I met with the Chair and Chief Executive/National Convener of Children’s Hearings Scotland (CHS) on March 21, 2024 and discussed a range of issues relating to the operation of the tribunal element of the children’s hearings system, including matters related to the functions of the National Convener namely children’s panel capacity and CHS plans for the retention, recruitment and training of children’s panel volunteers.

The Women’s Health Plan sets out the Scottish Government’s ambition for Women’s Health which is that ‘women and girls enjoy the best possible health, throughout their lives’ - this ambition is not limited to the lifespan of the current Plan.

The current iteration of the Women’s Health Plan comes to a close in August 2024 and a Women’s Health Plan Final Report on Progress is intended for publication in the Autumn.

This question relates to a recommendation in the report on HM Inspectorate of Prosecution in Scotland (HMIPS)’s inspection of the prosecution of summary domestic abuse cases which was instructed by the Lord Advocate and was published on 17 April 2024.

The relevant recommendation is:

Recommendation 12

With regard to bail in domestic abuse cases, COPFS should:

(b) work with justice partners, particularly the police and the Scottish Courts and Tribunals Service, to ensure that victims are informed of the outcome of the accused’s first appearance on the same day, and update all guidance and protocols accordingly

The Lord Advocate has accepted this recommendation.

COPFS is commencing work in relation to the areas identified in the HMIPS report and will provide updates on the work undertaken in implementing the recommendations contained within the report in due course.

COPFS should ensure that statutory aggravations are applied where appropriate. This could be done via additional training and guidance, as well as quality assurance and feedback to staff.

The Lord Advocate has accepted this recommendation.

I have asked Janet Egdell, Chief Executive of National Records of Scotland to respond. Her response is as follows:

National Records of Scotland have today published: “ Scotland’s Census 2022: Ethnic group, national identity, language and religion ”.

The publication includes unrounded population estimates and the first set of topic data from the 2022 census. Topic data includes census tables for the following variables:

• Ethnic group
• National identity
• Country of birth
• Religion
• Passports held
• Main language
• Gaelic language skills
• Scots language skills
• English language skills
• British Sign Language

Topic variables are broken down by age and sex. Where possible, data will be published at the lowest geographic level possible following assessment of disclosure protection.

Scotland’s Census results are designated as National Statistics and form an integral part of the statistical system in the UK. The Office for Statistics Regulation (OSR), the independent regulatory arm of the UK Statistics Authority , awards Accredited Official Statistics designation based on the quality, good practice and comprehensiveness of official statistics.

The recent appointment by the First Minister of his ministerial team has resulted in changes in the ministerial titles of certain Cabinet Secretaries and Ministers. A change in title does not necessarily equate to a change in ministerial responsibilities. International development is now within the portfolio responsibilities of the Cabinet Secretary for Constitution, External Affairs and Culture.

Ministerial responsibility for planning, which includes the fourth National Planning Framework (NPF4), sits with myself.

As a public body, Children’s Hearings Scotland (CHS) is required to operate its complaints policy in line with the Scottish Public Service Ombudsman (SPSO) model complaints handling procedure. This includes recourse to the SPSO as the final stage for complaints.

We welcome the UK Government’s plans to introduce a Sustainable Industry Reward into the Contracts for Difference scheme.

The Scottish Government responded to the initial consultation in January 2024, welcoming the UK Government’s work to introduce these reforms and raising key issues on the definition of deprived areas in Scotland as well as implementation timescales and flexibility.

Throughout our engagement with UK Government on this, we have been clear that any reward mechanism should encourage early investment in manufacturing and infrastructure rather delaying it, creating certainty and allowing the supply chain to ready itself to support the delivery of our tremendous offshore wind ambitions.

We will continue to work with the UK Government to ensure Scottish interests are represented.

The location of critical policing facilities is an operational decision for the Chief Constable. Police Scotland is currently in discussions with a number of partners around possible co-location options, to ensure it can continue to provide a policing service that continues to meet the needs of communities across Edinburgh, in the event that functions move away from Fettes. Police Scotland will undertake a public consultation in advance of any decisions being reached.
