I welcome everyone to the first meeting back after the October recess. I ask Kenneth Macintosh to confirm that he is attending the meeting in place of Helen Eadie, who has had to send her apologies because once again there is a clash in the timing of the meetings of the Edinburgh Tram (Line One) Bill Committee and the Health Committee. Are you here in your capacity as a Labour Party committee substitute?

Item 1 is to ask the committee whether it agrees to take in private item 5, so that we can consider our draft budget report. That is now fairly standard procedure. Is that agreed?
