Scotland’s Deposit Return Scheme (DRS) will focus on non-refillable single-use drinks containers. Including refillables in the scheme would add a significant degree of complexity, with the need for industry to agree and operate standard bottle and collection crate designs and put in place bottle washing and refilling facilities in addition to the infrastructure already required for our DRS.

Once our DRS is operational we intend to consider options to expand the scope of the scheme. If there is a case for including refillable containers at this point then we can explore this as part of that work.

Scotland’s DRS will be ambitious by the standards of European schemes, including Latvia’s. I would note that Latvia’s scheme, unlike ours, is intended to exclude wine and spirits and that, while our scheme will reach 90% of containers collected for recycling by 2025, Latvia will not do so until 2030 for plastic and glass, and their target for aluminium is only 60%.

Scottish Government ran a very successful five-week, multi-media marketing campaign last autumn to raise awareness of the new standard. This was supported by over 96,000 leaflets distributed to all libraries in Scotland as well as posters, website and an online campaign toolkit shared with over 500 partners.

Independent analysis showed the campaign reached 95.2% of its target audience and follow-up analysis in December 2021 showed 88% were aware of the new standard.

Furthermore, Scottish Government has published material online through social media and a dedicated website and the Cabinet Secretary has written on several occasions to MSPs with information and FAQs to support their constituents.

We have worked very closely with partners including the SFRS throughout the legislative process and they fully welcome any measures that support fire prevention.

The legislation provides flexibility for people to fit the necessary alarms in due course if they are unable to do so by the February 2022 deadline. The rules place a legal duty on local authorities, not homeowners, to ensure homes are fitted with the correct alarms. A joint SG/ COSLA statement was published on

‎ 21 January, which confirmed that local authorities will be taking a proportionate and measured approach to compliance taking individual circumstances into account as well as reflecting the evolving situation with the Covid 19 pandemic.

No one will be criminalised if they need more time and there are no penalties for non-compliance. However, we would encourage everyone to install these alarms at their earliest opportunity as they can help to save lives.

As we move into a different phase of the pandemic, we are looking to actively encourage everyone who is eligible to apply and will be launching a national marketing campaign in the coming weeks.

The application process, card renewals, card replacements and all other cardholder management are the responsibility of the Improvement Service for online applications and of individual local councils for all other applications. All local councils have been given the option of coordinating applications through schools on behalf of their pupils with the necessary information having been provided to them by the Improvement Service late last year.

The Individual Training Accounts (ITAs) replaced the Individual Learning Accounts (ILAs) and were launched in October 2017. Since their launch in 2017 the following numbers of individuals have received funding and training through the scheme:

The Stirling Renewable Heat Demonstration Project cost £5,124,000. The Scottish Government provided £2,005,331 through the Low Carbon Infrastructure Transition Programme. The work was completed in August 2019.

The district heating network serves a number of buildings in Stirling, including St. Modan’s High School, Forthbank Stadium and Conference Facilities, the Peak Leisure Centre, the Robertson Trust Barracks Development, Jubilee House (owned by Volunteer Scotland) and Moray House.

The project brings several benefits to Stirling, including:

• a 10% savings to end users compared to their heating costs using traditional boilers;
• reduction in associated operational costs, including servicing and boiler replacement;
• income generation to Stirling Council over 40 years;
• wider community benefits include local job creation, upskilling and regeneration of the local area.

The Stirling Renewable Heat Demonstration Project has scope for expansion, including to future proposed development at the Public Sector Innovation Hub and Heritage Hub.

There is public guidance available – the Eatwell Guide – to help people make healthier food and drink choices and which is supported by Food Standards Scotland (FSS). The Eatwell Guide has been assessed by the Carbon Trust as having an appreciably lower environmental impact than the current UK diet. To expand the value of the Eatwell Guide, FSS have recently published Eat Well, Your Way , an online resource which translates Eatwell Guide advice into practical tips and advice. The resource highlights dietary changes which can impact sustainability and FSS plan to further embed sustainability in the resource in the coming year.

We recognise that the public have an interest not only in where their food comes from, but how it is made and whether it is produced in an environmentally sustainable way. For this reason, we currently working with members of the Scotland Food & Drink Partnership to carry out initial scoping work on a single marketing brand for Scottish food and drink produce, Sustainably Scottish. This brand would be available to Scottish based producers, manufacturers and suppliers who can satisfy stringent criteria on provenance and low carbon operations.

We have set up an Agriculture Reform Implementation Oversight Board to work with farmers and crofters as we develop future policy and to support them to produce food in a way that benefits nature and the climate. To support that vision we have set up a National Test Programme, supported by £51m of Scottish Government funding, to transform how we support farming and food production in Scotland to become a global leader in sustainable and regenerative agriculture.

This range of initiatives, and others, contribute to Scotland being a Good Food Nation. The Good Food Nation Bill will provide an over-arching framework for clear, consistent and coherent future Scottish food policy and will put in place measures to ensure that reliable access to nutritious, locally sourced, locally produced, good quality food is a practical everyday reality for everyone in Scotland.
