To ask the Scottish Government how much has been spent on the Flexible Workforce Development Fund in the last academic year, including in relation to any projects designed to support apprenticeships.
Answer
The most up-to-date data on Flexible Workforce Development Fund (FWDF) spend for Academic Year 22-23, as provided by the Scottish Funding Council to the end of March 2023 and Skills Development Scotland to early June 2023, (rounded to nearest thousand):
In discussion / Agreement in Principle | Contractually Agreed (Committed) | Training in Progress / Completed (Spend) |
£1,323,000 | £6,993,000 | £2,301,000 |
The avove figures are provisional. Accurate data on spend can only be provided when delivery has been completed at the end of December 2023.
The Flexible Workforce Development Fund does not support the delivery of apprenticeships but provides employers with flexible training opportunities for their existing workforce. Apprentices can, however, undertake training through the FWDF in addition to their apprenticeship.

To ask the Scottish Government how many additional clinics it has provided to date for the most challenged pathways including urological, colorectal and breast cancers, as set out in its NHS Recovery Plan.
Answer
£10 million of funding was directed to support Cancer Waiting Times improvements in our NHS across 2021-22, with a further £10m made available to Boards in 2022-23 to continue to support Cancer Waiting Times. Health Boards across NHS Scotland direct spend towards the most challenged areas, which included additional clinics for new patients and follow-ups.
Funds in 2022-23 were largely directed towards breast, colorectal and urology specialties – three of the most challenged 62 day pathways. Significant funds went towards up-skilling nurses and investment to support extended working days and weekend working to increase capacity.

To ask the Scottish Government what actions it has taken in relation to the development of hydrogen-powered trains.
Answer
The Scottish Government’s Hydrogen Policy Statement sets out Scotland’s ambition to become a leading hydrogen nation, with an expectation that both battery electric and hydrogen systems assist in decarbonising transport in Scotland.
£3.5m Scottish Government funding was provided to convert a Class 314 train to a hydrogen fuel cell train in collaboration with St Andrews University and Scottish Enterprise which was displayed during COP26 in 2021, with trials on the track taking place during 2022. This also developed a local supply chain knowledge to support longer term zero emission fleets introduction.
Transport Scotland has also commissioned a study which is in the early stages of delivery, on multimodal refuelling stations.
