The statistics that Social Security Scotland publish on Child Disability Payment applications are a snapshot in time. The high level statistics from the 26 July to 21 November 2021 show only part 2 application forms that were registered up until the 21 November.

Applications without a part two registered by the snapshot date can be due to applicants still being within the six-week time period following completion of a part 1 application, and a part 2 may be registered after this snapshot date. In such instances, part 2 applications will be reported in subsequent statistics publications and will still have the opportunity to progress. Those applications where a part 2 application is not submitted may be as a result of repeat applications or the applicant already being in receipt of Disability Living Allowance for Children.

The First-tier Tribunal for Scotland (Housing and Property Chamber) features within the Scottish Tribunals Annual Report. In addition to this the Housing and Property Chamber has recently published a statistical report which provides information including; the jurisdictions of the Chamber, the application process, case volumes and outcomes. The First-tier Tribunal for Scotland Housing and Property Chamber (Procedure) Regulations 2017 section 26.-(10) requires that a decision of the First-tier Tribunal with a statement of reasons must be published. The Housing and Property Chamber has developed searchable databases of all decisions, from each jurisdiction, which can be found using the following link:

In accordance with Section 78 of the Tribunals (Scotland) Act 2014, the President of Tribunals is to prepare an annual report about the operation and business of the Scottish Tribunals. To draft this report, the President of Scottish Tribunals requests that each chamber president within the First-tier Tribunal provides details as to their chamber's business and any important changes or projects within their respective chambers. This information is collated by the Judicial Office for Scotland and then presented to the President of Scottish Tribunals for consideration and approval. S78(3) provides the statutory basis for the information that is to be contained within the report, primarily that the annual report must explain how the Scottish Tribunals have exercised their functions during the financial year, as well as any other information that the President of Scottish Tribunals deems appropriate. The report is approved by the Lord President and sent to the Scottish Ministers in advance of publication.

A copy of this letter will be placed in the Scottish Parliament Information Centre (bib number 63213) and published on the Scottish Courts and Tribunals Service website.

On 23 December 2021 we published a report on implementation of the actions set out in the Tackling Prejudice and Building Connected Communities Action Plan (2017). The report shows encouraging progress has been made towards tackling hate crime in Scotland, with successful delivery of the vast majority of actions in the 2017 Action Plan.

Publication of this report allows the Scottish Government and partners to take stock of and refresh approaches to tackling hate crime. As such, and building on progress in this area, we will work with key delivery partners to develop a new hate crime strategy, for publication later this year. The new strategy will help guide how we tackle hatred and prejudice – including Islamophobia – in Scotland and will also support implementation of the Hate Crime and Public Order (Scotland) Act 2021.

We are in the process of convening a strategic partnership group to provide a robust, multi-agency approach to development of the new hate crime strategy. Consideration is also being given to other necessary engagements that will allow for a range of voices to shape the strategy as it develops. We would therefore like to reiterate our previous commitment to working collaboratively on Islamophobia, including on the range of issues highlighted within the report of the public inquiry into Islamophobia in Scotland.

The Scottish Government works closely with the Scottish Fiscal Commission to provide the data and information necessary to inform their forecasts.

The Scottish Fiscal Commission outlined the uncertainties of forecasting Adult Disability Payment in their August 2021 publication, which can be found at https://www.fiscalcommission.scot/wp-content/uploads/2021/10/Scotlands-Economic-and-Fiscal-Forecasts-August-2021-Full-Report-Revised-October-2021.pdf . This includes a detailed sensitivity analysis and a description of the Adult Disability Payment forecast uncertainty.

The accuracy of these forecasts are reviewed and updated throughout each forecasting process, using the latest data and developments. The Scottish Government will continue to mitigate risks through taking a responsible and capable approach to Scotland’s finances.

The Scottish Government does not hold information on the number of reported incidents that may be homophobic in nature. Data is available on the number of police recorded hate crimes that include an aggravation for sexual orientation, the vast majority of which were found to be for prejudice towards the gay and lesbian community in 2018-19.

The Scottish Government published a study on the characteristics of police recorded Hate Crime in February 2021. This includes details on the characteristics of these cases, based on a random sample of police recorded crimes. The following table shows the number of sexual orientation aggravated hate crimes recorded by Police Scotland for (a) South Ayrshire, (b) East Ayrshire and (c) Scotland (for reference) from 2015-16 to 2019-20. The number of hate crimes with a sexual orientation aggravation presented below is higher than the figures provided in the aforementioned study. This is because the table also includes hate crimes that have multiple aggravations (one of which is sexual orientation).

The study also looked in more detail at the prejudice shown by perpetrators. In the vast majority (94%) of sexual orientation aggravated hate crimes in 2018-19 the perpetrator showed prejudice towards the gay and lesbian community. In over two-thirds (69%) of crimes the words used or actions taken by the perpetrator showed a prejudice towards the gay community, with a further quarter (25%) showing prejudice towards the lesbian community. In 2018-19, the study showed that 39% of sexual orientation aggravated hate crimes had a Police Officer as a victim. Due to the sampling design, it is not possible to provide this information at a local authority level.

A second study into the characteristics of police recorded hate crime is due to be published this year. This will provide a similar type of detailed disaggregated data and information on police recorded hate crimes for the year 2020-21.

The following table shows how many school-aged children are in each local authority (as at September 2020) and how many devices have been distributed by councils using the £25m digital inclusion funding made available by Scottish Government in 2020-21.

Local authorities across Scotland have a range of approaches to provision of technology in schools, including some councils who have undertaken to provide cohorts of their school population with devices using their own budgets. We do not hold information centrally on those approaches, therefore, the table below only shows devices distributed through the funding made available by Scottish Government in 2020-21.

The Scottish Government is committed to ensuring that all school-aged children and young people in Scotland have access to a digital device by the end of this parliament.

Some of these homes will have been supported by Scottish Government funding and some will have been financed through other routes.

We do not hold related council tax band information.

The Scottish Government provides funding to local authorities through the local government funding settlement for the provision of continuing care and aftercare services, which includes provision of accommodation for care leavers. Local authorities have a statutory responsibility to provide support to eligible care leavers and it is the responsibility of each authority to decide how funds are allocated to services within their area.

There are currently no plans to undertake such a review. The Scottish Government receives a low level of correspondence about how the system of house buying and selling operates in Scotland.
