Scottish Qualifications Authority (SQA) is an executive Non-Departmental Public Body (NDPB), established under the Education (Scotland) Act 1996. It operates at arm’s length to Ministers and is responsible for making its own evidentially based operational decisions.

I have asked the SQA to reply.

SQA has advised that it does not employ psychologists and their guidance draws on a range of teams and specialisms.

Responsibility for providing financial support to foster carers registered with Glasgow City Council is a matter for Glasgow City Council. Any concerns about levels of foster carer fees or foster care allowances should be addressed directly to them.

The Scottish Government is working with COSLA to find a way forward on the introduction of the Scottish Recommended Allowance for both foster and kinship carers across Scotland.

The current arrangements, which were implemented at the start of the pandemic, will remain in place. The Scottish Government is currently reviewing the provision of early medical abortion at home, and expects to make an announcement on this soon.

The act of drink spiking is utterly abhorrent and the Scottish Government remains absolutely committed to continue working with partners to tackle this unacceptable behaviour. Police Scotland have recorded over 492 crimes of ‘Drugging’ and ‘Administering a substance for sexual purposes’, since October 2021, and continue to work closely with Scottish Government to monitor the situation. These can be broken down as follows:

Alcohol and drug-related harms are important public health issues in Scotland, which is why we established a national mission to improve and save lives. At the core of which is ensuring that every individual is able to access the treatment and recovery they choose.

We are working to ensure people with alcohol use disorder continue to receive the same quality of care as those with drugs misuse. The forthcoming Alcohol Treatment Guidelines will provide support for alcohol treatment, similar to the Medication-Assisted Treatment Standards for drugs. We are also developing alcohol treatment targets alongside Stage Two of the Drugs Targets Implementation in 2024.

We announced £100 million of additional investment to increase the availability of residential rehabilitation, that will benefit people experiencing alcohol and/or drug addiction.

On 06 December 2021, we launched a campaign to address stigma experienced by people with problematic alcohol and drug use. The campaign ran across multiple media platforms.

While information is available for children and young people with additional support needs, neither Scottish Government nor SQA collect specific data on candidates who may have a neuro-divergent diagnosis. The Education (Additional Support for Learning) Act 2004 (as amended) requires education authorities to identify, provide for and review the additional support needs of their pupils. The provision of additional support is based on need for educational support rather than a diagnosis alone.

Where a school is presenting a candidate with additional support needs for examination, if appropriate, a request can be made to SQA for a reasonable adjustment, such as additional time or a scribe. The requests from centres do not require or provide any detail on the range of additional support needs or disabilities that learners have.

In line with the Scottish Government’s Programme for Government commitment to ‘create a new brand marque, and build on existing campaign activity, to enhance Scotland’s international reputation’, the new single nation brand marque for Scotland was introduced as part of the Brand Scotland ‘Scotland is Open’ international marketing campaign and in support of Scotland’s domestic and international presence at COP26 in Glasgow, capitalising on this key international moment.

The Scottish Government welcomed the publication of this report and is considering its conclusions and any actions to be taken, whether nationally or locally, as a result of the research findings. In particular, the information will inform our ongoing response to the COVID-19 pandemic in areas such as antenatal education, telecare and visiting.

We published our maternity and neonatal visiting guidance Coronavirus (COVID-19): hospital visiting guidance - gov.scot (www.gov.scot) which aligns with wider NHS guidance and the lifting of restrictions, and includes advice on partner and sibling visiting.

Funding under the Young Patients Family Fund is available to eligible visitors of all young inpatients. Requirement for in-patient care can vary by condition and type of treatment, and some patients may have multiple conditions or treatments over time. For these reasons we do not collect data on individual conditions.

The Scottish Government is committed to tackling all forms of racism, including antisemitism. We adopted the IHRA definition of antisemitism in June 2017. This is the Scottish Government position and it applies to all Ministers.

Institutions are aware of the IHRA definition of antisemitism and many are actively consulting within their communities on it. I understand that five institutions have made the decision to adopt the definition following detailed consideration. However, as autonomous bodies, adoption of the IHRA definition of antisemitism remains a matter for each institution to consider individually, with its staff and student communities.

Importantly, Universities Scotland and all 19 higher education institutions have been clear that there is absolutely no place for antisemitism nor racial or religious intolerance of any kind, in higher education.

Universities Scotland is actively engaging with the Union of Jewish Students (UJS) and the Scottish Council of Jewish Communities (SCoJeC) and has welcomed the opportunity to discuss the IHRA definition of antisemitism and current issues faced by Jewish students. It has confirmed that it is working with SCoJeC on a programme of action to share good practice across institutions and to find ways of offering more support to Jewish students across the sector, particularly where communities are very small in number.

UJS offers training to students and most recently, following a successful pilot at an English institution, to university staff on antisemitism. Universities Scotland has advised that this is something that several Scottish HEIs are interested in exploring. You may also be aware that Universities UK produced a practical guide to tackling antisemitism in collaboration with UJS in 2021.

The Scottish Government is actively engaged in consultation with Jewish students, Jewish community organisations, and stakeholders in higher education as part of our wider approach to tackling antisemitism.

On 23 February 2022, I held a round table discussion on antisemitism in higher education with Jewish students, representatives from the Jewish community, and stakeholders from the higher education sector. The event was organised in response to a letter from UJS regarding universities and the IHRA definition of antisemitism.

It was an opportunity for students to share their experiences of antisemitism and also to hear from stakeholders about the work they are doing to confront this issue in practice. The discussion was very productive, with all parties agreeing to undertake positive actions to address antisemitism on campus going forward. A summary of the meeting will be published on the Scottish Government website, and made publicly accessible, in due course.
