We have received an explanation, but it seems that, yet again, the lines of communication have broken down. It is disappointing when that happens and breaches occur. It does not appear to have been any fault of the Executive department, which seems to have been unaware of the introduction of the English regulations. I do not know whether it would be worth taking that up with the English department to see why the Executive was not properly informed in time. I wonder whether we can write to the English department about that and find out what it is doing.
There is nothing wrong in our asking for further explanation. Is that agreed?
