The Scottish Government will introduce legislation to implement the recommendations of the Working Group on Misogyny and the Criminal Law later this year, informed by responses to last year's consultation on draft legislative provisions to give effect to those recommendations.

To support general practice services, we have significantly expanded the primary care multi-disciplinary team workforce, with over 4,700 staff working in services including physiotherapy, pharmacy and phlebotomy at March 2023.

We are supporting development of these teams through an annual investment of £190 million in the Primary Care Improvement Fund which is distributed on an NRAC basis.

While we have made significant progress, we know that implementation gaps remain. That is why we have introduced the Phased Investment Programme, working with a small number of areas to demonstrate what a model multidisciplinary team can look like in practice. This programme will strengthen the evidence base on the national context for the implementation of multidisciplinary teams and inform future long term Scottish Government investment.

In addition, we have submitted our annual evidence to the DDRB for its recommendations on a pay uplift for GPs and will consider them carefully.

The Taskforce is making good progress with the development of its recommended actions and will continue to work until members have agreed a comprehensive action plan. We anticipate the publication of a report later in 2024. Since the establishment, the Nursing and Midwifery has held four ministerial led meetings in April, July, December 2023 and March 2024. Scottish Government officials continue to engage with their UK counterparts and the current work is focussed on creating the most appropriate regulatory environment to ensure the safety of the people of Scotland. Ministers have not yet held direct discussions with UK Government ministers.

Scottish Government officials are working with beauty industry representatives, environmental health officers, Healthcare Improvement Scotland and healthcare professionals on this important issue and the Minister for Public Health and Women’s Health is in continual contact with officials on this matter.

Our national guidance on recording and monitoring incidents of bullying in schools makes clear that all schools and local authorities are expected to record all incidents of abusive or violent behaviour.

In 2019, we introduced a consistent approach to recording and monitoring incidents in schools. The SEEMiS system was identified as the most appropriate tool for schools and local authorities to record incidents. The Scottish Government does not have any plans to introduce a new system.

We are currently considering the guidance as part of the review into the national anti-bullying guidance, ‘Respect for All’. The updated guidance will be published in late 2024.

In the meantime, I made clear in my statement to Parliament on 29 November and also reiterated in the strongest possible terms in the opposition debate on 6 March, my position on the need for more accurate recording of all incidents of inappropriate, abusive or violent behaviour in our schools. I continue to encourage all schools to do that, recognising that recording of physical or verbal incidents is a matter for individual local authorities.

The Population Programme Board was established in 2019 to support the Ministerial Population Taskforce, which is responsible for delivering Scotland’s national Population Strategy, published in 2021. Aligned to the Ministerial Taskforce, the Programme Board meets quarterly, with the next meeting due to take place in June 2024.

The Expert Advisory Group on Migration and Population was established in October 2018, in order to provide independent expert advice and analysis to Scottish Ministers on matters relating to migration and population. The Group meets around 4 times per year, with the next meeting due to take place in April 2024.
