The Scottish Government remains committed to reducing inequalities across all screening programmes. That is why we have supported the Equity in Screening strategy, which will give direction and focus to tackling this issue across all screening programmes. However, we also recognise that Health Boards are most often best placed to find solutions that meet the needs of their populations, and we have allocated inequalities funding since 2021-22 to support local initiatives.

This funding has played a part in a programme of work in Ayrshire and Arran to tackle inequalities of uptake in cervical screening. In particular the Health Board has developed a targeted Health Board cervical screening clinic for women who have experienced sexual violence, or who have physical disabilities; They have also run additional Saturday clinics, particularly in areas of deprivation, to increase access to screening outside working hours.

In addition, Primary Care staff have directly contacted patients who have not taken up their screening invitations to offer appointments. Further work is underway with primary care to consider outreach work for 23/24, which will specifically take into account the needs of areas with highest depravation within the Health Board.

The Scottish Government will publish the final Purpose and Principles for post-school education, research and skills [the week commencing 26 June DATE TBC].

The Scottish Government is taking a range of actions to support people with dyslexia. This includes the provision of support for dyslexic learners from nursery through school and into further and higher education, and access to support when entering employment, as well as in the workplace.

The Additional Support for Learning Act 2004 places duties on education authorities to identify, provide for and review the additional support needs of their pupils, including those with dyslexia. The cost of individual supports will vary according to the needs of each pupil.

The Scottish Funding Council’s Access and Inclusion Fund is used to support the teaching and learning of disabled students in Further Education, which includes dyslexia. In 2021-22, £51.8m worth of support was allocated. Additional funding is also available as part of the Student Support budget.

In addition, the Disabled Students’ Allowance supports disabled students and those with additional learning needs in Higher Education. In the 2021-22 academic year, over 2,000 students with dyslexia received support amounting to £3.5 million.

Dyslexia Scotland provide a range of support, initiatives and advice for those with dyslexia, their families and those who support or work with them. In 2022-23, the Scottish Government provided funding to Dyslexia Scotland of over £250,000 to support this work.

NHS Health Boards and local authorities are responsible for the provision of, and funding for, services for deaf children. This includes the provision of specific therapeutic approaches.

The Scottish Government funds the Scottish Sensory Centre and CALL Scotland to provide advice and training to school staff on support, including the use of assistive technology, for children and young people with specific communication and sensory needs.

The Scottish Government welcomes the publication of the abortion statistics for 2022. The Scottish Government will continue to work closely with NHS Boards to help improve access to abortion services for those who wish to have a termination.

‎In particular, the Scottish Government is working to deliver actions in the Women’s Health Plan, which includes a range of measures to ensure all women have access to timely abortion care should they require it, and to increase choice for women accessing this care.

We are also committed to ensuring that women across Scotland have timely access to contraception, and to information which allows them to make informed decisions about their own sexual and reproductive health.

The Scottish Government has not provided financial support to local authorities to undertake inspections of buildings for reinforced autoclaved aerated concrete. It is the responsibility of building owners to undertake such inspections. The Health & Safety Executive is the UK-wide regulator for health and safety in workplaces. This legislation is not devolved to the Scottish Government. The HSE, instructed by the UK Government, are developing a research methodology to assist with identification, assessment and remediation of RAAC and we will consider any recommendations appropriately.

Organisations providing first aid at events must comply with their responsibilities under general health and safety legislation, which is reserved.

The Health and Safety Executive (HSE) provides guidance on how to manage events safely Events health and safety (hse.gov.uk) .

The HSE confirmed that an amendment in 2013 to the Health and safety (First – Aid) Regulations 1981 removed the responsibility of the HSE to approve first aid training providers and qualifications. The (Health and Safety) regulations now require employers to assess the needs for their workplace and ensure that they provide adequate and appropriate first aid to employees who are injured or become ill at work.

The regulations apply to employees only, but are accompanied by guidance strongly recommending that non employees are considered when employers decide on the first aid cover necessary for their workplace.

The Scottish Government has promoted the use of the UK Government and National Counter Terrorism Security Office (NaCTSO) website, “Protect UK”, to all relevant Scottish stakeholders. This website includes guidance on First Aid preparedness for organisations. This was in response to the recommendation outlined in Volume 1 of the Manchester Arena Inquiry to create a central library for guidance and advice that organisations and members of the public could access.

Scottish Government officials are currently undertaking further work and engagement with stakeholders to scope the potential extent of issues raised by unregulated private first aid companies and consider the most appropriate and proportionate next steps.
