The information requested on the number of phlebotomists employed by NHS boards in (a) 2020, (b) 2021 and (c) 2022 is not centrally available.

Basic Payment Scheme (BPS) payments are not specifically allocated to the horticulture sector. However, our Census Data does identify holdings that are either of specialist horticulture and permanent crop type or which have at least 2 hectares of horticultural crops on the holding. In 2022, BPS payments worth approx. £22.6 million (8.13% of total BPS expenditure) were paid to businesses using these holdings.

It should be noted that as BPS payments are issued at a business level, some of these payments will be to businesses with additional farming activity which is not considered as horticulture.

It is vital that Police Scotland continues to inspire public trust and maintains relationships with local communities. These principles are clearly set out in both the Scottish Government’s Strategic Police Priorities and in the Police Scotland/Scottish Police Authority Joint Strategy for Policing . While the decision to conduct a pilot is an operational matter for the Chief Constable, it will be crucial when the results of this pilot are examined, to confirm that local priorities continue to be met with no detriment to communities.

Officers in the North East are not stopping the investigation of minor crimes. Members of the public should continue to report all crimes. Police Scotland has stated that, as part of the pilot, on occasions where crimes are reported without an associated threat, harm, risk or vulnerability and there are no proportionate lines of enquiry, staff will inform the caller that their report has been filed and supply a crime reference number but no further action will be taken. Should thereafter any evidence become available that open up a line of enquiry the incident will be appropriately investigated. Police Scotland has stated that the new approach will ensure that individuals receive faster updates on their incident reports.

Policing remains a priority for the Scottish Government. Despite financial challenges due to UK Government austerity, we have increased police funding year-on-year since 2016-17, investing more than £11.6 billion since the creation of Police Scotland in 2013.

I refer the member to the answer to question S6W-17708 on 16 May 2023 The Clydebridge Steelworks site in Cambuslang is not currently operational and no staff are currently employed at the site. The future of the site is an operational matter for Liberty Steel and I understand that a number of options for the future of the site are being considered including a possible sale.

Scottish Government maintain an open dialogue with Liberty Steel and have regular meetings with them.

Minimum unit price (MUP) is one of a range of population and individual level interventions set out in the Scottish Government Alcohol Framework that together are intended to improve the prevention and treatment of alcohol related harm in Scotland. MUP is a whole population policy with a particular focus on hazardous and harmful drinkers. People with alcohol dependency are a diverse group with complex needs, who fall within the extreme end of the harmful drinking category.

Given the clinical needs of people with alcohol dependence, MUP is not intended to be the key intervention for this cohort – treatment and care services are critical for this group. In 2022-23, £106.8 million was made available to support local and national initiatives overseen by Alcohol and Drugs Partnerships - ensuring that local services can respond to local needs. This includes activities like signposting those receiving treatment for alcohol dependence to local services to meet wider social and financial needs where they arise.

The Scottish Government does not routinely gather or centrally hold information on the total number and value of contracts awarded by executive, advisory and tribunal non-departmental public bodies to consulting companies. The Scottish Government collects information on the composition of households making homelessness applications through the HL1 data collection. This includes information on the number of children in the household. The HL3 data collection collects information about temporary accommodation placements connected to homelessness applications.

An additional question was added to the HL3 data collection in 2019 to ask if a child is in the temporary accommodation placement. Although all local authorities have been able to provide this data from April 2022, as this is the first time a full set of data has been available, this is subject to on-going quality assurance. Therefore, information relating to the presence of children within temporary accommodation placements has been derived by linking household records between the HL1 and HL3 data collections. However, it is important to note that households may sometimes make alternative arrangements for children when entering temporary accommodation and therefore it is not always the case that children included in the HL1 return are present in associated temporary accommodation placements. It can also be the case that children are present for only part of the stay in temporary accommodation e.g. as part of shared custody arrangements.

Data on temporary accommodation taken from the HL3 data collection is only available for all local authorities from 2017-18, however, this includes temporary accommodation placements which commenced prior to 2017-18. In addition, some local authorities have provided data prior to 2017-18 and, where this is available it has been included.

Information at individual (person or household) level cannot be provided due to data confidentiality.

The following table shows the distribution of time spent in temporary accommodation for households with children included in homelessness applications for each local authority. The figures are based on homelessness applications made since 1 January 2016 that closed on, or prior to, 31 March 2023 with at least one associated temporary accommodation placement. Note that figures may be based on the total duration of multiple temporary accommodation placements taken up by a household.

Figures have been rounded to the nearest 5 due to small numbers in some categories.

These figures may include households who have turned down multiple offers of settled accommodation by the local authority and chosen to stay in temporary accommodation instead.
