To ask the Scottish Government whether it will provide an update on the payment of the Winter Heating Payment.

As at Friday 24 March, Social Security Scotland had concluded the final processing of client data and expect all automatic payments to be made by 31 March.

This means that throughout February and March almost 400,000 low income households will have automatically received £50 financial support towards their energy bills for this winter.

In line with our policy, every eligible household in Scotland will have received reliable support, regardless of the weather or where they live. At a time when energy bills are increasing, this investment of over £20 million will have provided an important financial contribution to many low income households, including those with disabled people, young children and older people, many of whom would not have received a £25 Cold Weather Payment in previous years.

Even though there is no statutory requirement to do so, I have already made the decision to uprate Winter Heating Payment in April 2023 by 10.1%, to £55.05, recognising the difficulties people are facing and will be facing going forward.

There are a very small number of payments requiring manual intervention prior to being processed, for example where we are awaiting further information from the eligible person, and Social Security Scotland is taking all measures to ensure that those final payments are made as soon as possible.

A first release of Official Statistics on Winter Heating Payment will be published on
‎ 6 June 2023 and then on an annual basis in future. These will be available on Social Security Scotland’s statistics publication page at:

To ask the Scottish Government whether it will provide an update on the independent review of the Scottish Welfare Fund.

The Scottish Government welcomes today’s publication of the Independent Review (the “Review”) of the Scottish Welfare Fund (the “SWF”) . The Review highlights the importance of the SWF as a national safety net. It provides an essential source of crisis support and helps with independent living. The Review confirms that local delivery remains the right approach for getting financial assistance to people in need.

The SWF is a lifeline for many people and the Review recognises the positive impact it has on recipients. We acknowledge the SWF is a vital service and note its importance at a time of crisis. We therefore want to ensure it is a programme that continues to deliver for people in the best way possible. After a decade in place, it is time to make improvements to ensure the SWF remains a robust and reliable service. That is why we commissioned Ipsos Scotland to undertake this comprehensive Review. We thank all those who have been involved in the Review and for the suggestions for improvement.

Since the SWF began in 2013, in excess of £360 million has been paid to more than 490,000 households. The current financial pressures facing many households and the hardship that brings has shone a spotlight on the need for such emergency funds, and we can be proud we have a national service like the SWF in place to provide support for people in need. There is no doubt that the current cost of living crisis and the inadequacy of UK Government welfare for everyday living has contributed to increased demand for the SWF.

We note there is no desire for a centralised SWF system, but it is clear we must increase parity and consistency of application and decision making across the country, as well as improving the promotion of the SWF. These will be central to our improvement actions.

We will now act on the findings of the Review and assess future sustainability of the SWF. We will establish a Policy Advisory Group to inform an action plan to make the improvements the SWF needs to ensure it continues to deliver for those in need. We will also continue to work closely with Councils and stakeholders in this work and plan to publish the action plan by the end of Spring 2023.

We will address directly the suggestions for improvement in the Review and take action to ensure grants are delivered consistently, effectively and efficiently by:

Improving clarity and consistency of communication and promotion of the SWF to the public so no matter where people live, they know what they are eligible for, to maximise knowledge about the SWF from before and through the application process;
Increasing and strengthening consistency of decision making to address the disparity between council areas;
Increasing awareness and improving accessibility to the SWF;
Simplifying and streamlining the application process including the form content;
Reducing processing timescales and assessment prioritisation;
Updating statutory guidance; and,
Creating a new data, monitoring and audit approach.

Our approach to the action plan will be guided by four key objectives, which are to:

1. Assess the evidence base from the Review and develop policy improvements in collaboration with stakeholders including through a Policy Advisory Group;

2. Strengthen the relationship with delivery partners in Local Authorities, the Scottish Public Services Ombudsman and the Scottish Prison Service, ensuring that policy improvements are implemented well;

3. Implement policy improvements in a sustainable way and establish an outcome auditing process to measure ongoing effectiveness; and,

4. Support the sharing of best practice and communicate positive outcomes driven by the SWF in the longer-term.

To ask the Scottish Government what its position is on the recommendations in the 2023 series on breastfeeding by The Lancet, which include calls for governments to provide more accurate and timely information about breastfeeding and infant behaviours, an end to any exploitative marketing used by the baby formula milk industry, and more recognition of any economic contribution that breastfeeding makes to society.

We welcome the 2023 Lancet Series on breastfeeding and will consider its recommendations in due course.

Scottish Government is committed to supporting breastfeeding as the normal nutrition for babies. We have invested over £7m of additional funding over the past four years to NHS Boards and partners, to improve breastfeeding experiences.

Globally, it is recognised that breastmilk and breastfeeding provide clear health benefits to both mother and baby, over infant milk formula.

We believe that every child should get the best nutritional start in life, and that families should be able to make fully informed choices on how they feed their baby.

To ask the Scottish Government how it will work with the gaming industry to help promote and grow the sector, in light of the recently held first ever Scottish Games Week.

Firstly, I would like to congratulate all those involved in making Scottish Games Week a hugely successful event.

Scotland has a rich history in the gaming industry and we are proud to have funded Scottish Games Week through the Scottish Government’s Start-up Ecosystem Fund.

That said, we believe gaming has more to offer to the Scottish economy in the years to come. Game developers have shown that their skills and creativity can be applied much more widely, delivering innovative solutions to help solve problems in other areas such as education and healthcare. That is why our Chief Entrepreneur, Mark Logan, is engaging closely with sector leaders to explore opportunities to catalyse the sector’s growth, including how it can benefit from our £42m investment in a new network of tech-scalers – world-class environments to start and scale new companies.
