The Scottish Government rightly made the decision to freeze some fares as part of its response to the cost of living crisis, however this is simply no longer sustainable.

Caledonian Sleeper fares will increase by 8.7% from 1 January, excluding seated tickets. Similarly, from 1 April 2024, all ScotRail fares will also increase by 8.7%, including season tickets and flexi-passes which have been frozen since January 2022.

We know that any increase is unwelcome for passengers, therefore we have kept the rise as low as possible to maintain the attractiveness and affordability of rail as a travel option. That is why we are extending our ScotRail peak fares pilot for a further three months until June 2024.

The timing of the ScotRail fares increase has been moved away from January, when personal budgets are often more stretched than other times of the year, to April bringing it into alignment with the financial year.

The basis of the increase has also been moved away from the use of RPI six months prior to January, to one based on CPI 12 months prior to April.

Fares remain, on average, lower than across the rest of Great Britain.

Grampian Regional Equality Council receives funding from the Scottish Government’s Equality & Human Rights Fund (EHRF). High-level EHRF outcomes are set out in Grant Offer Letters, and are as follows:

• People with protected characteristics have increased influence in decisions that affect them;

• the Scottish Government has better access to data and depth of information about the experiences of people with protected characteristics;

• the experience of people with protected characteristics is increasingly used to inform the policy and practice of public bodies; and

• public services increasingly embed equality and human rights in their strategic planning and their day-to-day functions.

Inspiring Scotland are the fund managers for the EHRF, acting on behalf of the Scottish Government. Inspiring Scotland engage with organisations directly to agree on workplans and set specific objectives and outcomes.

No payments or funding was provided to the Royal Scottish Forestry Society in 2022.

On 24 November 2023, the First Minister represented the Scottish Government at the Summit meeting of the British-Irish Council hosted by the Government of Ireland and chaired by the Taoiseach – Leo Varadkar. The meeting was attended by Ministers from six of the eight BIC Member Administrations with Northern Ireland represented by senior officials.

The theme of the Summit focussed on Transforming Children’s Lives: Tackling Child Poverty and Improving Wellbeing. This discussion offered the opportunity to understand the challenges being faced by all of the Governments across these islands and to share and learn from the range of initiatives being taken to tackle the issue.

On the Latest Political Developments item, Ministers took the opportunity to recognise the 25th anniversary of the Belfast/Good Friday agreement and to reflect on the importance of BIC as one of the institutions established under that agreement.

The Council discussed political developments in Northern Ireland and highlighted the importance of the restoration of enduring devolved power-sharing institutions as soon as possible. It also reflected on the situation in Israel and Gaza, the conflict in Ukraine, the Cost of Living Crisis and the forthcoming COP 28.

In the margins of the summit, the First Minister took the opportunity to hold bilateral meetings with the Taoiseach, the First Minister of Wales and the Secretary of State for Levelling Up, Housing and Communities.

Following the Scottish Government’s announcement of the proposed solar deployment ambition for Scotland in October, we are now working with industry and community stakeholders to agree a suitable level of community benefit for large scale solar projects. As a result, we will now publish our final Solar Vision with the Energy Strategy and Just Transition Plan in Summer 2024.

We intend to publish the draft Bioenergy Policy Statement for consultation in the new year, and before the end of February 2024.

The Scottish National Investment Bank (the Bank) reports on the Scottish local authority areas that have benefitted from its investments through its annual Impact Report. The Impact Report 2023, setting out the impacts of the Bank’s investment to the close of 2022, showed that 20 of Scotland’s local authority areas had benefitted from the Bank’s investments. An update will be published in the Bank’s Impact Report 2024.

Furthermore, the Bank provides a representative map of its investment portfolio on the Bank’s portfolio webpage. However, it is important to note that although a Bank’s investee may be headquartered in a single location, the impact the investment is having can be further widespread.

We are working to implement the commitments of our Neurological Care and Support – National Framework for Action 2020-25 , to improve the provision of co-ordinated health and social care and support, develop sustainable workforce models and ensure high standards of person-centred care.

Whilst the Framework is not condition specific, it covers issues affecting people with all types of neurological conditions, including dystonia.

Despite the disruption to health and social care services during the pandemic, we have sustained our efforts to deliver the commitments of the Framework, awarding £2.6 million since October 2020 to fund innovative projects working to improve outcomes for people living with neurological conditions. A midpoint progress report was published in July 2022.

The Scottish Government has been further working in partnership with NHS24 to update accessible public-facing information about dystonia , and other neurological conditions, for the NHS Inform website.

World Expos are regulated by the Intergovernmental Organisation - Bureau International des Expositions (BIE) and membership is reserved. Scotland’s participation is reliant on invitation from the UK Government to be a sponsor partner of the UK Pavilion. Building on Scotland’s successful participation at Expo 2020 in Dubai, the UK and Scottish Government are in discussion about opportunities to showcase Scotland at Expo 2025 in Osaka.

• The State Hospital Board for Scotland

All other Health Boards have prepared an adaptation plan.
