Our ‘New Deal for Tenants’ consultation sought views on proposals to strengthen the rights of tenants including greater rights to have a pet and to personalise their home. We are currently considering responses to the consultation as we develop proposals for future reform and we plan to bring forward legislative proposals as soon as possible after the Summer recess.

The Scottish Government funds the Scottish Empty Homes Partnership to work with local authorities, empty homes officers and private owners to return homes to active use. The range of tools available to help incentivise owners to take action include the council tax premium, VAT discounts and grant funding through the Affordable Housing Supply Programme for acquisitions, key worker housing and the Rural & Islands Housing Fund.

As we move into phase two of the Partnership project we want to develop a more strategic approach to bringing empty homes back into use and embed this within the Partnership and its delivery partners. This will help us deliver on our aims of making best use of existing stock and increasing the supply of affordable housing for those that need it. An independent audit is also underway to gather evidence about the effectiveness of our current approach and help with thinking on options for future policy and funding.

We are providing local authorities with £21.75 million to help families, who are eligible for free school meals on the basis of low income, with the cost of buying food during the 2023-24 school holidays.

This funding forms part of the most generous Free School Meals package anywhere in the UK.

In addition, by the end of this Parliament we are committed to building a system of year-round school age childcare, for those on the lowest incomes, that will integrate food and childcare provision where appropriate.

In response to the recommendations from ‘Impact of Scotland’s Developing Young Workforce Strategy on Employer Engagement’ we are working with partners, including the employer led DYW network, to develop a delivery plan. The plan will build on the progress that we are making in supporting a record number of school leavers into an initial positive destination. We will provide further information during summer 2023.

The Scottish Government’s Youth Employment Strategy – Developing the Young Workforce (DYW) has, since its inception in 2014, remained committed to supporting young people by ensuring that a wide range of pathways and routes into apprenticeships are open to young people. As part of that, we created Foundation Apprenticeships (FAs), with partners across the education and skills system. FAs provide a combination of qualifications and work-based learning for young people in the senior phase of school.

Since their introduction in 2016, 15,371 school pupils have enrolled on an FA and they are now available across all Local Authorities. FAs are now recognised by all Colleges and Universities in Scotland and Scottish Government worked with the Universities and Colleges Admissions Service (UCAS) to ensure that FAs have UCAS tariff points for universities. Work has also been undertaken to ensure that FAs at SCQF Level 6 are appropriately recognised in schools metrics.

Skills Development Scotland (SDS) undertakes activities to support greater parity of esteem and to encourage pupils to take up apprenticeships. SDS careers advisors deliver information sessions on apprenticeships to all pupils in S2 and S3 as they approach option choices. SDS engages directly with parents and teachers to raise awareness of apprenticeships. FA webinars were held in January and March 2023 with a panel of apprentices, employers and teaching staff to share their experiences. Apprenticeship teaching resources are available on SDS’ My World of Work, this includes an FA Schools Toolkit for teachers and a refreshed apprenticeship CPD module for teachers.

SDS also lead on the annual Scottish Apprenticeship Week campaign, which includes a wide array of school activity, with the aim of promoting Modern, Foundation and Graduate Apprenticeships to young people.

DYW Regional Groups also work with SDS, colleges and training providers to highlight the importance of vocational pathways, including apprenticeships to help young people develop key skills and transition to work. This work is enhanced through the placement of DYW School Coordinators in every mainstream secondary school, to highlight work-based learning and help people take that path that is right for them.

Apprenticeships are a vital resource for employers to invest in their workforce and for people to develop their skills. Investing in skills across people’s lifetimes is critical to our future productivity and success, underlining our commitment to a skilled workforce set out within the National Strategy for Economic Transformation.

Our priority is for high quality apprenticeships that provide sustainable jobs and careers, supporting our transition to net zero.

Skills Development Scotland (SDS) have issued contract awards to support up to 25,500 new Modern Apprenticeship starts in 2023-24. This builds upon the 25,000 Modern Apprenticeship starts which Ministers asked SDS to deliver in 2022-23. SDS previously issued contracts in March for over 39,000 Modern Apprentices in training for 2023/24, supporting businesses and individuals across Scotland.

In terms of Graduate Apprenticeships (GA), the Scottish Funding Council published its indicative University Funding Allocations on 13 April 2023 and it is expected that 1,378 GA places will be delivered in 2023-24. This maintains comparable levels of GA starts of that in 2022-23.

I have engaged with a number of stakeholders across the energy sector. On 13 April 2023, I visited the Hydrogen Refuelling site in Aberdeen, met Aberdeen City Council officials and technical experts, attended an Aberdeen Hydrogen Hub stakeholder meeting, and then a Scottish Cluster Roundtable Discussion.

I met with the CEO of NECCUS, on 26 April 2023 and attended the Energy Institute North East Highlands and Islands Dinner on 27 April 2023. On 2 May 2023, I visited Advice Direct Scotland, launching their Fuel Insecurity Fund. On 4 May 2023, I opened Scottish Renewables’ new office in Glasgow and on the 11 May 2023, I attended the All-Energy conference at SEC, Glasgow.

The Scottish Government recognises the critical role of advice services, often delivered by our diverse third sector and providing lifeline services to the most vulnerable communities, especially during the cost crisis. In 2022-23, we directly invested around £12.5 million in free income maximisation, welfare and debt advice services delivered by third sector partners.

We recognise the impact that rising operating costs are having across society, including on charities and voluntary organisations including Epilepsy Scotland, and we are committed to doing everything within our powers to support the third sector to help the people who are struggling the most. Officials are engaging with Epilepsy Scotland to understand any financial challenges they are facing.

The new National Public Energy Agency – Heat and Energy Efficiency Scotland (HEES) –which is operating in virtual form in-house within the Directorate for Energy and Climate Change aims to work in partnership with a range of key stakeholders, including local government, to provide strategic leadership and co-ordination to accelerate both the pace and scale of heat and energy retrofit across domestic, non-domestic and public sector buildings in Scotland. To support this aim, one of the roles of the Agency will be to improve overall coordination including how it can most effectively work with local government.

COSLA are represented on the HEES independent Strategic Board which has been established to provide support to the design of the future Agency and also more widely on how the virtual Agency can accelerate the roll out of zero emissions heating and evolve our delivery approaches.

The virtual Agency continues to have ongoing engagement with COSLA and local authorities on specific delivery programmes. Since 2013 the Area Based Schemes funded by the Scottish Government and delivered by local councils have helped over 100,000 fuel poor households to benefit from warmer homes and lower energy bills. We have allocated £64 million for energy efficiency improvements through these schemes this year and continue to build upon our partnership approach to delivery.

As the Rural and Islands Housing Fund is part of the Affordable Housing Supply Programme, the Scottish Government will consider any additional costs associated with improved quality standards for homes delivered through the Rural and Islands Housing Fund and those additional costs will be accounted for in the affordable housing investment benchmarks which determine how a project is appraised.
