Since the research undertaken by Chest Heart and Stroke Scotland and the Health and Social Care Alliance Scotland (the ALLIANCE), the National Strategic Network for long COVID managed by NHS National Services Scotland has produced information for NHS boards on the assessment of adults with suspected long COVID in general practice. It has also supported the delivery of online education sessions including on the assessment of patients with long COVID and the management of Postural Tachycardia Syndrome (PoTs).

The Scottish Government has made available approximately £3 million to national and territorial NHS boards in 2024-25 to support the operation of the network, boards’ access to the C19-YRS digital platform and the provision of care and support locally by NHS boards.

The 2025-26 budget includes new investment of £4.5 million to deliver new specialist support across the country for long COVID, ME, Chronic Fatigue, and other similar conditions. This represents a 152.9% uplift to the 2024-25 long COVID budget line.

Responsibility for service delivery rests locally with NHS boards which configure services taking into account local circumstances and the reasonable needs of their patient populations.

The proposed allocation of £15.9 million capital to the Just Transition Fund for 2025-26 announced in the draft Budget demonstrates our ongoing commitment to supporting a just transition in the North East and Moray and will enable us to build upon what’s already been delivered through the Fund.

To date, the Fund has allocated £75 million, supporting projects and communities across the region to create jobs, support innovation, and secure the highly skilled workforce of the future.

The Fund sends a clear signal of our support, but we recognise that it needs to be part of a wider stream of investment from the UK Government and others, including the private sector, to deliver a just transition to net zero.

The total unitary charge payments associated with PFI and PPP contracts including NPD (Non-Profit Distributing) which were paid across the public sector in Scotland from 2006-07 to 2022-23 are contained within the following table.

ILF Scotland operate two funds that support disabled people: the Independent Living Fund which pays on-going weekly awards to disabled people to help them live more independently; and the Transition Fund which pays grants to disabled young people to support them with the transition to adulthood.

Previously, young people who were eligible could make second and subsequent applications to the Transition Fund. Since 1 January 2024, once an applicant has been successful in gaining a Transition Fund grant they are not able to apply again. This does not include receiving a Technology Grant for an IT device, which applicants can receive in addition to a full grant.

Young people who meet the criteria are also able to apply for support from the Independent Living Fund. If an application to the Independent Living Fund is not successful the applicant may reapply if they meet the criteria.

Social Security Scotland routinely publishes information on Adult Disability Payment caseload, broken down by local authority.

As of 31 October 2024, statistics showed that there were 374,655 clients on the Adult Disability Payment caseload, of which 480 were classified as ‘Other’ rather than one of the 32 Scottish local authorities. 'Other' includes cases where there is an error in the postcode, and postcodes for a property within a new development. Residence in Scotland is checked for each case by Client Advisors during the application process to ensure that the applicant normally lives in Scotland, including asking for proof of address where appropriate.

The latest Adult Disability Payment official statistics publication can be found at: https://www.socialsecurity.gov.scot/publications/statistics. The next release of Adult Disability Payment statistics which will cover the period to the end of January 2024, is due to be published on 18 March 2025.

Further to the response to S6W - 32031, the Scottish Government has taken a number of measures within the draft budget to help grow the economy.

The budget freezes the Non-Domestic Rates Basic Property Rate at 49.8p (for properties with a rateable value up to and including £51,000), and is expected to save ratepayers £9 million next year. We are maintaining the Small Business Bonus Scheme, the most generous scheme of its kind in the UK, at the rates and thresholds introduced in 2023-24. Together, these measures will protect over 200,000 small properties, with an estimated half of properties in the Retail, Hospitality and Leisure sectors continuing to be eligible for 100% relief next year.

The Intermediate Property Rate and Higher Property Rate have received inflationary increases (1.7%) however, this still ensures that over 95% of non-domestic properties continue to be liable for a lower property tax rate than anywhere else in the UK. On top of these measures, a new 40% relief will be introduced for Hospitality premises in 2025-26,

To support tourism, culture and hospitality we will continue to offer 100% relief in 2025-26 for hospitality businesses located on islands as defined by the Islands (Scotland) Act 2018, and in prescribed remote areas, capped at £110,000 per business.

The new 40% relief for Hospitality premises includes Grassroots Music Venues with capacity up to 1,500, where the property is liable for the Basic Property Rate (rateable value up to and including £51,000) capped at £110,000 per business.

On regulation, the budget was informed by our continued engagement with business representative organisations, industry bodies and business leaders. That approach will continue to ensure meaningful engagement as part of policy development. This includes supporting our programme of regulatory improvement, delivering the New Deal for Business Group recommendations and continuing our work with businesses and regulators through the Regulatory Review Group. Considering the cumulative regulatory burden remains an important consideration in policy development, which is why following engagement with stakeholders we confirmed in the budget that there are no plans to introduce the Public Health Supplement for large retailers.

The Public Service Reform Programme was established in December 2023. Through the programme we are working to address both the efficiency and effectiveness of services, whilst also working to move the public services system to prioritise prevention.

The update to Parliament in September 2024 set out the details of Scottish Government’s key efficiency programmes and projected savings. These programmes include: Commercial Value for Money (CVfM), Collaborative Procurement, Central Government Procurement Shared Services, Single Scottish Estate, The Shared Services Programme, the Intelligent Automation Centre of Excellence and the Digital Programme.

These programmes are securing significant cost avoidance and cash releasing savings, expected to reach up to £280 million over a two-year period (by end 2024-25), with further projected savings of nearly £300 million over the following two financial years to the end of 2026-27.

In terms of further detail, examples include:

• An overall total of £36M direct Scottish Single Estates benefits have been secured in the first year of the programme. This includes cash savings of £5.5M in 23-24 and £15M in 24-25
• The Commercial Value for Money programme has delivered almost £7m of cashable and £600k of non-cashable savings.
• The Intelligent Automation Centre of Excellence has delivered 143 automations with a further 469 in the pipeline. £3.9M in cost-avoidance benefits have been achieved to date.

As the programme develops further, building on the data and capacity around savings, and the embedding of reform and efficiency in the budget process, we will look to drive and quantify other savings opportunities.

Operational decisions relating to the Office of the Public Guardian (OPG) are for the independent Scottish Courts and Tribunal Service (SCTS). SCTS is rolling out a new case management system for OPG. Activation codes are not in scope for the first stages of the project, but will be considered for phases beyond 2025-26 should funding be available.

The Scottish budget has provided support to the Scottish Courts and Tribunal Service in order that a new case management system for the Office of the Public Guardian (OPG) can be introduced. The project to deliver a new system for OPG is due to be delivered over three phases. The first phase, which will enable faster processing of Power of Attorney applications, is due to be launched in 2025 and will enable OPG to bring down the processing time for cases. Phases two and three are anticipated to also be rolled out during 2025. It is estimated that the project, once all phases are delivered, will provide annual recurring savings alongside significant service improvements, and a more stable, resilient system.
