This year the Scottish Government has made available £12 million to support the wellbeing of the health and social care workforce. This includes £8 million from the NHS Recovery Plan to provide ongoing wellbeing support alongside an additional £4 million for practical, emotional and evidence-based psychological support to help staff as they respond to winter pressures.

The Scottish Government’s national resources are available to support the mental wellbeing of paramedics. These include the 24/7 National Wellbeing Helpline, the National Wellbeing Hub, Coaching for Wellbeing, the Workforce Specialist Service and additional funding for psychological interventions and therapies specifically for the workforce.

On 21 September 2021 the Cabinet Secretary announced additional funding of £20 million specifically for the Scottish Ambulance Service (SAS) to help improve response times, alleviate pressures and improve staff wellbeing. Some £500,000 of this funding is being used to provide additional welfare for crews and a range of wellbeing initiatives, such as personal resilience packages and a dedicated wellbeing team.

The information requested is not held centrally. Whilst the Scottish Government supports the use of Choice and Partnership Approach (CAPA), there is no requirement for NHS Boards to use it.

a & b) As you will be aware, the Transport (Scotland) Act 2019, (the act), introduces new national provisions, prohibiting pavement parking, double parking and parking at dropped kerbs. A suite of secondary legislation is required for this prohibition to work in practice and give local authorities the power to implement and enforce the prohibitions.

In relation to the points regarding bringing forward dropped kerbs and double parking first, Scottish Ministers need to ensure that local authorities have an effective enforcement regime in place and that local authorities are able to issue Penalty Charge Notices correctly. As such, the enforcement regimes cannot be split and need to remain constituent parts of the same package of enforcement measures. For example, in order to issue all types of ticket, the means to provide a right of appeal needs to be in place and the changes to legislation which govern this need to be made at the same time once all of the other parts of legislation are in place.

We are continuing to consult with Local Authorities, following our initial pivot to deal with the Covid 19 pandemic, to develop both the secondary legislation required to allow them to enforce the National pavement parking prohibition as well as the Parking Standards Guidance which will underpin the Transport (Scotland) Act 2019.

Additionally, we need to consult with the public on some areas contained within the secondary legislation. Local authorities will be required to undertake an assessment to identify and progress any exemptions to the pavement parking prohibition they consider necessary. We are actively working with Local Authorities to undertake this work and Scottish Ministers have provided the requested £2.4 million of funding to enable this to be progressed in a timeous manner.

The majority of the secondary legislation is likely to be in place by 2022. Some aspects however, such as the appeals process for those who wish to appeal a ticket issued for pavement parking, as mentioned above, may not be in place until 2023.

c) Transport Scotland will be undertaking an in-depth publicity campaign before implementation to make the public aware of the date that the new provisions come into force. We have previously discussed this with disability groups and within our Parking Standards Group of which Living Streets are a stakeholder. We will be progressing this in due course as per the legislative program . In addition to this we are currently exploring other ways of proactively promoting the unacceptability of parking on the pavement and highlighting the risk it causes others. We intend to undertake this as soon as possible and indeed well before mid-2022.

d) The Scottish Government recognises the detrimental impact that obstructive and irresponsible parking can have on vulnerable groups, as well as Emergency vehicles and other road users in general. Scottish Ministers have already undertaken an extensive consultation on this matter, (Improving Parking in Scotland Consultation 2017). ‎ Prior to the pavement parking provisions coming into force under the Act, Local Authorities will be required to assess their footways for the purposes of determining which, if any, may be appropriate to be exempt from the pavement parking prohibition. Local Authorities will be required to consider their obligations under the Equality Act 2010 throughout this determination process and prior to an Exemption Order being proposed. Ministerial Directions and Pre-Implementation Guidance will be published to assist Local Authorities in undertaking this determination process.

The proposed May 2022 timetable will (a) result in approximately 26,000 tonnes less CO2 emissions from ScotRail’s fleet per year than the pre-pandemic December 2019 timetable, representing a 12.5% reduction.

The proposed timetable will (b) provide around 593,000 seats per weekday and has been designed to accommodate more than 100 million passenger journeys per year. For context, when the current franchise began, the timetable provided 505,000 seats per weekday and 93.8 million passenger journeys were carried.

ScotRail has confirmed that, (c) as a business, it is currently sized to operate the planned Fit for the Future timetable. As with all businesses, it will need to manage the challenges of a post-pandemic economy, and ScotRail will ensure sufficient staff will be available to meet the Fit for the Future timetable, which will see more trains operating than now.

The Parliament takes an inclusive approach to providing its staff with appropriate childcare support.  Staff are supported by a range of policies to enable them to manage their work, family and home life circumstances. This has been particularly helpful during the Covid-19 pandemic.

The UK Government operates a tax free childcare scheme which offers up to £2000 per year for each child to assist with childcare costs.  As an employer there are limitations on the benefits that can be offered following changes to UK legislation in 2018 which prohibited employers from operating a childcare voucher scheme other than for parents who were already members of the scheme prior to its closure.  Prior to the closing of all employer funded childcare schemes the SPCB operated a voucher scheme for Members, their staff and SPCB staff.   The scheme was introduced to promote fairness and inclusion for all individuals in place of a childcare facility which would primarily benefit employees across the central belt of Scotland and within easy access of the childcare facility. 

The employer childcare voucher scheme which remains in operation for employees who were members of the scheme prior to its closure in 2018 has experienced a reduction in use during the Covid-19 pandemic where staff had the ability to work in a more flexible manner and from a flexible location, reducing the requirement for paid childcare provisions. 

Since the start of Session 6, the Chamber Desk has seen an upturn in the number of questions and motions submitted. In particular, the number of Urgent Questions being lodged has increased significantly. These factors have had an impact on the previous pattern of work undertaken by the Chamber Desk and have resulted in a longer turnaround time than Members will previously have been used to. When Urgent Questions are lodged, they are given priority due to the timeframe for such questions to be taken if selected and only selected questions are published. To respond to these changes in demand and pattern of work, additional staffing resources have been deployed to the Chamber Desk. Due to the specialist nature of the services provided by the Chamber Desk, the impact of these additional resources will not be immediately realised as staff require to undertake training and familiarisation with the role. Where any Members have lodged motions that are particularly time-sensitive and that they wish to be prioritised they should indicate this by email to the Chamber Desk and, where possible, early attention can be given to processing those items.

Transport Scotland is working closely with Scottish Futures Trust to consider the most appropriate structures and approach to growing and developing Scotland’s public electric vehicle charging infrastructure and recently published a report on future development of Scotland’s public electric vehicle charging infrastructure:

This report notes Climate Change Committee data that implies a potential need for 30,000 public electric vehicle charge points by 2030 in Scotland, but also highlights the challenge of accurately predicting with certainty the actual number of charge points required. This will be influenced by a range of factors, including developments and innovation in battery and charging technologies that will determine when and how often vehicles need charged.

Advancement in technologies including smart charging and the approach to the planning and delivery of electric vehicle charging infrastructure will not only have a bearing on the amount of charge points needed, but also on future electricity demand and its intelligent management. Similarly, decisions on where private and public charge points are located will also be influenced by range of factors including local need. It will also become increasingly important for local authorities, private sector and the electricity Distribution Network Operators to work together to strategically plan and optimise investments. The Scottish Government is continuing to fund the roll-out of electric vehicle charging at this point, and going forward will continue to work with the public sector – government, local authorities and regulators - as well as the private sector – car manufacturers, charging providers and electricity network owners and suppliers to harness efficiencies and opportunities, to build a comprehensive charging network accessible to all where no part of Scotland is left behind and which adds value to the economy.

My statement to Parliament on 23 September 2021 welcomed the findings from independent research that the Scottish Government has commissioned, to help inform its ambitious agenda to decarbonise Scotland’s transport sector, which includes a shift to greater use of public and shared transport and active travel, and also the outcome of there being a 20% reduction in kilometres driven by cars by 2030:

This research sets out the scale of the challenge this Parliament is tasked with and provides an illustration of where action in the transport sector will need to be considered as Scotland transitions to net-zero. It also provides insights into the possible future composition of Scotland’s car fleet between now and 2045 under different pathways and their influence on the numbers of electric, petrol and diesel vehicles on Scotland's roads.

The Scottish Government published a study on the characteristics of police recorded Hate Crime in February 2021. The following table shows the number of sexual orientation aggravated hate crimes recorded by Police Scotland from 2014-15 to 2019-20. The table also shows how many of these crimes were assaults (common or serious) and crimes of threatening or abusive behaviour. The number of hate crimes with a sexual orientation aggravation presented below is higher than the figures provided in the aforementioned study. This is because the table also includes hates crime that have multiple aggravations (one of which is sexual orientation).

The study also looked in more detail at the prejudice shown by perpetrators. In the vast majority (94%) of sexual orientation aggravated hate crimes in 2018-19 the perpetrator showed prejudice towards the gay and lesbian community. In over two-thirds (69%) of crimes the words used or actions taken by the perpetrator showed a prejudice towards the gay community, with a further quarter (25%) showing prejudice towards the lesbian community. In 2018-19, the study showed that 39% of sexual orientation aggravated hate crimes had a Police Officer as a victim.

A second study into the characteristics of police recorded hate crime is due to be published in 2022. This will provide the same type of detailed disaggregated data and information on police recorded hate crimes for the year 2020-21.
