1 Coronavirus (Recovery and Reform) (Scotland) Bill (In Private):

The Committee considered a revised draft report to the COVID-19 Recovery Committee. Various changes were agreed to and the report was agreed for publication.


2 Work programme (In Private):

The Committee considered its work programme.

The Committee agreed to write to the Scottish Government seeking an update on progress since the introduction of the British Sign Language (Scotland) Act 2015. This is to inform its consideration of the British Sign Language Bill LCM on 20 April.

The Committee considered its approach to scrutiny of issues affecting universities.  The Committee agreed to consider a paper at a future meeting with a view to carrying out a broader piece of work on universities later in the year.  The Committee also agreed to hold a one-off evidence session on universities in September.

The Committee considered next steps in relation to scrutiny of education reform.  The Committee agreed to write to the Cabinet Secretary for Education and Skills asking for information on the timescale for implementing education reform.  The Committee also agreed to write to the Scottish Qualifications Authority (SQA) asking for information on plans for the transitional phase prior to the creation of a new agency.  The Committee agreed to invite the SQA to give oral evidence at a meeting in June.  

The Committee considered SSI 2022/97: The Police Act 1997 (Criminal Records) (Scotland) Amendment Regulations 2022 and SSI 2022/102: The Teachers’ Pension Scheme (Scotland) Amendment Regulations 2022, and agreed that it did not wish to request any further information prior to considering them at its meeting on 20 April.
