Chamber and committees

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who will reply in writing within 20 days .

This budget provides funding for the national Childsmile programme as well as wider measures to tackle oral health inequalities in all age groups. Funds that are allocated are based on need, and final confirmation of spend will be included as part of the Scottish Government provisional outturn.

In addition to the groups listed above, Portfolio officials frequently meet with stakeholders across a number of other groups and one to one meetings.

Land reform is a matter of longstanding public concern and there are a number of established stakeholders in this area. They cover a variety of interests, and include landowners, tenants, and community groups and their respective representative organisations, charities and third sector groups, academics, as well as solicitors and other professionals concerned with property law and taxation.

Engagement with stakeholders has so far taken place primarily through the formal consultation process. The consultation, Land Reform in a Net Zero Nation , was published on 4 July 2022, setting out our proposals for the next Land Reform Bill. During the consultation period a programme of Ministerial public meetings took place, with five in-person meetings (in Langholm, Invermoriston, Helmsdale, Stornoway, and Ballater) and an online meeting, which attracted over 100 participants from across Scotland.

Approximately 540 responses to the consultation have been received and these are currently being analysed. We remain committed to continuing to engage with stakeholders throughout the Bill process.

The Scottish Government has provided £120,000 to each of the six local authorities that were selected to deliver Green Growth Accelerator pathfinder projects (Aberdeen City Council, City of Edinburgh Council, Comhairle nan Eilean Siar, Highland Council, North Lanarkshire Council and West Dunbartonshire Council). This funding was provided for development phase of the pathfinder projects, including feasibility work and business case development.

Further to this, the Scottish Government has worked with COSLA to agree funding from the Green Growth Accelerator 2022-23 budget to support local authorities with the development of low carbon infrastructure projects this year. Each local authority has been allocated funding of £26,000 to assist them in the development of a pipeline of low carbon infrastructure projects which could be supported through the Green Growth Accelerator.

Further to our response to S6W-12054, the Scottish Government has the power to operate lifeline ferry services and has been doing so through the Clyde and Hebrides Ferry Service contract since 2007. We are currently considering the most appropriate route for continuity of these services supported by the engagement with local communities to be taken forward by the Chair of the Ferries Community Board in the near future and will provide further advice once our plans have been finalised.

The current policy position regarding unbundling of Clyde & Hebrides Ferry Service network was clearly expressed by the First Minister in February 2022, and we have no plans to split up the network. Future ferries policy will be developed in accordance with all relevant legislation and include appropriate consultation with stakeholders.

No clear timetable has been provided by the UK Government on this matter.

Transport Scotland officials have met with UK Department for Transport (DfT) counterparts on three occasions this year, most recently on 31 October 2022. At this meeting it was confirmed that a business case would need to be submitted to the UK Government for their approval to advance work on the A75 upgrade.
