how it operates. In the context of maximum penalties for assaults on emergency workers being life imprisonment, the Scottish Government has no current plans to change the laws in this area given the extensive powers courts have.

The Scottish Government is committed to expanding the universal provision of free school lunches to include all primary school children, during school term-time, by August 2022.

‘Scotland’s Vision for Trade’, published on 26 January 2021, sets out the Scottish Government’s principles and values for the trading relationships it wants Scotland to have. This provides a framework for making decisions about international trade in a way that enables Scotland to fulfil its role as a good global citizen.

The framework set out in ‘Scotland’s Vision for Trade’ reinforces the principles already set out by Scottish Government in its Guidance on Due Diligence: Human Rights, and Scottish Enterprise’s own 2019 Customer Due Diligence Procedure. This procedure includes how the company conducts itself overseas. Such checks are based on a rigorous process and independent evidence.

The Scottish Government engaged with Scottish Enterprise in developing the Vision and communicated ‘Scotland’s Vision for Trade’ and its principles to Scottish Enterprise, including through a series of presentations for all staff who work on Scottish Enterprise’s international priorities. Within their 2021-22 business plan, Scottish Enterprise commits to ensuring the principles set out in ‘Scotland’s Vision for Trade’ are incorporated into their approach and delivery.

The Minister for Business, Trade, Tourism and Enterprise has written to the Scottish Enterprise Chief Executive to set out priorities, highlighting a values-based approach to trade and investment, as set out in ‘Scotland’s Vision for Trade’.

Scottish Enterprise does not provide funding for the manufacture of munitions. The support provided is mainly focused on helping firms to diversify and develop civilian applications for their technology and ensure Scotland continues to benefit from the thousands of jobs in the defence, aerospace and shipbuilding sectors.

The licensing of arms exports is a reserved matter over which the Scottish Government has no control. We have impressed upon the UK Government our expectation to act responsibly as regards export licensing.

We are committed to building a more circular economy as a vital part of our journey to net-zero, and continue to work with industry, businesses and other organisations to design products to last as long as possible while encouraging reuse, repair and recycling.

We are already taking action to maximise recovery of materials from decommissioned wind turbine infrastructure. Zero Waste Scotland are working to improve the circularity of the sector and SEPA have published guidance on extending life and decommissioning of onshore windfarms, encouraging the reuse and recycling of turbines.

We are committed to introducing a Circular Economy Bill to advance Scotland’s ambitions for the circular economy through measures which will encourage reuse of products and reduce waste.

The Scottish Government are in contact with Ferguson Marine and CMAL on a regular basis regarding the delivery timetable and completion dates for MV Glen Sannox and Hull 802.

Tim Hair, Turnaround Director of Ferguson Marine, updated the Rural Economy and Connectivity Committee on the delivery timetable and budget for vessels MV Glen Sannox and Hull 802 in March 2021 as requested by the committee in their report on ferry procurement. The latest quarterly update on progress, was submitted to the newly formed Net Zero, Energy and Transport Committee on 24 June 2021.

If an individual has specific concerns arising from the results of a test they have taken, including related to their immunological response following vaccination, they should consult their primary clinician, who can determine whether further investigation is necessary.

There is a clear pattern between vaccination and testing positive for COVID-19 antibodies but the detection of antibodies alone is not a precise measure of the immunity protection given by vaccination.

It is not yet known how having detectable antibodies, now or at some time in the past, affects the chance of getting COVID-19 again as other parts of the immune system (T cell response) will offer protection. Antibody positivity is defined by a fixed amount of antibodies in the blood. A negative test result will occur if there are no antibodies or if antibody levels are too low to reach this threshold.

It is important to draw the distinction between testing positive for antibodies and having immunity. Following infection or vaccination, antibody levels can vary and sometimes increase but are still below the level identified as “positive” in this test, and other tests. This does not mean that a person has no protection against coronavirus (COVID-19) since an immune response does not rely on the presence of antibodies alone. We also do not yet know exactly how much antibodies need to rise to give protection. A person’s ‘T cell’ response will provide protection but is not detected by blood tests for antibodies. A person's immune response is affected by a number of factors, including health conditions and age. The Breast Screening Programme invites women between the ages of 50 and 70 for routine breast screening every three years. This is in line with the recommendation provided by the UK National Screening Committee (UK NSC).

When the programme resumed on 3 August 2020 following a pause due to the impacts of COVID-19, the difficult decision was taken to maintain a pause on the option for those over the age of 70 to self-refer into the programme. This decision was taken on the basis that the risks and benefits of screening women over the age of 70 are not yet clear. Available capacity is therefore being used to prioritise women eligible for screening and for whom the benefits are already clearly established.

The option for women aged 71 and over to self-refer for a breast screening appointment will resume once capacity in all screening centres returns to pre-Covid or close to pre-Covid levels. This is based on the recommendation of the Scottish Screening Committee, the National Screening Oversight and the Breast Screening Programme Board, all three of whom are keeping the situation under regular review. They are also working closely with Health Boards to increase appointments and meet this criteria as soon as possible.

We continue to emphasise that everyone should remain symptom aware and report any symptoms to their GP immediately for these to be investigated.

We want event organisers to be able to plan future activity with confidence, but we must continue to move very carefully to ensure continued suppression of COVID-19. The First Minister’s statement on 13 July confirmed that the size of events and stadia attendances will increase outdoors to 2,000 seated and 1,000 standing, and indoors to 400.

If event organisers want to organise an event when in Level 0 in excess of the relevant capacity limits, they must apply for approval to the relevant local authority.

This requires Event organisers to apply in line with the requirements of the Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Regulations 2021 as amended and provide the Local Authority with an application in writing (can be email) along with the minimum of:

• A description of the type of event (or events) proposed,
• An event plan for the event (or events) proposed, and
• A risk assessment for the event (or events) proposed, including what measures are proposed relating to the prevention or minimisation of the risk of the incidence and spread of coronavirus arising from the event (or events).
