The Scottish Government has previously advised that International Recruitment is a short term solution to build our workforce capacity and a target for 2023-24 has yet to be announced. However to continue to support Boards, based on current budget we have advised of interim funding of £3 million that is being made available to avoid a break in already developed supply lines, securing the recruitment of a further 250 nurses, midwifes and Allied Health Professionals from overseas in 2023-24.

The Ministerial Strategic Assurance Group was established as part of the refreshed system wide governance for the Deposit Return Scheme in Scotland (DRS) for the implementation stage of the programme. The function of this group is:

• To provide collective strategic assurance of successful DRS implementation.
• To hold all stakeholders mutually accountable for requisite actions.
• To build consensus on issues where there is conflict in stakeholders’ positions.

? To drive down the number of outstanding operational issues.

? To manage resolution issues escalated to the Group.

Scottish Government has regular engagement with the main representative body of training providers in Scotland, Scottish Training Federation (STF). I am due to meet the STF Chief Executive in the coming weeks.

Skills Development Scotland (SDS) have regular meetings with individual training providers and the Scottish Training Federation. As an example, senior members of SDS’ National Training Programmes team met with the STF Chief Executive on Thursday 25 May to provide support and answer questions from members regarding various areas including contract awards. They will continue to follow up with STF members for any additional information and support which may be required.

Scottish Government and SDS will continue to engage with our apprenticeship providers across Scotland including colleges, universities and independent providers regarding any issues with apprenticeship contracts.

The Scottish and Welsh Governments last met in June 2023 to discuss opportunities for collaboration and sharing best practice across areas of mutual interest. This includes educational mobility and exchange programmes.

The Ministerial Strategic Assurance Group first met on 22 May 2023. The meeting was held virtually on MS Teams.

The 2023-24 budgets for employability programmes, including No One Left Behind and Fair Start Scotland were confirmed by the Deputy First Minister on 25 May, with Grant Offer Letters issued to local authorities on 30 May for No One Left Behind. The budget for Individual Training Accounts has now been confirmed and the scheme will re-open during the week commencing 19th June 2023.

We are currently considering the budget for the Flexible Workforce Development Fund in 2023-24 through colleges and the Open University in Scotland and will provide a further update once budget discussions have concluded.

The Scottish Government has had no discussions with New College Lanarkshire about the proposed closure of the halls of residence located at the college's Motherwell Campus.

Colleges operate independently of government and there is therefore very little scope for the Scottish Government to intervene in the operational businesses of colleges, such as the disposal of buildings owned by the college.

Circularity Scotland are a private limited company established to deliver DRS on behalf of drinks producers. They do not report to the Scottish Government. However officials and I have met regularly with Circularity Scotland as part of preparations for the DRS scheme

The Deposit and Return Scheme for Scotland Regulations 2020 require a scheme administrator to report to the Scottish Environment Protection Agency (SEPA), on behalf of producers, as required, (a) the number of scheme articles first made available by that producer to be marketed, offered for sale or sold for the purposes of its retail sale in Scotland, (b) whether the scheme packaging in which those scheme articles were contained or sold was made wholly or mainly from PET plastic, glass, steel or aluminium, (c) the number of items of scheme packaging returned to the producer by wholesalers and retailers, (d) the number of items of scheme packaging collected by the producer from each return point operator, retailer providing a takeback service and hospitality retailer. A scheme administrator must also provide any information requested by the Scottish Ministers or SEPA for the purposes of monitoring compliance with the requirements in regulations 10(1) and 11(1) that relate to producer obligations.

Circularity Scotland also play a key role in the system wide governance framework and are represented in both the Ministerial Strategic Assurance Group and the Executive Oversight Group.

This is clear that Scottish Government sought an exclusion from the Internal Market Act for Scotland’s DRS under the Resources and Waste common framework since July 2021.

When the UK Government unilaterally decided in March 2022 to agree only a narrow exclusion for single-use plastics under the Common Framework, Scottish and Welsh Ministers made clear their concerns on impacts on other policy developments. As part of the transition to a public ownership of ScotRail, there was a continuation of four existing Abellio contracts. This was necessary to ensure consistency of service for passengers and facilitate a smooth transition. These four Abellio contracts are for 1) Shared Services Centre, 2) Bus Service link between Central, Queen Street and Buchanan Street, 3) Rail Replacement and 4) the Management of Station Tenancy and Advertising Management.

One of these contracts is now operating in-house within ScotRail with the remaining three being at various stages of procurement for replacement contracts.
