The Scottish Government’s policy and approach regarding woodland planting on agricultural land is based on the findings and recommendations of the Woodland Expansion Advisory Group, which were accepted by Ministers in 2013.

This policy is reflected in published “Guidance about Woodland Creation on Agricultural Land”. This guidance applies to applications to the Forestry Grant Scheme and is published on the Woodland Creation pages of the rural payments website under “Further information and technical guidance”.

30,995 hectares of land with a capability for agriculture classification (LCA) 2-7 has been converted to commercial forestry in the last five years (there is no classification 1 land in Scotland). The breakdown by year was as follows:

In partnership with Scottish Renewables, we commissioned Climate Exchange to conduct a research project with the aim of assessing the ‘clean heat’ and energy efficiency workforce and the potential required workforce that would be needed to meet the targets set out within our Heat in Buildings Strategy. The report was used to inform the development of our Heat in Buildings Supply Chains Delivery Plan which was published in November 2022.

Let me assure you that this scheme is a priority for us. It is a key recommendation in STPR2, it is included in the Programme for Government 2023 to 2024 as well as the First Minister’s Policy Prospectus, highlighting our commitment to a solution to the challenges at the Rest and Be Thankful. Also, at the travelling cabinet meeting in Inveraray on 2 nd October this year, the First Minister gave a firm commitment to the preferred route option for the A83 at the Rest and Be Thankful and the funding needed to deliver it.

The next step for the project, which is the detailed design and assessment of the preferred debris flow shelter option announced in June, is progressing at pace. This step should conclude by the end of 2024 with the publication of draft Orders for comment. Progress thereafter will depend on the level and nature of any representations, including objections, to the published draft Orders.

As with all our infrastructure projects, construction of the long term solution can only commence if it is approved under the relevant statutory authorisation process and thereafter a timetable for construction can be determined.

At the same time, improvements to the existing Old Military Road (OMR) through the Glen Croe corridor are being made to make it a more resilient diversion route until the long term solution is in place. A detailed programme for the proposed improvements is being developed, but it is expected that these works will be carried out on a phased basis starting later this year.

As stated in the Scottish Policy Prospectus, I am committed to reform crofting law by 2026, subject to agreement by parliament, to support the future of crofting. The Programme for Government 2023-24 commits the Scottish Government to developing and consulting on proposals to reform crofting law. That is a key and necessary part of the process to develop and introduce a bill. We remain committed to doing so in this Parliamentary term.

Scottish Government grant making to the third sector, including credit unions, is allocated across portfolios to improve a wide range of outcomes. Some Scottish Government funding will also be issued through independent grant makers or intermediary organisations. This information is not centrally collated.

Learning and evaluation continue to be a key aspect of our approach to employability services in Scotland.

The Implementation evaluation of the development and early delivery of No One Left Behind and the Young Person’s Guarantee was commissioned by the Scottish Government and published on 10 August 2023.

We will consider the recommendations from the evaluation alongside the outputs from our recent national stakeholder discussion events and actions will be reviewed to identify how we can improve.

Zero Waste Scotland reviewed existing legislation in Europe and beyond and the duty it places on governments to publish circular economy or similar strategies, which is available at the following link Insights into Statutory Obligations of Circular Economy Strategies (zerowastescotland.org.uk) . The review concluded that ‘it would be beneficial to keep obligations for the strategy as broad as possible, with detail to follow as data and evaluation are gathered and released, as this would help Scotland keep pace with new developments.’

Our 2023-24 Programme for Government outlines our commitment to publish a final Circular Economy and Waste Route Map. Before this, a second Route Map consultation will be published later this year, which will inform any new circular economy strategy.

Zero Waste Scotland last provided advice on textiles to the Scottish Government in August 2023.

The Scottish Government remains committed to implementing the provisions of the Vulnerable Witnesses (Criminal Evidence) (Scotland) Act 2019 to ensure that the presumption in favour of pre-recorded evidence extends to children and adult deemed vulnerable witnesses.

While the presumption does not currently apply beyond children giving evidence in specified cases in the High Court, the Court does have the power to, upon application of either the prosecution or the defence, direct that the evidence of other children and vulnerable adult witnesses should be pre-recorded. This is provided for in the Criminal Procedure (Scotland) Act 1995 and in 2017 the High Court issued a practice note to give guidance around the use of evidence by commissioner hearings. Evidence by commissioner hearings are therefore regularly being conducted to pre-record the evidence of a wider cohort of witnesses that are not yet covered by the statutory presumption.

The decision on whether to appoint a local women’s champion or advocate sits with local authority areas. As such, the government does not hold a list of champions or advocates. The government is, however, fully committed to working with local authority areas to ensure that we take, when appropriate, a gendered response to substance use. That is why we have committed more than £5.5 million to establish two houses, run by Aberlour, which are designed to support women and their children through recovery. In addition, we are providing more than £6 million to establish a training and social enterprise based residential rehabilitation programme at River Garden Auchincruive which will have a separate unit to support women through recovery.
