To ask the Scottish Government, regarding its policy to not use public money to support the manufacture of munitions or weapons, what its position is on whether an SSN submarine is a weapon in itself, as opposed to a naval vessel that may be used as a platform to carry conventional non-nuclear weapons or munitions.

As of 3 September 2025, the Scottish Government no longer has a policy prohibiting the use of public funds to support the manufacture of munitions.

To ask the Scottish Government, further to the answer to question S6W-36754 by Angela Constance on 8 May 2025, whether it will provide an update regarding the specific date on which it plans to lay the SSI to propose adding the characteristic of “sex” to the Hate Crime and Public Order (Scotland) Act 2021.
Answer
On 28 August 2025 we laid in draft an SSI to add the characteristic of sex to the Hate Crime and Public Order (Scotland) Act 2021.
If passed, it will make it an offence for a person to stir up hatred against women and girls, and where an offender is motivated by, or demonstrates, malice and ill-will towards women and girls in committing a criminal offence, that offence will be aggravated by prejudice relating to the characteristic of sex.
This SSI is subject to super affirmative process and is therefore subject to consultation prior to the final version being laid in Parliament. Scottish Government officials engage regularly with the three approved tenancy deposit schemes on a range of policy and operational matters, including formal engagement as part of monitoring each scheme for compliance with the Tenancy Deposit Scheme (Scotland) Regulations 2011.

Answer
Since the start of the Baby Box Programme in 2017 up to 22 August 2025, 352,165 Baby Boxes have been delivered to families across Scotland. The Baby Box Managing agent, APS Group (Scotland), have received 190 reports of faulty or damaged items, below is the breakdown of this figure:

To ask the Scottish Government what funding schemes are available to communities that want to establish new allotments.
Answer
The Scottish Government is committed to supporting communities across Scotland to access land for growing food. While there is no dedicated national funding stream specifically for community established allotments, given the cross-cutting benefits delivered by community growing projects, communities may be able to access support through broader programmes that promote community-led regeneration and increased access to nutritious food.
We continue to work with partners to promote good practice and facilitate access to resources that support community growing. Communities are encouraged to engage with their local authority and explore opportunities through existing regeneration and community development programmes.
In addition to this, since 2021 we have awarded over £491,000 to enable Green Action Trust to deliver the Growing Food Together Fund. The fund is hugely popular and enables community groups to expand their growing area and season with new and improved infrastructure including new raised beds, polytunnels etc. This year a further 14 eligible community groups across Scotland were successful and have been awarded a share of £100,000. This brings the total number of community organisations and projects supported over the last five rounds to 55.

To ask the Scottish Government what information it has on what the average waiting time for a growing space/allotment has been in each local authority area in each year since 1999.
Answer
Part 9 of the Community Empowerment Act (Scotland) 2015, which updated and simplified allotment legislation, placed a number of duties on local authorities in relation to allotments including a duty to prepare a Food Growing Strategy and annual allotment reports. Part 9 came into force on 1 April 2018.
To date, the Scottish Government has not collated the data contained from the published annual allotment reports as there is neither a statutory obligation for local authorities to update Scottish Ministers on the publication of their annual allotment plans or for the Scottish Government to collect these data. The data is not held in a consistent format to allow for monitoring at a national level.
Therefore, the Scottish Government does not hold historic data on allotment provision or waiting lists.

I meet regularly with CMAL CEO to receive updates and explore progress on a range of live projects. I last met with Kevin Hobbs on 27 August and status of the commercially sensitive negotiations around Ardrossan was discussed.
Updates to the NZET Committee and Ardrossan Task Force were provided on 1 September and I look forward to further updating Parliament in due course.

To ask the Scottish Government what procedures it has in place to identify any employees without an active job description or reporting line.
Answer
Organisational hierarchies are in operation for performance management, pay and finance purposes. Since October 2024 when the Scottish Government’s new HR and Finance system, Oracle Cloud, went live, the practice of Position Management is being utilised within the organisation. This is a common practice in large public and private sector organisations and means all employees operate within an overarching hierarchy, thus their reporting line follows this hierarchy.
A Professions Strategy is in operation within Scottish Government. This enhances workforce management by adopting a classification system that links all jobs to a profession and a related job family and job type, within the Positions hierarchy. Although there are occasional instances in system reporting when a small number of people may appear not to have a reporting line on a system report, in practice they will be managed in line with Scottish Government’s line management practices.

To ask the Scottish Government what information it has on how many orders for witness anonymity under common law and section 11 of the Contempt of Court Act 1981, similar to those imposed by Lady Dorrian in the case HMA v Alexander Elliot Anderson Salmond, have been imposed in each year since 2015; in which cases they were imposed; whether it will provide details of the nature of the crimes involved in these cases, and whether there have been any other cases since 2015 where a similar type of order ensuring witness anonymity has been imposed under different provisions.

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who reply in writing within 20 days.
