Good morning and welcome to the first meeting of the Burrell Collection (Lending and Borrowing) (Scotland) Bill Committee. My name is Jackson Carlaw and I am in the chair. I invite everyone, as is customary, to ensure that their electronic devices are inactive.

By convention when a new committee meets, the oldest member present has the dubious honour of presiding over the initial proceedings, and it seems that I am the oldest member present. The last time that I was the youngest member present at anything was at a Val Doonican concert, so that gives some indication of the cycle of life.

In accordance with section 3 of the “Code of Conduct for Members of the Scottish Parliament”, the first item of business is to invite members to declare any interests that are relevant to the committee’s remit. I am happy to begin by so doing. I have no interests that are relevant to the committee. Beyond that, I refer members to my declaration of interests, but there is nothing there of particular interest.

Secondly, in accordance with rule 9A.5.4A of standing orders, I invite members to declare that they will act impartially and will base decisions solely on the evidence and information provided. I am happy to begin that procedure, too. I declare that I will act impartially, in my capacity as a member of the Burrell Collection (Lending and Borrowing) (Scotland) Bill Committee, and will base decisions solely on the evidence and information provided to the committee.

I ask other committee members to declare their interests and to declare their impartiality.

Joan McAlpine (South Scotland) (SNP)

I refer members to my entry in the register of members’ interests. I am a paid columnist for the Daily Record newspaper, but I do not think that that is particularly relevant to the committee. I should also put on record that, although I represent South Scotland, I am a resident of the city of Glasgow.

I am happy to declare my impartiality. I declare that I will act impartially, in my capacity as a member of the Burrell Collection (Lending and Borrowing) (Scotland) Bill Committee, and will base decisions solely on the evidence and information provided to the committee.

Gordon MacDonald (Edinburgh Pentlands) (SNP)

I do not have any declarable relevant interests. However, I want to put on record that I am a member of Historic Scotland and of the National Trust for Scotland.
