The Scottish Government is committed to continuing its work on raising awareness of Lyme disease and ticks.

The Scottish Government-led Lyme Disease Awareness Raising Group will run the Lyme Disease Awareness Raising Campaign in May 2023 to coincide with National Lyme Disease Awareness Month, during which patients, activists, educators and Government share information on how to prevent Lyme and other tick-borne diseases.

The Scottish Government continues to work closely with stakeholders and clinicians through the Health Professionals Education Sub Groups. This is chaired by the Scottish Government and comprises representatives from primary and secondary care, including experts in infectious disease in general and Lyme Disease. The group are examining the current resources being used by GPs and considering options for additional learning and development.

Clinical decisions on the care and treatment of individual patients are always matters of professional judgement for the responsible practitioner. NHS Boards and clinicians are required to use methods of treatment that are clinically appropriate and have a strong evidence base for their efficacy.

The Scottish Government will continue to use its own platforms to highlight the need to be tick aware and to set out the signs and symptoms of possible infection.

The Scottish Fiscal Commission are responsible for producing independent forecasts of Scottish Income Tax for the Scottish Budget. Their most recent forecasts published in December 2022 does not include a breakdown of this forecast in terms of revenue raised by taxpayers at their highest marginal rate.

The Scottish Government estimates that the Income Tax policy changes announced, for 2023-24 alone, will add £519 million to the Scottish Budget.

The Private Rented Sector Landlord Loan Scheme supports landlords with the cost of installation for energy efficiency improvements, renewable systems and energy storage systems.

The scheme is delivered through a demand-led model where funding is applied for by the applicant directly, who in turn is responsible for sourcing an approved installer and paying funding to them once works are complete.

Once a funding agreement has been put in place, applicants have 12 months to claim the funding.

While the Scottish Government does not currently have targets directly relating to soil health, I would refer the member to the answer to question S6W-17413 on 9 May 2023 which provides our current restoration target for peatland soils. The Scottish Government is committed to improving soil health, as shown by the programmes and strategies that contribute to wider soil health both directly and indirectly which contribute to our commitment to becoming a global leader in sustainable and regenerative agriculture. These include our Agriculture Reform Programme, Peatland Restoration Programme, the second Scottish Climate Change Adaptation Programme, the draft Biodiversity Strategy, the Land Use Strategy and the National Planning Framework 4.

Soil health is important for the delivery of our Vision for Agriculture. Preparing for Sustainable Farming under the National Test Programme supports a range of measures including funding for farmers and crofters to undertake soil testing and personal development to improve nutrient planning and nutrient management which will help promote sustainable management of soils. We also support farmers, crofters and land managers with tools, skills, and knowledge to manage and improve their soils through a range of initiatives, for example: Farming for a Better Climate and its farmer-led soil regenerative agriculture network, Scotland’s Farm Advisory Service, the Knowledge Transfer and Innovation Fund and the Agri-Environment Climate Scheme.

The identification of one probable case of tick-born encephalitis (TBE) in Scotland is insufficient evidence to conclude that there has been a significant change to the risk to human health in Scotland from TBE. On 5 April, the HAIRS group published an updated TBE Risk Assessment which states that the risk of infection to the general population in the UK remains very low, and low for high risk groups (such as those living, working or visiting affected areas, as determined by duration of time spent outside).

However, the potential seriousness of TBE infection and this finding has prompted increased clinical surveillance. Furthermore, Public Health Scotland have requested the UK Health Security Agency undertake tick capture and testing in Lochearnhead this spring to assess whether TBE infection can be identified in ticks in Scotland.

The Scottish Health Protection Network group on Tick Borne Diseases reconvened in April 2023 and will be looking to include surveillance as part of their future work.

The Scottish Government is committed to reforming Energy Performance Certificates (EPCs) to ensure they drive the energy efficiency improvements we need and incentivise zero direct emissions heating. In 2021, we consulted on the introduction of a new domestic EPC metric based on a dwelling’s energy use. Following feedback received through consultation, we have undertaken further work to develop options for EPC metrics, and wider reforms. We intend to publish a consultation on our final proposals for EPC reform later this year.

EPC reform will support our intention to introduce, subject to consultation, regulations requiring Scotland’s homes (including all owner-occupied and private rented properties) to meet a minimum energy efficiency level equivalent to EPC Band C from 2025 onwards. We are proposing a backstop date of 2028 for all private rented properties to comply, and 2033 for all owner-occupied housing properties. This is in addition to a proposed requirement for all homes to have zero direct emissions heating by 2045. We committed in this year’s Programme for Government to consult on proposals for this legislation in 2023.

Transport Scotland officials have liaised with Argyll and Bute council and Police Scotland regarding the road safety performance of the A815.

As a Police investigation into a recent road traffic collision is ongoing, it would be inappropriate for me to comment further at this time.

Information on the number of students attending a college in Scotland is published by the Scottish Funding Council. The latest publication contains a 10 year timeseries.

Due to a recent methodology change, a timeseries isn’t available back to 2007. The below table provides a consistent timeseries of student headcount, enrolments and full-time equivalent figures back to 2007.

Figures on employee owned businesses in Scotland are collated every two years in a census exercise commissioned by Co-operative Development Scotland and published shortly thereafter. The last census was undertaken in February and March 2022

At that time there were 146 Scottish-registered employee-owned businesses and worker co-operatives and 49 non-Scottish registered employee-owned businesses. The census revealed that the Scottish registered EOB's and worker co-operatives have a combined turnover of £691m and employ 5,350 people.

Control over the rates and bands of non-savings non-dividends income tax has been devolved to the Scottish Parliament since 2017-18.

His Majesty’s Revenue and Customs (HMRC) publish Outturn statistics annually, showing the revenue raised from Scottish Income Tax for the tax year prior. These statistics show revenue raised from taxpayers at their highest marginal rate, that is, the Income Tax band that a taxpayer would pay their next pound of Income Tax into.
