Chamber and committees

Every public information campaign has a unique set of objectives and associated target audience.

The Scottish Government carries out research to ascertain the most effective strategy and messaging for all public information campaigns.

In some cases, a well-known public figure can deliver a message in a more compelling way thus increasing the potential impact of the campaign. Where that is the case, the Scottish Government consider various options recommended by their rostered agencies based on the personality and profile of the celebrity required and appointments are made based on suitability, availability and level of budget (if any) required.

A new protocol is being created and put in place by the Scottish Government to improve the approach to vetting public figures used in campaigns. This protocol will improve the sharing of knowledge between public sector bodies and the Scottish Government central communications function regarding the use of public figures.

In the Programme for Government announced on 7 September 2021 the Scottish Government committed to developing options to remove charging for non-residential social care. We are working to deliver these as soon as possible.

In addition to the meetings I had with Colleges Scotland and Universities Scotland soon after becoming Minister, the Scottish Government has engaged extensively with further and higher education institutions, trade unions representing members in these sectors – including the Education Institute of Scotland, the University and College Union Scotland, Unite, and Unison – and the National Union of Students through the Covid Recovery Group, which I Chair. This group has worked collaboratively to develop the Beyond Level 0 guidance, which includes guidance on face coverings, to help support students, staff and institutions prepare for the academic year. This guidance was published on 15 July, and is subject to periodic review to account for developments relating to alleviating the harms of the virus, and the latest expert and legal advice as that evolves.

It is consistent with, and where necessary, builds upon, the measures identified within our Strategic Framework and put in place for broader society.

Outwith the Covid Recovery Group, I have met individually with all the Trade Unions and the principals of all colleges and universities since taking up post as Minister for Higher Education and Further Education, Youth Employment and Training. Our Colleges and Universities are at the heart of our recovery and I am committed to working in partnership with Colleges, Universities and Trade Unions to achieve this.

ScotRail engages with key stakeholders, including Mobility and Access Committee Scotland, throughout the timetable development consultation process to seek their views which will help inform the final May 2022 timetable.

ScotRail currently offers a range of discounted fares and concessions to reduce the cost of travel for a diverse range of passengers. The Scottish Government will require ScotRail to continue to review how it can offer lower fares to meet the needs of people on low incomes and in response to changing travelling patterns emerging from Covid-19. In addition, the Scottish Government has taken action to minimise the impact on passengers by capping fares increases for regulated ScotRail peak fares at the level of the Retail Price Index (RPI).

Regulated off-peak fare increases are capped at one percent lower than inflation. This means, in Scotland, average fares increases are lower than England. The average fares increase in March 2021 in Scotland was 1.2% compared with 2.6% in England. Overall, fares in Scotland are on average 20% lower than in the rest of Britain.

ScotRail continues to help facilitate a seamless transport network which combines rail journeys with bus, ferries, active travel, other transport modes and through smart and integrated ticketing to improve accessibility to those from households without access to a car.

ScotRail will continue to serve the diverse range of communities across Scotland, reflecting their changing travel needs. ScotRail’s proposed timetable for May 2022 would provide more seats than the current timetable and the vast majority of customers will find either no change to their current service or that their service improves with a more regular interval between services and/or some more trains provided each day.

I am grateful that these resources have been made available by the group. I would like to engage more with the group to discuss what actions we can take in Scotland to harness the benefits from this sector to the people of Scotland and the environment.
