Its status appears to have risen with experience. The original conveners liaison group was an informal grouping that was not covered by standing orders.
The leader of the EU JHA team is performing a much more strategic role that involves liaison with Whitehall departments and the European Commission and the development of strategy.
Certainly, the ones that have been raised with me include grass verges, litter and co-ordinating winter gritting policies. To begin with, liaison with communities was particularly bad, but it has improved substantially in my area.
