2. Preparing for future challenges in the health, care and sport sectors - pre-budget scrutiny:

Joe Long declared an interest as a former employee of Scottish Autism. The Committee took evidence from—

Angela Constance, Cabinet Secretary for Health and Care, supported by Christine McLaughlin, Director General for Health and Social Care, Richard Foggo, Director of Population Health and Fiona Bennett, Chief Finance Officer, Health and Social Care Finance, Scottish Government.

3. Instruments subject to annulment:

The Committee considered the Sale of Tobacco (Miscellaneous and Consequential Amendments) (Scotland) Regulations 2026 (SSI 2026/278). The Committee agreed to make no recommendations in relation to the instrument.

The Committee reviewed the evidence it heard under Item 2.

The Committee considered the evidence received during pre-budget scrutiny and considered its recommendations to the Scottish Government.
