Funding provided through the Youth Music Initiative Formula Fund by Creative Scotland, who deliver the initiative on behalf of the Scottish Government, was paused and then confirmed to all 32 local authorities and Jordanhill School. This was related to the management of the 2022-23 Scottish Budget. The Scottish Government’s Resource Spending Review in May 2022 related to future years’ spending.

The Scottish Government remains committed to achieving the 2024 target of eliminating Hepatitis C in Scotland, whilst recognising the impact that the covid-19 pandemic has had on all our health services.

Public Health Scotland (PHS) recently published a report entitled ‘Surveillance of Hepatitis C in Scotland’ and the findings from that report indicate that major progress has been made regarding a number of Hepatitis C (HCV) elimination targets in Scotland, despite the challenges posed by the pandemic. By 2021, 80% of individuals diagnosed with chronic HCV infection in Scotland had been initiated on HCV treatment, meaning that Scotland had met the World Health Organisation Target on treatment.

PHS are also currently undertaking a piece of work to determine incidence levels across Scotland and we expect to receive that data by the end of the year. This will support decision-making on the extent and location of required interventions and resources.

The Scottish Government remains committed to achieving elimination of Hepatitis C across the whole of Scotland by 2024.

This includes the prison population. However, we know that the health needs of those in prison can be complex and may need more targeted intervention.

Opt-out testing for blood borne viruses, including hepatitis C, is recommended in prisons and PHS published “Guidance to Support Opt-Out Blood Borne Virus (BBV) Testing in Scottish Prisons” in 2019. This guidance recommends that BBV testing should be offered to everyone within 7 days of entering custody. The guidance is due to be reviewed later this year and that review, in combination with the work underway to re-invigorate progress towards the wider elimination target, will ensure there remains a focus on eliminating hepatitis C in Scottish prisons.

The Scottish Government has made funding available to support public partners to implement the first phase of works at Tarbolton. In July, SEPA commissioned work, which was successfully completed, to remove Giant Hogweed from the site. We are working with public partners to begin work to implement leachate management as soon as possible. In order to move forward with this work, we are seeking to address complex legal issues associated with the ownerless status of the site.

Given the scale of change and the associated ambitions, the Scottish Government has made a commitment to undertake a rigorous monitoring and evaluation of the Whole Family Wellbeing Funding (WFWF) up to 2025-26.

The evaluation process is divided into two stages. We have commissioned an independent social and market research agency, IFF Research, to undertake an initial evaluation of the first year of the funding. The year 1 evaluation report will be published by late 2023. The second stage of the monitoring and evaluation of WFWF for the period 2023-2026 is currently being developed in close consultation with key stakeholders.

The management of Scottish waters is an area of devolved competency. Whilst there are currently no supertrawlers in the Scottish fishing fleet, a number of other fleets operate within Scottish waters, including a small number of EU supertrawlers. As well as vessels from the rest of the UK, the TCA UK/EU Trade and Cooperation Agreement allows EU vessels full access to fish shared stocks within UK waters.

It is important to note that all vessels authorised to operate in Scottish waters do so under the appropriate licenses, and are obliged to follow Scottish domestic management rules, including mesh size restrictions and closed areas. These vessels also operate within agreed quotas. The majority of commercial stocks fished are managed by the use of Total Allowable Catches (TACs). TAC levels are informed by the best available independent scientific advice, and are used with an aim to ensure sustainable fishing levels in the long term. Vessels, regardless of size or gear, are only permitted to fish the quotas that they have been allocated, in line with TACs set for each stock.

I am aware that a multinational fleet has operated in the UK/Faroe ‘Special Area’ for a number of years under the Faroese Government’s authority. This is an area of water overlapping both UK (Scottish) and Faroese waters, which the UK and the Faroe Islands both claim, and over which both Parties are entitled to exercise jurisdiction and other rights. Both the UK/Scottish Government and the Faroese Government can issue sea fishing licences, including to third country vessels, which include the right to fish within the Special Area. Under the 1999 Agreement, neither Party can prevent or impede the other from issuing such licences.

I was, however, deeply troubled by the Russian fishing activity within the Special Area earlier this year. Whilst I fully recognise that the Faroese Government has the right to license third country vessels to fish in this area, I do not condone or support the continuation of any activities which will deliver economic benefit to the Russian Federation at a time when their unlawful invasion of a sovereign state continues to pose such a threat to the global order. In the spirit of the constructive relationship we have developed with the Faroese Government, I met with the Faroese Fisheries Minister on 11 July to discuss this matter, and to reaffirm Scotland’s strong position.

The Scottish Government provided £3.275 million in 2021-22 to local authorities and the third sector to provide direct support to families in financial crisis. This funding was targeted at families with children who are on the edge of care, or have experience of care. In 2022-23, the Scottish Government has committed to providing the first £50 million of the £500 million Whole Family Wellbeing Funding.

The Scottish Government does not hold information on the number of people reported missing from NHS hospitals or other healthcare settings, as there is no specific variable within Public Health Scotland’s data to highlight where a patient is reported missing.

Some information is available from Police Scotland on incidents of a person going missing from the NHS (covering those cases that were reported to the police). This is provided in the following table. The data is drawn from the Missing Person’s Database and is available on a consistent basis from April 2019 onwards. The figures relate to a count of incidents (and their associated investigations) rather than a count of people going missing. As such, the same person may appear multiple times within any year if they have been reported missing on more than one occasion during that period.

It should also be noted that the data covers all NHS grounds and not just hospitals.

This report was funded by The Promise Partnership, of which the Scottish Government is the principal funder. The Scottish Government recognises that it raises important issues about how children and young people are supported to enforce their rights, and welcomes that Clan ChildLaw commissioned this work. Many of the report’s findings align with The Promise, particularly that Scotland must consider the creation of an accredited legal specialism to set standards for legal professionals representing children.

Through legal aid, children and young people can access legal support for a wide range of matters including children’s hearings, criminal proceedings and to resolve civil disputes. The Legal Aid Fund pays for legal advice and representation, but it is not designed to fund wider support needs. The young people’s statements of their ideal legal services, as captured by the report, extend beyond the traditional model of service delivery by law firms, and the scope of the current legal aid system.

As the report has highlighted, “There may be a need for the development of initiatives, partnerships and funding bids focused on specific issues and needs” and officials will continue to engage on how to best to support such work.

The 2021 Digital Health and Care strategy aims to make the right information available to all appropriate staff, when and where it is needed, building on the existing use of electronic patient record systems used by all Health Boards and GP practices. Whilst our strategy is for all health records to be held electronically, this will not result in a single, discrete electronic patient record that maintains all of the data from all of the health and care systems in Scotland in a single platform. Rather the focus is on allowing medical records to be stored, linked and shared securely according to the information needed. To achieve this most Health Boards have a Clinical Portal. This system works across organisational, regional and national boundaries to provide a timely transfer of information.

Clinical portals are in place across Scotland within acute services and provide access to multiple specialist clinical systems, supporting the better transfer of information between Health Boards and within services. Currently, Clinical Portals cover the West of Scotland Boards, the East of Scotland boards and the North of Scotland Boards are in the process of implementing their Clinical Portal. Further key national developments are also underway that we expect to further improve data sharing. The National Digital Platform has improved our digital health and care infrastructure, supported the development of key digital platforms for the covid-19 response and will now look to focus on linking different sources of data where that offers value. The significant investment in new GP IT system rollout is also underway to provide modern, secure GP IT systems which will support evolving models of care.

The key developments to improve the sharing of information within Health Boards is the GPIT Programme, the National Digital Platform, TRAK Care and Clinical Portal. The total funding provided for these key developments to improve data sharing this financial year is £3.743 million.

We are due to publish a Digital Health and Care Strategy Delivery Plan in the coming weeks that will be available to all Parliamentary Members. Additionally, we will also publish the first ever Data Strategy for Health and Care in early 2023, which will further set out our ambition for ensuring the right data is available to the right professionals at the right time.
