We intend to provide free foot passenger travel on inter-island ferries for under 22-year-old island residents within the Outer Hebrides, Orkney, and Shetland Island groups.

We also intend to extend the existing ferry concessionary scheme - which provides 4 journeys to or from the mainland each year for 16-18 year-old islanders - up to and including 21 year olds across Scotland.

We have no current plans to extend this further and have therefore not considered in detail any operational issues or matters such as implementation costs.

High level estimates, based on a range of assumptions, for annual spend on CalMac and NorthLink ferry passenger fares for island-based residents under 22 years old would be as follows:

(a) – Argyll and Bute Council area: Between £0.5m and £0.7m.

(b) – North Ayrshire Council area: Between £0.3m and £0.4m

(c) – Highlands & Islands Scottish Parliamentary Region: Between £ 1.2m and £ 1.6m

The figures are rounded to the nearest £0.1m and the range in costs reflects potential travel behaviour change.

The Scottish Government does not hold this information. Local authorities make their own decisions about how to prioritise the provision of after school clubs based on local need.

Through our School Age Childcare (SACC) Programme, the Scottish Government is currently investing in designing and testing funded school age childcare services within targeted communities across Scotland, in order to understand what it takes to deliver SACC that supports those families most at risk of living in poverty. This includes our Early Adopter Communities in 6 Local Authority areas, our Extra Time Programme in partnership with the Scottish Football Association, and our Access to Childcare projects.

Latest data published by Public Health Scotland on 25 February 2025 shows total spend on mental health in Scotland has increased by £179.6 million to £1.486 billion in 2023-24. That is 9.03% of total net NHS expenditure, up from 8.53% in 2022-23. Spend on child and adolescent mental health services (CAMHS) has increased by nearly £19.4 million to over £134 million. This is 0.82% of total spend, up from 0.75% in 2022-23.

We remain committed to delivery of the commitment and the latest data shows good progress is being made, however, as we all know, there are continued and unprecedented challenge to the public finances.

That means that achieving the targets in practice will depend on the outcome of future budgets. It is also dependent on the financial decisions taken by NHS Boards, and their partners, on the continued local investment needed to achieve the targets.

We will continue to closely monitor our progress towards both the 10% and 1% over the remainder of the Parliamentary term.

The Scottish Government is committed to ensuring that people living in Scotland with musculoskeletal conditions can access the best possible care and support.

We expect health care professionals and NHS Boards to deliver high quality person-centred care to those living with musculoskeletal conditions in line with best practice guidance. The Scottish Government has commissioned the Centre for Sustainable Delivery (CfSD) to manage a Rheumatology Specialty Delivery Group, which includes nominated multi-disciplinary representation from all Health Boards providing Rheumatology services.

Scottish Government officials and the CfSD national planned care team meet monthly with the Chief Operating Officer and Acute Directors from all mainland Health Boards to review performance and delivery across all Planned Care specialities, including rheumatology. Meetings with the island health boards are generally on a bimonthly basis.

Research conducted by Public Health Scotland estimated that Minimum Unit Pricing had reduced alcohol-attributable deaths in Scotland by 13.4%, or 156 per year, up to the end of 2020, compared to what would have happened if Minimum Unit Pricing had not been in place.

Data on alcohol-specific deaths for 2024 is due to be published later this year. The Business and Regulatory Impact Assessment for the continuation and future pricing of Minimum Unit Pricing includes estimated impacts of a 65p per unit minimum price on mortality outcomes based on modelling undertaken by the University of Sheffield. It is estimated that, compared to the removal of Minimum Unit Pricing, a minimum price of 65p per unit would result in 110 fewer alcohol-specific deaths in the first year. Additionally, it is estimated that there would be 191 fewer all-cause deaths, as reducing alcohol consumption can prevent deaths from causes beyond those wholly attributed to alcohol, such as injuries or other health conditions.

Our delivery agencies, including Scottish Enterprise, Business Gateway, and the Scottish Chambers of Commerce, play a pivotal role in delivering this support. Working with the Scottish Government, they will be instrumental in implementing the report's recommendations, providing tailored advice, assistance, and international market access opportunities to help women-led businesses succeed on the global stage. Through these efforts, we aim to foster a more inclusive and dynamic exporting landscape in Scotland.

Any form of violence is unacceptable and will not be tolerated. Schools should be safe and consistent learning environments for all.

Since May 2023, we have responded to teachers’ concerns about relationships and behaviour in a number of ways. This includes the publication of new guidance on gender-based violence, updating our guidance on mobile phones and anti-bullying, and providing £900k to local authorities to support training of support staff.

In August 2024, we published a joint relationships and behaviour in schools action plan with COSLA. The action plan sets out 20 actions to be taken by 2027 at both national and local level to help support schools to improve relationships and behaviour. This includes guidance on the use of consequences in schools and updating our national guidance on exclusions.

In addition, in 2025-26 we are providing:

• A further £29 million of additional investment to local authorities for additional support needs.
• £130 million Pupil Equity Funding to schools.
• £186.5 million to local authorities to restore overall teacher numbers across the country to 2023 level, and maximise the number of teaching posts available.

Finally, through implementation of the Violence Prevention Framework for Scotland, we have invested over £4m in the last two years to help prevent and reduce violence across Scotland. Over 2024-25, £2m of this investment has been used to support delivery of prevention activity including action focussed specially towards young people in collaboration with a range of partners.
