SIGN guidelines are produced by Health Improvement Scotland’s (HIS) evidence directory. The Scottish Government does not commission the production of SIGN guidelines and are not aware of plans from HIS to publish a SIGN guideline for adults with Cerebral Palsy (CP).

The Clinical Priorities Team met with representatives from the third sector organisation, Cerebral Palsy Scotland on 8 December 2021 to discuss the ongoing development of care services for people with CP.

The Scottish Government is committed to providing clear information and support for people with long COVID. To help raise awareness of symptoms and signpost people to appropriate support, a marketing campaign ran in October and November 2021. The campaign budget was invested in: print and production of campaign posters for display in community pharmacies and GP surgeries across Scotland, language translations, social media posts and a campaign toolkit sent to 250 direct partner contacts with additional distribution of approximately 3,000 contacts.

The campaign directed people to the long COVID microsite hosted by NHS Inform, accessible at www.nhsinform.scot/long-covid . The microsite had nearly 86,000 users during the campaign period.

The Louisa Jordan was always intended to be a temporary facility to provide additional capacity at the height of the COVID-19 pandemic. Due to the effectiveness of efforts to suppress the virus, hospitalisations were reduced, NHS capacity was maintained, and NHS Louisa Jordan did not have to be used as a Covid hospital. If NHS Louisa Jordan were reopened, it would mean the disruptive reassignment of NHS staff from other critical NHS sites, which are already at high capacity.

The Tobacco and Primary Medical Services (Scotland) Act 2010 prohibits the display of tobacco related products inside retailer premises. No advertising of branded tobacco products is permitted either inside or outside a premise but stores are allowed to have generic, unbranded signs stating they sell tobacco on in-store gantries, and outside of buildings, however the latter is actively discouraged.

Any concerns around the compliance of a particular premises with Scottish law should be directed to the local authority. The Scottish Government provide funding of £1.34 million annually to councils for the enforcement of the legislation around the sale and purchase of tobacco and NVP’s. Local authority trading standards services treat the enforcement of legislation as a high priority issue.

The ruling of the European Court of Human Rights in Pal vs The United Kingdom [2021] ECHR 990 relates to the police’s decision to arrest the applicant on suspicion of having committed an offence of ‘harassment’ under section 2 of the Protection from Harassment Act 1997. That does not operate in Scots criminal law.

While the case concerned the actions of the authorities in particular circumstances, it is a reminder that the police are required in the course of their duties to respect an individual’s human rights – including their right to freedom of expression. This is not a new requirement and it will continue to be the case as new laws are implemented.

A key component to freeing up bed capacity in our hospitals this winter is to reduce the level of delayed discharge and strengthen community services to help avoid acute admissions and maximise capacity. To support this, we are providing £300 million to bolster the workforce and help get people the care they need as quickly as possible this winter. Controlling Covid admissions will also be vital to freeing up hospital beds and helping those who are working so hard in the NHS and social care to keep us safe

We continue to work with NHS Boards and their partners to implement their winter plans which includes increasing the number of staffed beds available. Recruitment for this is underway across acute and community services to ensure best use of available resource.

In November I announced additional winter funding of £10 million for Health Boards to ensure resilience over winter. This funding will be targeted towards enhancing local teams. For example, the deployment of expert physio and occupational therapy staff at A&E units to help triage people best treated elsewhere.

Additionally, as part of our winter plan we’re providing boards with £10 million for two new specialist programmes which will speed up the hospital discharge process or provide an alternative to hospital care altogether.

Police Scotland collate missing persons statistics and have provided information from the legacy National Missing Person Database and the current National Missing Person Application which is used to record data on missing people.

Prior to 2016 missing persons incidents recorded by the Police Scotland were recorded and broken down by police divisional areas not by individual local authorities. From 2016 Police Scotland has been recording and reporting both missing persons incidents and missing persons episodes.

A missing person incident is an instance where Police Scotland receive a call reporting a missing person and the incident is logged on the command and control system (STORM). A missing person episode is when someone is reported missing to Police Scotland and a police investigation is then initiated and recorded.

Therefore, depending on the circumstances, a missing person incident may or may not become a missing person episode, such as when someone is reported missing and found quickly without the need for a full investigation.

The requested information on how many people were diagnosed with multiple sclerosis (MS), broken down by NHS board is not held centrally.

The Scottish Multiple Sclerosis Register provides information on new diagnoses of MS. The latest publication of the register shows 450 new patients with a confirmed diagnosis of MS were added to the MS Register in 2020.
