It is not possible to provide exact numbers on either current deer populations or future sustainable populations. For the purposes of protecting natural regeneration, tree-planting and peatland, in order restore and enhance natural systems that will deliver carbon and biodiversity benefits we need to focus on deer densities and impacts. We have already indicated in our response to the Deer Working Group report, that we support an overall density of no more than 10 deer per square kilometre. However we know that in many places we will need to achieve densities significantly lower than this in order to allow nature restoration projects to succeed.

We will aim to achieve the necessary reductions in deer populations through a combination of regulation and incentives. We are working to develop policies in this area, building on existing legislation and grant schemes.

At present our operational priority is to assess and identify priority areas where there is evidence of, or a high risk of deer damage, to ensure deer management efforts are focused and coordinated where there is the greatest need.

Forestry and Land Scotland (FLS) is funded primarily by revenue receipts from commercial trading activities such as the sale of timber, renewables, recreation, venison, estates, and other income raised. In addition, an Annual Subsidy Limit (ASL) is agreed with the Scottish Government. This is agreed by Scottish Ministers and forms part of the budget setting and review process and is set out in the annual Budget (Scotland) Act. It is this element of its funding that has reduced.

FLS is classified as a public corporation, for the purposes of its accounts, by the Office of National Statistics. This classification was awarded based on the nature of activity within the business and the high proportion of business trading. The classification enables the agency to build and sustain essential financial reserves across financial years to sustain and deliver outcomes. These are essential in managing the dynamic activity in the forestry sector.

As a result of the level of reserves held by FLS, the ASL allocated for FY 23/24 has been reduced. The FLS Business Plan sets out the main actions that the organisation will take over the period 01 April 2023 - 31 March 2024 to deliver the commitments and outcomes identified in their Corporate Plan. Ministers approved that plan in March 2023.

The plan highlights that FLS will use an element of its reserves to fund its ongoing activities.

Data from cull returns for the last three years is not yet complete, and in particular most of the data for the 2022-23 season is still outstanding. The following table is a snapshot of the latest position.

Not being a party to the Memorandum of Understanding (MOU), the Scottish Land Commission did not provide comment or input into its wording. The MOU published in March incorrectly listed the Scottish Land Commission as having a decision making role on the project board, rather than correctly identifying its role as advisory. Both NatureScot and the Scottish Land Commission have since clarified the role of the SLC with the partnership.

As this partnership is at an early stage, NatureScot is currently not able to provide an estimate of the staff resource costs associated with this work. The Scottish Land Commission’s advisory role will be provided in line with its existing good practice programme.

Scottish Government are already supporting a range of interventions to help the wellbeing of our rural communities.

Between 2021-2023 £36 million was made available to grassroots community groups through the Communities Mental Health and Wellbeing fund to help tackle the impact of social isolation, loneliness and mental health inequalities.

Land Based rural workers have been supported by the Royal Agricultural Benevolent Institution (RSABI) who provide emotional, practical and financial assistance to people living and working in Scottish agriculture. In the 2022-23 financial year SG committed £50,000 to supporting RSABI taking the total Scottish Government support to £515,000 over the last five years.

NatureScot are currently developing an ethical framework that will guide investments from the partnership. The matters referred to will be addressed by this framework, which will be agreed by the project board and made publicly available.

A review of distribution and management options for American signal crayfish in Scotland was carried out under the Species Action Framework . This concluded that introductions of this invasive species can lead to permanent, adverse, changes in the ecology of fresh waters and that awareness and prevention are key elements for control of this species.

Control and eradication using biocides is expensive and only possible in enclosed water bodies, such as ponds, while conventional control measures for signal crayfish, such as trapping, are ineffective. The uncontrolled use of traps is likely to result in the spread of this species to new areas, therefore the trapping of signal crayfish is not permitted in Scotland for control or consumption. This position was reached as a result of the evidence gathered in relation to Parliamentary Petition PE01558 , in 2015, which concluded that allowing commercial trapping of signal crayfish, even as a control measure, is likely to lead to the expansion of its range.

An unintended consequence of selective harvesting is the increased growth and earlier maturation of juvenile crayfish, which can cause the population to increase. Maintenance of strict licensing controls and improved surveillance for illegal harvesting activity are essential. The keeping and movement of signal crayfish is prohibited in Scotland, except for authorised surveys or research, and can be prosecuted as a criminal offence. Scottish agencies work with Police Scotland whenever there are reports of illegal activity.

In 2019 SEPA entered into a Species Control Agreement with Forestry and Land Scotland to ensure biosecurity is enacted in all forestry activities in the Galloway Forest area, where a high risk of spreading signal crayfish within and out of the area had been identified.

Agencies such as SEPA and NatureScot also work with partners to promote biosecurity good practice through the Check Clean Dry campaign to prevent the spread of all invasive non-native species; key partners in this are Fishery Trusts, Boards and Foundations, the Scottish Canoe Association, Scottish Canals and the Royal Yachting Association.

The increase in funding to the Royal Botanic Garden Edinburgh (RBGE) in 2023/24 reflects re-profiled spending plans for the Edinburgh Biomes project.

The Median waiting time for patients residing in NHS Highland, NHS Orkney, NHS Shetland, and NHS Western Isles that have attended a new outpatient appointment or received treatment as an inpatient or day case in other NHS Boards, in each of the last 10 years can be found in the Scottish Parliament Information under Bib. No. 64141.

Please note that PHS are unable to provide data at procedure level, and so data are provided at specialty level only. NHS Board of residence is derived from a patient’s postcode at the point when they were added to the waiting list. Please also note that PHS are unable to provide data prior to October 2012, so annual data are provided from January 2013 onwards.

For each NHS Board/specialty combination, the number of new outpatient attendances and inpatient/day case admissions has been provided along with the median and 90th percentile length of wait. The median is provided rather than the mean because an average can be skewed incorrectly by a small number of very long waits that are recorded in error in the national data. The 90th percentile statistic indicates that 9 out of 10 patients waited less than or equal to the number of days shown and provides a more accurate representation of the length of wait experienced by patients.

Fares on the Northern Isles Ferry Services network have been frozen until the end of September 2023 to help combat the ongoing cost crisis facing communities across Scotland.
