The BT Subsea Team has confirmed that there have been no recorded faults or repairs required to the R100 subsea cables to Scottish islands since deployment in 2022.

Enforcement arrangements for all elements of the Repairing Standard are set out in the Housing (Scotland) Act 2006.

It is the responsibility of the First-tier Tribunal for Scotland (Housing and Property Chamber) to decide whether the landlord has complied with the duty imposed by the legislation.

Where the First-tier Tribunal decides that the landlord has failed to comply with that duty, it must by a “repairing standard enforcement order” require the landlord to carry out such work as is necessary, specifying the period within which the work required by the order must be completed.

A landlord who, without reasonable excuse, fails to comply with a repairing standard enforcement order commits an offence and is liable on summary conviction to a fine which would be determined by the tribunal.

The Scottish Government is grateful for the hard work foster carers do in providing caring homes to vulnerable children. However, there are no plans to extend eligibility for Scottish Child Payment to all foster carers.

Children in foster care are considered looked after by the local authority and, as such, foster carers do not satisfy the legal responsibilities or rights that entitle them to child responsibility benefits. Foster carers receive allowances from local authorities to cover the needs of children living with them.

We are working with key partners to identify and quantify the resources currently focused on attracting mobile capital investment at scale. As part of a wider update on the implementation of the investor panel recommendations, we expect to be able to report initial findings, alongside the initial steps we can take to better define roles and responsibilities across the public sector.

The Scottish Government supports the Gaza Families Reunited campaign’s calls for the UK Government to create a scheme to allow Palestinians in the UK to bring family members trapped in Gaza to a place of safety in the UK.

The former Minister for Equalities, Migration and Refugees met with members from the campaign on 26 March and campaign representatives were subsequently invited to a roundtable discussion with the former First Minister on 17 April.

Following these meetings, Scottish Government officials are in discussions with Scottish Refugee Council to develop a proposal for a stakeholder working group and will continue to engage with campaign members to ensure this meets their priorities.

Scottish Ministers have no role in the conclusion of voluntary wayleaves in relation to electricity infrastructure and are only able to act on applications made by licence holders for Necessary Wayleaves under the Electricity Act 1989.

Telecommunications is a reserved matter to the UK Government and the framework for wayleaves is legislated for in Schedule 3A of the Communications Act 2003 (The Electronic Communications Code). The Code gives Code operators rights to apply for a wayleave agreement to be imposed by the courts if one cannot be reached voluntarily with a landowner.

We are committed to the expansion of universal free school meals in primary schools. The next step in this expansion is to P6 & P7 pupils in receipt of the Scottish Child Payment from February 2025, followed by universal provision in P6 & P7 during 2026.

We are also committed to delivering a pilot of universal free school meal expansion in secondary schools. This pilot will provide evidence which will assist us in our considerations of any future expansion of provision.

As part of the HIV Transmission Elimination (HIVTE) Delivery Plan, the Scottish Government has committed to developing a proposal to address HIV awareness across the health and social care sector. Funding has already been provided to NHS Education for Scotland to develop training materials for healthcare practitioners in non-HIV specialist roles and a specialist educator post has been funded to support the provision of training across Scotland. The HIVTE plan recognises that this work may require further expansion. We will work with relevant authorities to maximise uptake of training, and will consider whether NHS and local authorities should be encouraged to make this mandatory.

The responsibility for the delivery of free school meals is a matter for local authorities. This duty under Section 53 of the Education (Scotland) Act 1980 sets out that local authorities must provide, or secure the provision of, a school lunch free of charge to pupils who meet the eligibility criteria set out within that Act. Helping people into fair, sustainable jobs is central to delivering on the ambitions set out in Scotland’s National Strategy for Economic Transformation.

We are taking action to address labour and skills shortages, including better aligning the education and skills system with the needs of employers and the economy.

Our No One Left Behind approach to employability support is an all-age, place-based, person-centred model to support people further removed from the labour market to move towards, into and to remain in work.

While employment law is reserved, through our Fair Work Action Plan we are helping to create fairer workplaces, address structural inequalities, and enhance workers’ rights, so that Scotland’s labour market offers good quality and rewarding jobs for everyone.

All of this supports the interconnected priorities this government is working towards - of growing a fair, green economy, to invest in sustainable public services, tackle the climate emergency and eradicate child poverty.
