We continue to progress the preparation stages on the A96 Dualling Inverness to Nairn (including Nairn Bypass) scheme with a view to completing the statutory process. This includes the significant work required to prepare for publication of made Orders, including the Compulsory Purchase Order, in the coming weeks. Subject to no legal challenge being received, the Scottish Ministers will then have the relevant powers to acquire the land necessary to construct the scheme.

Delivery of the scheme can only commence if approved under the relevant statutory procedures and thereafter a timetable for progress can be set in line with available budgets. It is not possible to set a firm programme for delivery of the scheme until statutory consents are completed.

The former First Minister, Alex Salmond, met with Hinduja Global Solutions on 12 October 2010 in New Delhi and the Deputy First Minister met with the company in Bangalore on 28 November 2018.

On 9 February 2016, the former Minister for Youth and Women's Employment, Annabelle Ewing MSP, visited the company’s Selkirk office; the former Minister for Business Fair Work and Skills, Jamie Hepburn MSP visited the Selkirk office on 18 October 2018; and the Deputy First Minister visited the Selkirk office on 12 February 2019.

The First Minister met with Hinduja Global Solutions at the City of London Corporation and Scotland Finance and Investment Partnership Dinner held at Mansion House in London on 19 April 2022.

South of Scotland Enterprise (SOSE), the Scottish Government’s dedicated economic agency for the South of Scotland, has had the most recent discussions with Hinduja Global Solutions about its fair work practices, including wages and terms and conditions. These discussions formed part of the work to secure a SOSE grant to support the creation of up to 250 jobs.

SOSE advised in discussions with Hinduja Global Solutions that organisations supported through grant funding would be committing to adopting Fair Work First in the delivery of projects which are funded by SOSE. The terms of grant award included such reference of committing to working on becoming a Fair Work employer, plus working towards achieving the Fair Work First criteria including:

• appropriate channels for effective voice, such as trade union recognition.
• investment in workforce development.
• no inappropriate use of zero hours contracts.
• action to tackle the gender pay gap and create a more diverse and inclusive workplace.
• payment of the real Living Wage.
• offering flexible and family friendly working practices for all workers from day one of their employment; and
• opposing the use of fire and rehire practices.

Hinduja Global Solutions is also required to work with SOSE, Skills Development Scotland, education and training organisations and/or institutions to recruit “disadvantaged workers” and long-term youth unemployed, and from areas of multiple deprivation.

Prior to the formation of SOSE, Scottish Enterprise (SE) worked with Hinduja Global Solutions to support new inward investment opportunities, and as with all companies it works with, SE encouraged progressive working practices in its discussions with the company.

The Curriculum for Excellence enables teachers to tailor the content of lessons to best suit learners in their particular circumstances. Within the broad general education there is the opportunity to teach the Holocaust both within the people, past event and societies section of social studies and across the wider curriculum. There is also an opportunity to teach the holocaust within the History qualifications in the senior phase.

The curriculum in Scotland is built around 4 central tenets, that young people will become successful learners, effective contributors, confident individuals, and responsible citizens. Enabling young people to develop into responsible citizens requires them to understand both modern day and historic discrimination. One way this is built into our social studies curriculum is through the requirement for learners to demonstrate the following experiences and outcomes:

• I can discuss why people and events from a particular time in the past were important, placing them within a historical sequence.
• I can discuss the motives of those involved in a significant turning point in the past and assess the consequences it had then and since.
• Through researching, I can identify possible causes of a past conflict and report on the impact it has had on the lives of people at that time.
• Having critically analysed a significant historical event, I can assess the relative importance of factors contributing to the event.
• I can express an informed view about the changing nature of conflict over time, appreciate its impact and empathise with the experiences of those involved.

A wide range of resources are available for schools to promote learning and teaching about, and remembrance of, the Holocaust. These resources focus on the Holocaust but also promote awareness of Jewish people, culture and their contribution to society and address the issue of antisemitism in the world today. Professional learning to support teachers to embed Holocaust education across secondary schools in Scotland is also available, including a subsidised standalone Masters module on Citizenship and Holocaust Education.

There is no specific content embedded in the curriculum. Curriculum for Excellence is a flexible curriculum, which enables teachers to tailor the content of lessons to best suit learners in their particular circumstances

Whilst I have not met with the Hunterston B nuclear power station director, either in person or virtually, since taking up the post of Cabinet Secretary for Net Zero, Energy and Transport in May 2021, I did meet with Matt Sykes, the Managing Director for EDF Generation in December 2021.

The discussion focussed on various issues pertaining to EDF Generation, EDF Renewables and their role in supporting Scotland on the road to Net Zero. This included the closure of Hunterston B, which ceased electricity generation in January 2022 with the plant currently being decommissioned.

Following the A9 Dualling Co-Creative Process and other consultations Transport Scotland is currently progressing design and assessment work to identify a preferred route option for the Pass of Birnam to Tay Crossing section of the A9 Dualling. It is expected that a preferred route option will be announced in the coming months, with all four options currently under consideration improving access to Dunkeld and Birnam station. If the option selected impinges or interferes with the operation of the station then we will also look to improve accessibility for road and rail users.

As previously stated Rail accessibility is a reserved matter for the UK government and the criteria for selection for an accessibility scheme is set by the Department for Transport and assessed by them via the Access for All scheme:- Access for All: funding to improve accessibility at rail stations - GOV.UK ( www.gov.uk ). Currently, Dunkeld and Birnam station does not meet the UK government’s criteria for accessibility investment. At this moment in time, there are no plans to update the railway station.

The outer boundary maps of the successful Green Freeport bidders will be published in due course.

Since the Scottish Government's £50m Ukraine Longer Term Resettlement Fund was launched on 22 September 2022, there has been two successful applications:

Aberdeen City Council has been awarded up to £6.150m for up to 500 void properties on 28 October 2022.

North Ayrshire Council has been awarded up to £0.486m for up to 30 void properties on 6 October 2022

This follows on from a pilot project, where we awarded £5m to North Lanarkshire Council for the refurbishment of up to 200 homes on 6 July 2022.

My officials are continuing to work closely with Local Authorities and Registered Social Landlords as they come forward with other proposed projects.

The Family Liaison Charter for bereaved families sets out our commitments on access to information and liaison with the Procurator Fiscal and applies to any death reported to COPFS since 1 September 2016.

Bereaved families are provided with the assistance of a Victim Information and Advice (VIA) officer who will offer a personal meeting initially followed by contact every 6 weeks to update or will otherwise communicate according to the needs and wishes of the family. This continues for the duration of the investigation. If at any stage there is a significant development, contact will be made immediately with the family to advise them unless this would be likely to prejudice any potential prosecution.

Bereaved families are entitled to expect COPFS staff who are involved in the process of investigation, preparation and prosecution of criminal proceedings to respond appropriately to their needs, to answer questions which they may have and to keep them informed of progress. Throughout the court process COPFS staff will do their best to ensure family members understand what is happening in court and in every homicide case we aim to invite families to meet with the allocated Advocate Depute and VIA officer prior to the case calling in court for a Preliminary Hearing. At that meeting we strive to share as much information as possible with the families whilst preserving the sanctity of the prosecution especially where family members are or may be witnesses. Our staff at court do their utmost to ensure families are contacted immediately with updates of relevant information before this becomes publicly available in the media.

In December 2021 at the Criminal Justice Committee of the Scottish Parliament I announced that COPFS would carry out a review of its VIA service to ensure COPFS can continue to deliver the high levels of support and advice to all victims and witnesses and their families and can advise that the VIA Modernisation programme which is led by a Deputy Crown Agent is ongoing and is seeking to identify and deliver improvements to our service.
