Our National Workforce Strategy for Health and Social Care supports the remobilisation and recovery of health and social care services and sets out priorities for recruitment, training and retention. We anticipate that the Strategy will be used by workforce, service and financial planners across Health and Social Care at all levels.

Through this Workforce Strategy, and the NHS Recovery Plan, we are investing in staff so that they have the right skill mix and career progression opportunities.

Through our National Advisory Committee for Neurological Conditions, we are identifying priorities to strengthen the neurological workforce alongside the National Workforce Strategy, Remobilisation Plans and Rehabilitation Framework. We have scoped neurological workforce priorities and work has commenced to address these with a focus on nursing, allied health professionals (AHPs), neuropsychology and neurophysiology.

A Transforming Roles paper on Clinical Nurse Specialists (CNS) was published in 2021. Through the Centre for Sustainable Delivery, an expert group has been reviewing how existing CNS competencies for neurological conditions such as epilepsy, multiple sclerosis, motor neuron disease and Parkinson’s align to Transforming Roles with a view to identifying challenges or barriers to accessing training to develop and sustain this workforce.

We are testing with NHS neurology services in the West of Scotland, a workforce capacity planning tool for Allied Health Professionals that has been developed through the Healthcare Improvement Scotland Excellence in Care programme to help ensure staffing levels are in line with safe staffing legislation. An AHP Education & Workforce review has been completed with recommendations from that review being published early this year. Thereafter work will commence on an implementation plan.

We are undertaking work to better understand specialist service provision for people in Scotland with neurological conditions, through which we aim to develop an approach to ensure reliable information and workforce data is available and informs actions.

This will consider existing roles, specialities, subspecialties, and developments in advanced Health Care Assistants, key workers and third sector speciality regarding neurological care. The process will also align with relevant commitments from the Neurological Framework, Transforming Roles agenda and the National Workforce Strategy.

In 2022-23 we supported the Neurological Alliance of Scotland (NAoS) to produce three information resources to support key workers and carers to guide people with neurological conditions to access Self-Directed Support (SDS).

The resources have been produced in conjunction with Self-Directed Support Scotland and are designed to raise awareness and understanding of SDS amongst three groups who are in a position to support people living with a neurological condition to access it: health and social care professionals, voluntary sector workers, and parents/carers of children with neurological conditions.

The resources were published by the NAoS in January 2023 at www.scottishneurological.org.uk and comprise:

I announced on 15 January that fares on the Northern Isles and Clyde & Hebrides ferry networks will be frozen for six months.

Building on the 3 month freeze I announced in early November, ticket prices will be held at current levels until the end of September to help people and businesses in both Shetland and Orkney.

With the fares confirmed, Serco NorthLink Ferries will imminently be opening their bookings until the end of September.

We know that this is one of the toughest winters in the NHS’s 74-year history and long delays clearly demonstrate the challenge our Health Service is facing.

Delayed discharges continue to drive up A&E waits, which is why we are working with hospitals across Scotland, including Inverclyde Royal Hospital to ensure people leave hospital without delay, freeing up vital beds for those who need them most.

Our £50 million Urgent and Unscheduled Care Collaborative looks to drive down A&E waits through, Hospital at Home and our Out-patient Antimicrobial Therapy service which allows patients to be treated at home or in the community.

The Scottish Government has made significant funding commitments to protect and restore our biodiversity and is committed to invest an additional £500 million in our natural economy over the course of this parliament. Our recent funding package of £2.9 million for biodiversity projects comes on top of a £65 million commitment for nature restoration. This additional funding includes £1.3m for Atlantic rainforest restoration to fund the first phase of a rainforest restoration programme; £0.5m for ‘Species on the Edge’; and £200,000 to expand nature networks.

As set out in the new draft Scottish Biodiversity Strategy we are committed to developing a Biodiversity Investment Plan, to mobilise public, private and philanthropic finance, closing the estimated £20 billion finance gap for nature this coming decade.

Scoping work is ongoing to consider the additional data collection, recording, and quality assurance requirements necessary for implementing this action. Further information on the delivery of this action will be set out in our update to the National Workforce Strategy, to be published later this year.

The Scottish Government accepted the independent Barclay Review’s recommendation that the Small Business Bonus Scheme (SBBS) be evaluated and commissioned the Fraser of Allander Institute to do so. After the publication of the evaluation on 8 March 2022, the Scottish Government set up a short-term working group, which included business organisations, to consider in particular the recommendation “that the Scottish Government begins to collect new information that will make a more robust assessment of the SBBS (and potentially other reliefs) possible in the future”. The group concluded that the financial support which SBBS relief offers benefits many small businesses, but concerns were raised that collecting more information would place an additional burden on business which would not be welcomed at this time.

The Scottish Government also engages regularly with business and sectoral organisations including in a number of stakeholder roundtables ahead of the budget to help understand tax priorities for all the taxes that the Scottish Government has control over, including non-domestic rates.

Responding to the main ask from 19 business organisations, the Budget announced a freeze to the poundage, delivering the lowest poundage in the UK for the fifth year in a row, and continues to support our businesses and communities with a generous non-domestic rates relief package. The Small Business Bonus Scheme remains the most generous scheme of its kind in the UK, and will continue to take 100,000 properties out of rates altogether.
