The pharmaceutical industry continues to successfully support pandemic preparedness and resilience in Scotland, as described in the answer to question S6W-19343 on 11 July 2023.

The Scottish Government engages with the pharmaceutical industry directly as well as via the Association of the British Pharmaceutical Industry, and through Four Nations partners as part of UK-wide pandemic preparedness and resilience measures. This has ranged from long-standing arrangements to build and maintain stockpiles of medicines to address challenges from potential influenza pandemics to more recent measures to establish stockpiles of medicines and associated consumables for the response to COVID-19. Collaborative working across the UK also includes working in partnership with the pharmaceutical industry to develop onshore vaccine manufacturing capacity, with potential for pandemic deployment.

Mercedes Villalba (North East Scotland) (Scottish Labour Party): To ask the Scottish Government what progress is being made on large-scale water infrastructure development projects, such as reservoir expansions, to increase Scotland’s water resilience in the future.

Scottish Water, as the publicly owned provider of services in Scotland, is required to plan for the future provision of water through a sustainable water resource management approach; planning ensures that Scottish Water secures continuous, safe, clean drinking water for customers whilst supporting economic growth and protecting the environment. Scottish Water’s water resource planning looks 25 years ahead, taking account of water resource availability and the changing demands for water and making sure that these balance. Scottish Water also uses climate change scenarios to inform long-term investment requirements which may include additional sources of water or increased connectivity across the country. Scottish Water currently has no plans to build additional reservoirs.

Investment needs are reviewed for each regulatory period. This will consider the need to invest in resilience measures to ensure that services can be maintained and protected given the growing impacts of climate change. Scottish Water also has well-developed drought plans and has put these in place to ensure that public supplies are maintained. Investment in resilience measures over many years means that Scottish Water has ensured that supplies have been maintained through prolonged dry periods in recent years. Scottish Water will continue to focus on the efficient management of its existing water resources, which includes a range of measures from leakage reduction to encouraging customers to use water efficiently. Considering how we all use water and can minimise consumption is important in improving resilience to climate change and protecting the environment.

Gender reassignment surgery is a specialised field, and due to the highly specialist nature of this surgery, it is carried out in the UK under a four-nations contract, which is managed by NHS England’s Gender Dysphoria National Referral Support Service (GDNRSS). These surgeries are coordinated by NHS National Services Scotland (NSS) on behalf of NHS Scotland.

NSS is in discussion with NHS England’s GDNRSS around the regular provision of these data.

The Scottish Government utilises a range of data sources which provide comparable information on many of the topics covered by the English Private Landlord Survey.

The Scottish Landlord Register provides information on the portfolio size of private rented properties held by landlords.

The Scottish Government conducts the Scottish Household Survey and the Scottish House Condition Survey on an annual basis, providing information on the profile and characteristics of tenant households and the dwellings they occupy.

In addition, information from external research projects, such as the Nationwide Foundation Rent Better Research Project, provides information on the views and experiences of tenants and landlords. Survey findings from industry bodies such as the Scottish Association of Landlords are also considered.

The Scottish Government also collects information on the views of landlords and tenants through informal and formal consultation exercises, such as that conducted on the New Deal for Tenants Draft Rented Sector Strategy.

The amount of funding allocated by the Scottish Government in each year of the Electric Vehicle Infrastructure Fund, will be informed by Strategies and Infrastructure Expansion Plans currently being developed and delivered by Scotland’s local authorities and to be agreed with Transport Scotland.

The Delivery Plan is currently in preparation, including the consideration of how best to engage with delivery partners and other interested parties.

Significant action is being taken by this Government to develop, deliver and invest in Scotland’s strategic transport infrastructure for the long term. For example, work is already underway to deliver 38 of the 45 recommendations in STPR2, with consideration ongoing on how best to mobilise the remaining seven.

Skills Development Scotland (SDS) works closely with schools across Scotland to support young people with Additional Support Needs (ASN), as set out in its school partnership agreements. SDS take a person-centred approach, offer support to transition planning and have created a module for staff on the principles of transitions.

Resources and guidance are available and frequently updated for SDS staff supporting customers with ASN and disabilities.

SDS also provides Continuing Professional Development (CPD) training to its training providers to support learners with ASN and disabilities as well as signposting to other organisations for support. They offer Enhanced Funding Contributions (EFC) to enable providers to offer additional support for disabled people and/or those who are care experienced aged 20-29 on the Modern Apprenticeship Programme, when reasonable adjustments are required.

SDS undertake focal point group calls with disability stakeholders across Scotland 3 times a year to better understand barriers and consider interventions for disabled people.

In October 2020 The Skills Development Scotland Digital Economy Team published the Neurodiversity in Digital Technology report following which a call to action was made. Particular focus in 2023-24 will be building on diversity and business work, and furthering the work with employers on inclusive recruitment.

This research study is being completed externally by Public Health Scotland and so the timeline may be subject to change, however, we have been informed by Public Health Scotland that under current timescales the project is due to be complete in November 2023.
