The Scottish Government recognises the difficulties facing the audiology sector, as highlighted by the Independent Review of Audiology services, which reported in August 2023. Audiology is now being considered as a clinical priority area, and improvement work is being progressed through the National Planning and Delivery Board led by the Chief Operating Officer – NHS Scotland. This has necessitated re-phasing of our commitment on community hearing. We will continue to work with the NHS, Third Sector, private providers and those with lived experience to identify and inform an appropriate model of community care for any future service.

Taxis and private hire cars (PHCs) are licensed under the Civic Government (Scotland) Act 1982.

While the Scottish Government has responsibility for the overarching legislation, the day to day administration of the licensing regime is devolved to independent licensing authorities – in effect the 32 Scottish local authorities.

All licensing authorities have wide discretion to determine appropriate licensing arrangements according to local needs and circumstances and their own legal advice.

Within this context, the information requested is not held by the Scottish Government. These are operational matters for individual taxi drivers and/or operators, in conjunction with licensing authorities.

In May 2023 the Scottish Government published updated best practice guidance for local licensing authorities and taxi and PHC operators on the licensing of taxis and PHCs and their drivers.

The guidance was updated with the assistance of a working group that consisted of representatives from the Scottish Government, Transport Scotland, various local licensing authorities, taxi and PHC trade representatives and UNITE the Union.

Chapter 5 (vehicles) of the guidance provides examples of best practice that independent licensing authorities may wish to consider in relation to security in vehicles, such as the use of CCTV.

The Scottish Government is fully committed to keeping The Promise by 2030. Given the cross Governmental scope of the activity related to The Promise, the First Minister regularly discusses the commitment and has undertaken various engagements with the care community, meeting with children and young people with care experience, and the workforce who support them. To mark the recent 5th anniversary of the Promise the First Minister wrote to the care experienced community re-enforcing his commitment to The Promise and met with students with care experience at Glasgow University to discuss their experiences. The First Minister also chairs the Cabinet Sub-Committee on the Promise which was established to guide and support the cross-portfolio focus needed to deliver The Promise.

We review YouthLink Scotland’s No Knives, Better Lives programme regularly to consider how it can continue to help prevent violence and reduce its harm. Part of this work has included the creation of the Quit Fighting for Likes Campaign, developed by the Scottish Violence Reduction Unit, YouthLink Scotland No Knives, Better Lives and Medics Against Violence. Launched on 11 September 2024, the campaign provides a suite of resources aimed at frontline practitioners to help engage young people in conversations to help them understand the impact and harms caused around the filming and sharing of violent incidents.

The campaign, including the accompanying practitioner resources, remain available to access on the websites of the Scottish Violence Reduction Unit and YouthLink Scotland No Knives, Better Lives. It is intended that the campaign will be re-run again after the school summer holidays.

As set out in answer to Parliamentary Question S6W-34995 on 27 February 2025, the implementation phase of the Nursing and Midwifery Taskforce has now begun, and two Implementation Delivery Groups are being established to oversee swift delivery of all 44 recommended actions. One group, chaired by the Interim Chief Nursing Officer, will meet at the end of February and then recurrently every 6 - 8 weeks. A further Implementation Delivery Group will be chaired by the Cabinet Secretary for Health and Social Care and will meet in Spring and then every six months. These two Groups will ensure that priorities are clearly defined, progress is measurable, and key milestones are met. A detailed work plan and timeline to guide the delivery of the recommended actions will be agreed in Spring.

I was first informed about the BBC Disclosure Programme on 24 January 2025.

Since I was made aware of the specific allegations in the programme, my officials have been in regular contact with NHS Greater Glasgow and Clyde to seek assurances about current practice.

On Wednesday 26 February, myself and the Cabinet Secretary for Health and Social Care met with the Chief Executives of NHS Greater Glasgow and Clyde, NHS Lothian and NHS Tayside, where inpatient units are located. They provided me with assurance that the allegations in the programme are being taken very seriously, that internal and external review processes are underway, and that appropriate governance arrangements are in place.

To provide further external assurance, I have asked NHS Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission to carry out a series of joint visits to all three adolescent inpatient units in Scotland, as well as the National Child Inpatient Unit.

HIS and the Commission will use these visits to recommend what is required to ensure the quality and safety of our CAMHS inpatient units in the future.
