I understand, from recent communication with Liberty Steel UK, that the Clydebridge Steelworks site in Cambuslang is not currently operational. The future of the site is an operational matter for Liberty Steel and I further understand that a number of options for the future of the site are being considered.

There are currently no staff employed at the Clydebridge site. Staff from Liberty Steel’s other Scottish facility, Liberty Steel Dalzell in Motherwell, are able to attend the site to attend to any necessary operational matters if required.

Liberty Steel have been working closely with Police Scotland and Securitas to ensure appropriate measures are in place to minimise intrusion and further damage to the Clydebridge site. There are significant security measures in place which are linked up to Securitas offices and security staff at Liberty Steel Dalzell. The Clydebridge facility itself is fully secure and further work has been carried out in reinforcing existing secure entrance points. Mobile security inspections are also being undertaken.

We have allocated £350m to heat, energy efficiency and fuel poverty measures this year, including £119m targeted at fuel poor households.

Warmer Homes Scotland (WHS), our national fuel poverty scheme, is designed to help those living in fuel poverty or at risk of fuel poverty through installing insulation and heating measures in to individual properties. Individuals over 60 who had no working heating system or who are in receipt of certain benefits have been eligible for support through the scheme.

WHS is now closed to new applicants but a successor to WHS will launch in October 2023. Home Energy Scotland are currently taking applications for this scheme.

The eligibility criteria for the Warmer Homes Scotland Successor scheme includes anyone in receipt of a passport benefit, including pension credit guarantee and anyone over the age of 75 with no working heating.

The Home Energy Scotland (HES) Grant and Loan Scheme provides support for all owner occupied households to install energy efficiency measures. All domestic owner occupiers in Scotland can apply to the scheme. Grant funding of up to 75% of the combined costs of measures up to a maximum £7,500 is available, with an additional £7,500 of funding available as an interest free loan. A rural uplift of £1,500 applies to the energy efficiency grant, this uplift increases the maximum limit of the grant to £9,000.

Funding is available via the Social Housing Net Zero Heat Fund for Social Landlords to apply for projects which will install energy efficiency measures across their housing stock. Pensioners who live in social housing will benefit from this investment, which also includes sheltered accommodation.

We are maintaining our £64 million investment in energy efficiency improvements this year, targeting areas with high levels of fuel poverty through our Area Based Schemes.

The Scottish Government is committed to delivering its target of 110,000 affordable homes by 2032. At least 70% will be available for social rent and 10% will be in our remote, rural and island communities.

The homes provided through the Affordable Housing Supply Programme take various forms including; new build homes, rehabilitation projects, conversions and off-the-shelf purchases of both new and second hand homes, as identified in Strategic Housing Investment Plans (SHIPs) prepared annually by local authorities.

To deliver this commitment, the Scottish Government established the Place Based Investment Programme (PBIP) in 2021 to accelerate ambitions for place, 20-minute neighbourhoods, town centre action, community led regeneration and community wealth building. This includes the continued delivery of the £25 million per annum Regeneration Capital Grant Fund (RCGF), support for Clyde Gateway urban regeneration company to help deliver their 20-year operating plan, and £140 million delivered directly to all local authorities over 5 years.

PBIP funding allocated to each local authority for the first 3 years of the programme 2021- 2023 is provided in the following table: It is up to each local authority how they allocate funding to specific projects, within the terms of the PBIP grant award and related criteria.

NHS Education for Scotland (NES) are responsible for managing all training provided to doctors in Scotland. NES ensure that all doctors receive high quality training in line with curricula that is set by the relevant Medical Royal College so that they are able to demonstrate that they have met all GMC curricular requirements, in order to practise independently as a GP in the UK.

All GP practices receive funding for protected time consisting of one session a month (usually within practice time) to allow GPs to maintain and develop their training and skills, and those of their practice teams. For GPs after their 3-year training, NES provide educational content related to gastroenterological conditions. There are also Practice-Based Small Group Learning modules (PBSGL) covering cancer and gastroenterology cases.

Of the 3,124 Ukrainian children enrolled in schools as of 31 March 2023, 1,718 were enrolled in primary schools and 1,406 were enrolled in secondary schools. This data is available by local authority area in the following table.

To ask the Scottish Government, further to the answer to question S6W-04293 by Graeme Dey on 25 November 2021, whether it will provide an update on these plans, and whether all planned secondary legislation is now in place.The Transport (Scotland) Act 2019 prohibits pavement parking, double parking and parking at dropped kerbs, and gives local authorities the relevant powers to enforce these new provisions. To support these provisions, a suite of regulations is required to bring the new legislation into force. These give local authorities the tools they need to be able to tackle the issues of inconsiderate and obstructive parking.

The first of these regulations regarding the Exemption Order Procedures that local authorities must follow, was laid in Parliament in December 2022. A copy of the legislation can be found here: https://www.legislation.gov.uk/ssi/2022/360/contents/made.

We have had a long-standing commitment to allow local authorities 12 months from when these regulations come into force to assess their streets and put in place any exemption orders and physical signs and lines before enforcement can go live in late 2023.

In addition we will shortly be launching a public consultation on the Enforcement Procedure Regulations which will define how a local authority can issue a Penalty Charge Notice to someone found to be in contravention of the new national prohibitions for Pavement, Dropped Kerb & Double Parking. The secondary regulations required to ensure local authorities have the powers they need to enforce this will be laid in Parliament later this year.

All food and drink served in local authority and grant aided schools must meet the standards set out within The Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations 2020. These Regulations are supported by statutory guidance on ‘Healthy Eating in Schools’, which is available on the Scottish Government’s website through the following link: Healthy eating in schools: guidance 2020 - gov.scot (www.gov.scot) .

Whilst local authorities and schools are required to meet the standards set out within the school food and drink Regulations, any decisions about the type produce used, and where it is sourced from, are for individual local authorities, who should take into account local needs, priorities and circumstances as well as their duty to consider sustainable development as they procure food and drink for their school menus.

Since these Regulations were first introduced, we have expanded the availability of universal free school lunches during school term-time to include all children in primaries 1 to 5 at publicly-funded schools. We remain committed to the expansion of free school meals in primary and special schools as described in our programme for government.

The Scottish Government is currently planning to implement provisions from the Fireworks and Pyrotechnic Articles (Scotland) Act 2022 restricting the days when F2 and F3 fireworks can be supplied to and used by the general public, as well as the compensation regulation making powers connected to the restricted days of supply, during the 2024-25 financial year at the earliest.

Transport Scotland has engaged with representatives from the Love My Bus campaign at Transform Scotland and will be promoting Scottish Bus Week as agreed in these discussions, including through social media engagement.

Transport Scotland has also undertaken close engagement with the bus industry to launch the Choose the Bus marketing campaign. The campaign seeks to promote the benefits of bus and encourage people to travel by bus more often. The campaign will be live across a range of advertising channels during Scottish Bus Week, including TV, digital, radio and outdoor.
