The SSSC has been administering Postgraduate Bursaries on behalf of Scottish Government since 2004. Funding of £2,655m each year is provided to support up to 300 students undertake the postgraduate course in social work.

A review of the scheme was undertaken by SSSC in 2021 to widen access to eligible postgraduate students. In response to Covid -19 Scottish Government approved a Hardship Fund for postgraduate social work students in May 2020. The fund remains in place.

As part of the 2021 Manifesto Commitments, the Scottish Government committed to undertake a review into the funding provision for postgraduate students. The review will be led by SAAS and areas for exploration are in the early development stages and therefore I cannot confirm at this stage what courses will be considered as part of the review.

Local authorities have discretion over whether they provide the £150 cost of living payment as a credit to the council tax accounts of eligible households or as a cash payment, with the overriding objective being that payments are made by the end of April 2022. Eligibility is not determined by the age of those present in the household but is based on whether the home is in council tax valuation bands A, B, C or D, or, in any council tax band and the household is in receipt of a council tax reduction. Additionally, certain types of household exempt from council tax are eligible to receive this payment, including where properties are unoccupied because the resident has gone to someone else's home to provide care or the resident receives care elsewhere .

The Scottish Government is acutely aware of the importance that our social work workforce has on Scotland’s community, particularly in the lives of our most vulnerable individuals. In order to fully support our community, the capacity and skill level of our social workers is of vital importance.

Although no specific campaigns have been run to raise awareness of the potential to study in the social work field, social work degree courses are often found to be oversubscribed year on year. There are currently nine universities in Scotland who deliver social work programmes. The number of individuals applying for these courses continues to exceed the number of places available, with an overall increase of almost 100 individuals in the last three years. This is shown by 629 applications in 2018-19 versus 720 applications in 2021-22.

As part of their response to the Covid-19 pandemic, the Scottish Social Services Council (SSSC) on behalf of Scottish Ministers developed the Temporary Social Work Register. This was a public campaign which called for anyone who had left the social work profession in the last five years, as well as final year social work students, to re-join the field on a temporary basis to help alleviate some of the pressures which the pandemic caused. This initially encouraged an influx of almost 300 applications to re-join the sector, with many finding employment.

Whilst no public campaigns were run for employment specifically in the social work field, the Scottish Government has undertaken three phases of the ‘CaretoCare’ campaign, which encourages individuals into a career in Adult Social Care, therefore raising awareness for the social services sector as a whole.

Local authority feedback indicates that all learning, teaching and play spaces in Scottish schools and ELC settings have received CO2 assessments and, at a point in time (in the most part before the October holidays 2021), around 2-4% (around 2,000) of those spaces had been problematic. Problematic spaces are defined as those having consistently high CO2 readings (above 1500ppm) despite basic mitigation measures being implemented.

Following the assessment, local authorities will have then taken remedial action and therefore we would expect the issues in those problematic spaces to have been addressed.

However, ventilation is a complex issue requiring, among other things, ongoing monitoring and management. For example, changes in room use or weather conditions can result in assessments of air quality changing over time, requiring fresh remedial action.

Our guidance makes clear that all learning, teaching and play spaces should be assessed at least once per week. The Scottish Government has agreed formal reporting requirements regarding the number of remaining problematic spaces with local authorities. We will provide an update to the Education, Children and Young People Committee in due course, subject to receipt of local authority returns.

Feedback from local authorities last term confirmed that there were around 27,000 CO2 monitors deployed across Scottish schools.

We and our local authority partners recognise the importance of continuing monitoring in schools and ELC settings. Guidance has been updated to advise that every learning, teaching and play space should be monitored at least one full day every week.

We expect to be able to provide the Education, Children and Young People Committee with updated figures for the number of CO2 monitors purchased and deployed by local authorities in due course.

The precise details about CO2 monitors being used are not held by the Scottish Government, as it is the statutory responsibility of local authorities to manage their school estate.

Vessel procurement is not considered as part of this assessment.

The vessel procurement strategy will be taken forward in the Islands Connectivity Plan and details have already been included in the Infrastructure Investment Plan.

The Scottish Government ensures the continued provision of safe and efficient ferries that play a vital role in the economic, social and cultural life of our island and remote communities. Transport Scotland implements ferry policy on behalf of Scottish Ministers including by providing financial subsidies to the operators of ferry routes or networks that it considers to be lifeline and required for communities to be viable.

The operators on the Clyde and Hebrides and Northern Isles routes provide ferry services under tendered contracts with Scottish Ministers, thereby ensuring sustainable and improving services will be provided to communities through these contracts until 2024 and 2028 respectively.

I am delighted to advise Parliament that Dr Jacqueline Taylor, past President of the Royal College of Physicians and Surgeons of Glasgow, will be the Independent Chair of the National Audiology Review Group. Dr Taylor brings a wealth of Scotland wide clinical and training experience to the role. She will provide strong leadership in the delivery of an independent and evidence led review.

While it will be for the Chair to determine how the review is best taken forward, I know we share the determination that the outcome of the review leads us to ensuring our hearing services are fit for purpose across Scotland. The National Audiology Review Group will be tasked with providing recommendations for a national plan for improvement. To achieve this we will also work closely with our partners and wider stakeholders.

A further update will be provided to Parliament detailing the remit of the review, its membership and timetable for reporting once it has been agreed with the Chair.

A high level summary of the main aspects and consultation responses is provided as follows:

Section 34 of the Transport (Scotland) Act 2019 Act (“the Act”) provides local transport authorities (LTAs) with the power to run their own services in any way they see fit within the wider context of their obligations. This power sits alongside their existing ability to subsidise services. On this, respondents indicated no desire for additional duties to be imposed on LTAs in how they run services. Instead, respondents made suggestions on supporting information to help implement this provision, including in relation to legislative requirements, competition impacts, the sharing and generation of data and information for planning public transport networks, examples of best practice and case studies, and funding for LTAs to implement the provisions.

Sections 35 to 37 of the Act provide for Bus Service Improvement Partnerships which are a new type of statutory partnership between LTAs and bus operators. As part of a partnership, a range of service standards can be set, including on the frequency or timing of services, the vehicles used, maximum fares charged for particular journeys, and the pricing of multi-operator travel cards. Respondents commented on a range of aspects relating to the operation of the model, including processes related to the preparation, variation and revocation of partnership plans and schemes, the partnership voting mechanism, accessibility provisions and the scrutiny of the partnership, among others.

Section 38 of the Act provides for local services franchising which allows LTAs to award exclusive rights for the operation of a service or services to the most competitive bidder for a set period under certain conditions. During this period, no other operator can run those services. On franchising, respondents commented on guidance required for LTAs on the making of a franchise assessment, guidance for auditors assessing the LTA’s business case for a franchising framework, relevant information required, and the composition of the independent panel considering the making of the framework.

In relation to the implementation timeline, we plan to commence section 34 of the Transport (Scotland) Act 2019 (Provision of bus services etc. by local transport authorities) before the summer recess and lay the legislation necessary for commencement of section 39 (provision of service information when varying or cancelling a registration) before the end of this year. We aim to introduce the necessary secondary legislation for sections 35 to 38 (Bus Service Improvement Partnerships and local services franchises) before the end of 2023.

Shona Robison: There is no central source for this information, however some of this information is held by local authorities and the Scottish Fire and Rescue Service (SFRS).

In November 2019, the Scottish Funding Council published a call for information to Scotland’s Colleges and Universities to seek assurances on fire safety in their respective estates. All Universities and colleges advised they had collated up to date information on the cladding types used on their buildings. All but one of 28 institutions reported satisfaction that all reasonable steps have been taken to ensure that where cladding is present, it is safe. The Scottish Government relayed this information to SFRS.

The Scottish Fire and Rescue Service (SFRS) are the enforcing authority for most non-domestic premises that are covered by Scottish fire safety legislation i.e. Part 3 of the Fire (Scotland) Act 2005, as amended and the Fire Safety (Scotland) Regulations 2006. SFRS have a risk-based audit programme which targets activities and resources at premises which offer the greatest risk to the safety of relevant persons in the event of fire. SFRS enforcement activity is about promoting and enabling sustained compliance with the law. It also ensures that actions are taken to deal promptly with serious risk and that duty-holders who fail in their obligations are held to account. Confidential information on fire safety and to some extent, building construction, is therefore collected and evaluated as part of a SFRS enforcement audit.

Building warrant applications are checked by local authority verifiers for compliance with the building standards (including fire safety as set out in Section 2 of the Technical Handbooks). During construction, a Reasonable Inquiry process allows for assessment of the works in accordance with the approved (compliant) building warrant drawings. Only after a new building’s completion certificate is accepted by the verifier can the building be occupied. Local Authorities keep building standards registers, including building warrant records.
