1. Decisions on taking business in private:

The Committee agreed to take items 5 and 6 and all future draft reports in private.

2. Budget (Scotland) Act Amendment Regulations 2026 – evidence:

The Committee took evidence on the Budget (Scotland) Act Amendment Regulations 2026 [draft] from—

Hannah Mary Goodlad, Minister for Public Finance, supported by;

Scott Mackay, Head of Finance Co-ordination and Craig Maidment, Senior Budget and Funding Manager, Scottish Government.

Pauline Stafford declared an interest as a Councillor for West Lothian Council.

3. Budget (Scotland) Act Amendment Regulations 2026– motion recommending approval:

Hannah Mary Goodlad, Minister for Public Finance moved—

S7M-01360 - That the Finance and Public Administration Committee recommends that the Budget (Scotland) Act Amendment Regulations 2026 [draft] be approved.

The motion was agreed to.

4. Work programme (In Private):

The Committee considered its work programme and agreed witness panels for the Scottish Government's bonds programme, Fiscal Framework review and Private finance initiatives.

5. Public Office (Accountability) Bill (UK Parliament legislation) – report (In Private):

The Committee considered and agreed, subject to signing-off final changes via correspondence, a draft report on the supplementary legislative consent memorandum LCM-S7-10.

6. Pre-Budget Scrutiny 2027-28: Affordability and sustainability of Scotland's tax and spending plans – report (In Private):

The Committee considered a draft report and agreed to finalise changes by correspondence.
