Following the UK Chancellor's July statement, the Scottish Government continues to face the most challenging financial situation since devolution.

Whilst any reduction is regrettable, we remain committed to taking forward our work across mental health, working closely with key partners. Our collective focus has to be on making as much difference as possible with our funding.

We continually monitor both CAMHS and Psychological therapies (PT) waiting times performance and directly engage with all 14 territorial NHS Boards. The latest CAMHS and PT waiting times statistics published on 3 September 2024 show positive signs of improvement. However, we are not complacent and continue to direct enhanced support to those NHS Boards with the longest waits.

A number of public health campaigns will continue to run. Public Health Scotland will continue to undertake targeted communications work for vaccine programmes, including Winter Flu, to ensure those who are eligible for vaccinations are aware and encouraged to take them up. The Scottish Government’s Detect Cancer Early and Dementia campaigns are currently running and a number of public health topics continue to be supported by social media, public relations and partner marketing, which is delivered directly by the Scottish Government Communications Directorate.

My officials are in exploratory discussions with the service provider and users of the Timberlink ferry service to explore the future of the contract. As part of this officials are engaging with Timberlink users to assess the feasibility of introducing a new funding contribution from them. At this stage no formal impact assessment has been undertaken.

£97.1m in Barnett consequentials was received in 2021-22. The cumulative spend of the programme to date is £9.m, spend of £0.5m was incurred in quarter one 2024-25 to support programme delivery works. The Scottish Government has not made a recent assessment of the legislative requirement for Crown Estate Scotland to obtain market value in its transactions. An assessment is not required under the Scottish Crown Estate Act 2019.

The Scottish Government remains committed to modernising deer management to tackle high deer numbers, specifically in order to help us to achieve our biodiversity and carbon objectives. We continue to pursue a range of actions to deliver this commitment.

The Scottish Government’s future legislative programme has been set out as part of the 2024-25 Programme for Government. The Natural Environment Bill will be introduced this Parliamentary year, which will bring forward significant reforms to the Deer (Scotland) Act 1996.

In the meantime we are working on those Deer Working Group recommendations that do not require primary legislation through the Strategic Deer Board.

In addition to this there are three pilot incentive schemes led by NatureScot and the Cairngorms National Park Authority which will launch this autumn to financially support deer managers to control numbers of deer in specific parts of Scotland in response to the climate and nature emergencies.

Further to the answer to S6W-24007 on 4 June 2024, Scottish Government officials regularly meet Department for Work and Pensions (DWP) and have reiterated the need for effective co-operation on these matters in order to ensure that any negative impact on people receiving Scottish social security benefits can be mitigated.

The Scottish Government has consistently opposed the Work Capability Assessment reforms as proposed by the previous UK Government, and will continue to call on the current UK Government to choose to protect people's incomes and not implement the proposed changes.
