The £2 billion figure reflects the current appetite from the investment partners to finance projects in Scotland. It is not a fixed figure and additional capital may be available if a sufficient pipeline of investment projects can be created and a successful investment model proven.

There are more than 1,200 social care providers across Scotland, with local authorities responsible for providing or commissioning services. Local authorities and Health and Social Care Partnerships will wish to ensure that, in providing a range of services, their workforce planning arrangements take full account of the need to have safe and sustainable numbers of staff.

To increase awareness of the careers available in the sector, the latest iteration of our Adult Social Care Recruitment Campaign launched on 25 January. It has an increased media presence to reach a broader audience than previous campaigns.

We have also been working with DWP to hold social care job fairs throughout Scotland, with the next phase of events expected to be delivered in the coming weeks.

We have provided funding to NHS Education for Scotland to lead the delivery of a programme of work to support social care providers to increase workforce capacity through international recruitment. The aim of the programme is to support social care providers to navigate the UK immigration system more easily, and to alleviate some of the administrative burden of the international recruitment process. Expressions of interest will be welcomed from all providers in Scotland, regardless of size or location of their organisation, who feel they could support an international worker to integrate into their community through working in the social care sector. This programme is due to launch in the coming weeks.

In addition we have re-established the Campaign Advisory Group to work on a longer term recruitment strategy to increase capacity across the social care sector.

The Scottish Government recognises the profound impact the current cost crisis is having across Scotland.

While we have had to make difficult choices to live within budgets, we have also listened to the concerns raised by the wider culture sector across Scotland and the specific challenges Edinburgh festivals continue to face.

As referred to in the answer to question S6W-11081 on 29 September 2022, the Scottish Government will remain in an honest and open dialogue with the festivals organisers in an ongoing assessment of their individual situations to establish how best to assess the impact of issues impacting festivals, offer appropriate support where possible and use what levers we can to mitigate the various issues related to rising costs, while ensuring the protection of the most vulnerable in our society.

As well as our support to the culture sector and Edinburgh festivals during previous years, the Scottish Government have confirmed that fourteen major festivals in Edinburgh and Glasgow will receive a share of this year’s £1.8 million EXPO Fund.

Since the fund was established by the Scottish Government in 2007, the EXPO fund’s aim remains to build innovation across the Edinburgh festivals, support domestic performances and maximise national and international opportunities for the artists contributing to the festivals to find new audiences further afield.

There have been no recent discussions between the Scottish Government Culture and Major Events Directorate (a) ScotRail and (b) Transport Scotland.

However Culture and Major Event Officials, along with relevant transport stakeholders, routinely take part in the multi-agency Events Planning and Operations Group (EPOG) dealing with Summer Events. EPOG is run by the City of Edinburgh Council as the lead planning authority in respect of Summer Events within Edinburgh, such as Edinburgh Festivals.

Outwith Edinburgh, Transport Scotland continue to discuss planning arrangement for major events with transport deliver partners and key stakeholders through quarterly Major Events Planning meetings in addition to regular event specific meetings.

In addition, ScotRail is required under the terms of its grant agreement to use all reasonable endeavours to provide for reallocation of Passenger Carrying Capacity to serve Special Events.

The Scottish Government are in the process of competitively tendering for parts of the Bute House repair schedule and therefore the full cost of the planned repairs has yet to be determined.

In line with the ‘polluter pays’ principle, and just like similar schemes around the world, Scotland’s deposit return scheme is being delivered and funded by industry, led by the scheme administrator, Circularity Scotland. This was the approach agreed and voted for by the Scottish Parliament when it approved the appropriate regulations.

Scotland’s Deposit Return Scheme is not a government scheme, in that it is run by and for industry, and therefore cannot be compared with companies and bodies that do administer government schemes.

Circularity Scotland is a privately owned company and is not under contract to the Scottish Government. It is therefore not a Scottish public authority for the purposes of the of the Freedom of Information (Scotland) Act 2002, and we do not consider there to be any implications for FOI legislation given this legislation applies to public bodies rather than private companies.

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who reply in writing within 20 days.

No further update to question S6W-15648. The next quarterly workforce statistics will be published on 6 June with data as at March 2023.

The Cabinet Secretary for Justice and Veterans was invited to address the 2023 Scottish Police Federation Biennial Conference in person on 29 March 2023. While the Cabinet Secretary was not able to attend in person, he provided a pre-recorded address to the conference, which was attended by two Scottish Government officials.

When applying for grant assistance at tender stage to deliver homes for social rent, grant applicants are required to self-certify that the amount of funding that they are requesting is the minimum required for a project to be financially viable for their organisation whilst ensuring rent affordability.

The Scottish Government will consider any additional costs associated with improved quality standards for homes delivered through the Affordable Housing Supply Programme and those additional costs will be accounted for in the affordable housing investment benchmarks which determine how a project is appraised.
